NDI SOMALIA PROGRAM

LEGAL ADVISOR CONSULTANCY NOTICE

The National Democratic Institute’s (NDI) Somalia program is seeking a Legal Advisor to be a seconded consultant to the House of People (HoP) of the National Federal Parliament of Somalia. The Legal Advisor will provide technical assistance and advice to the Speaker, committees and Members of Parliament (MPs) on both the parliament’s internal practices and on the substance of legislation before the HoP. This is an Eight-month assignment based in Mogadishu.

|ESSENTIAL DUTIES AND RESPONSIBILITIES |

|Working with Committee Chairpersons, as well as the Secretary General of the HOP and other parliamentary staff to ensure that the HOP’s|

|Rules of Procedure are applied consistently and effectively. |

|In conjunction with international experts identified by NDI, assist relevant HOP committee/s and MPs in drafting legislation and |

|scrutiny of draft laws. |

|Working with the relevant HOP Committees throughout the legislative process to support effective committee/s meetings and public |

|hearings on the draft legislation, as well as effective consultations with the executive and civil society. |

|Assisting the Committee/s in preparing and conducting public hearing on pieces of draft legislation or other matters under |

|consideration by the respective Committee. |

|Advising relevant committee/s in conducting executive oversight in a manner consistent with the Rules of Procedure. |

|Advising the HOP Committee/s in matters of Provisional Constitution including its implementation and compliance with passed |

|legislation. |

|Provide legal advice, as requested by the relevant Committee Chairmen, Secretary General of the HoP, and agreed by the relevant NDI |

|program manager. |

|Participate in NDI training and consultations with international advisor. |

|Assist NDI team in identifying HoP’s capacity needs, towards achieving benchmarks for democratic legislatures. |

|Assist NDI team in tracking the progress of the HoP towards benchmarks for democratic legislatures. |

|Submit a written bi-weekly report to NDI on updates of agenda/program of session for HoP, updated matrix on legislative tracking of |

|bills, political and security update, external relations of the parliament and committees work. |

|Undertake additional duties, as necessary. |

|QUALIFICATIONS |

|Law degree; in addition, Master in Law (LL.M.) in comparative law or constitutional law preferred. |

|Minimum seven (7) years of relevant work experience, preferably with legislative bodies and very good understanding of functions and |

|procedures of legislatures. |

|Experience in legal drafting and legal analysis. |

|Experience with constitution implementation. |

|Experience in post-conflict settings highly preferred. |

|Excellent written and oral communication skills required. |

|Fluency in English and Somali is required. |
