Message from the Minister for EqualitySupporting lesbian, gay, bisexual, trans and gender diverse, intersex and queer (LGBTIQ+) Victorians to stay connected with their communities is crucial in these challenging times. This year has not played out how many of us expected. The necessary efforts of Victorians to slow the spread of coronavirus (COVID-19) have changed the way we go about our daily lives. For some Victorians in rainbow communities, these changes have exacerbated mental health and financial challenges, including feelings of isolation. As usual, LGBTIQ+ communities have also shown themselves to be resilient and creative in how they have responded to these unprecedented challenges.Since 2018, the Victorian Government has been working with LGBTIQ+ people to connect with others through the Pride Events and Festivals Fund which supports activities that promote belonging, strength and voice of LGBTIQ+ people. In recognition of the different world we are now living in, Pride Events and Festivals 2020-21 is switching its focus to support online events and projects. Connection with community and celebrating LGBTIQ+ lives is more important than ever. Groups and organisations can apply for grants of up to $10,000 to help them host virtual activities, with $200,000 available in total. It remains important that projects supported through the Pride Events and Festivals Fund recognise and support people who are particularly isolated. This year, grant applicants will need to demonstrate that their projects meaningfully engage and include LGBTIQ+ people with a disability, and that they reach across our diverse communities such as older LGBTIQ+ people and those in regional and rural areas. At least half of the projects funded will be delivered by regional and rural organisations for regional and rural communities. We want to support all Victorians to get through this pandemic, including our LGBTIQ+ communities, and successful projects will assist with this effort. Victoria has made great progress towards equality in recent years and we can’t afford for this to be lost. If your group or organisation has an idea for how we can encourage LGBTIQ+ communities to stay connected during this time and into the coming year, please do not hesitate to apply. Best wishes, Minister for Equality Martin Foley MP Pride Events and Festivals Fund Connection and Accessibility Grants 2020-21The Pride Events and Festivals Fund (PEFF) program was established in 2018-19 as one of many ways the Victorian Government supports, celebrates and strengthens LGBTIQ+ communities across the state. The program funds activities across Victoria that promote LGBTIQ+ arts and culture, celebrate the diversity in LGBTIQ+ communities and raises awareness to combat LGBTIQ+ discrimination. Since the program’s commencement, 106 diverse events have been funded across Victoria.The coronavirus (COVID-19) pandemic continues to have a significant impact on all Victorians. It has changed the way we work, connect and engage across our diverse communities.It has also heightened the isolation experienced by LGBTIQ+ Victorians, particularly in regional and rural areas and in outer metropolitan suburbs. Coronavirus (COVID-19) restrictions have made it increasingly difficult for LGBTIQ+ people to engage and participate in events that drive and deliver much needed community connection and pride. There is also an increasing need to ensure that all members of the LGBTIQ+ community, including LGBTIQ+ people with a disability, can fully and meaningfully engage with community events. It will be critical that LGBTIQ+ people with a disability are at the centre of the development and delivery of activities across our communities to ensure they are accessible, safe, inclusive and affirming. It will also be vital that there are events and celebrations that cater to the diversity within the LGBTIQ+ community, such as engaging with older LGBTIQ+ people, bi+ communities and other communities within the LGBTIQ+ community.The PEFF 2020-21 Connection and Accessibility Grants program will support delivery of online, accessible LGBTIQ+ events and activities to address the challenges of social isolation and provide opportunities for Victorians to continue to learn and grow. Successful activities must be held between 15 December 2020 and 30 April 2021 with funding available up to $10,000 per project. Applications close Friday 23 October 2020.What are the program objectives?Events and activities funded through the PEFF 2020-21 Connection and Accessibility Grants program will engage with diverse LGBTIQ+ communities across Victoria. Activities funded through the program must align with one or more of the following program objectives: to strengthen LGBTIQ+ community pride, places and heritage to recognise and support marginalised or isolated people or communities to celebrate and build community resilience and promote connection across diverse LGBTIQ+ communitiesto build public profile, visibility, and understanding of LGBTIQ+ communities.In addition, applicants are asked to consider the following principles in their applications:capacity for events to be delivered effectively online to enable broad engagement of LGBTIQ+ people in rural and regional Victoria, as well as Melbourne.accessibility considerations enabling full and meaningful engagement of LGBTIQ+ people with a disability in all planning and delivery stages of funded activities.What about current health advice? All activities funded under the PEFF 2020-21 Connection and Accessibility Grants Program must comply with the latest health advice and social distancing measures throughout the lifespan of the project. The total funding allocation available is $200,anisations may apply for up to a maximum of $10,000. All approved projects should be completed by 30 April 2021.The open application process as part of this grant program may result in an amount of funding approved being less than the amount requested. Applicants should not assume they have been successful or enter into financial or other commitments until they receive formal notification on the outcome of their application. All applicants should plan for contingencies and consider other funding sources and options should their application be unsuccessful. Applicants are strongly encouraged to include funding contributions from other sources and estimates of in-kind support in their applications.Who can apply?It is important that your organisation meets the following eligibility criteria.You must be either:a community, not-for-profit or peak community body based in Victoria that is an incorporated legal entity under the Corporations Act 2001 (Cth) or the Associations Incorporation Reform Act 2001 (Vic) or a similar type of organisation; ora social enterprise with a clearly stated purpose or mission related specifically to supporting LGBTIQ+ communities.And you must:have a current Australian Business Number (ABN);have at least $10 million Public Liability Insurance to cover all aspects of the Program, or an auspice arrangement with this insurance cover; andnot have any overdue deliverables from other grants provided by the Department of Premier and Cabinet.Who cannot apply?The following entities are not eligible to apply for these grants:state and federal government departments and agenciescommercial enterprisestrusts Local Government Authorities (LGAs) including LGA managed, operated, administered and regulated trusts registered primary and secondary schools, preschools, TAFE institutes and universities applicants who have overdue and/or outstanding reports from previous or current Department of Premier and Cabinet grants. It is noted that LGAs and registered primary and secondary schools, preschools, TAFE institutes and universities can act as an auspice for unincorporated community groups.To check if you are up to date with required reporting, please contact the Equality and Youth Branch, Department of Premier and Cabinet via email at equality@dpc..au.Can I have an auspice arrangement?If your organisation does not meet the requirements outlined above, you may nominate an auspice organisation which meets the above criteria to apply for a grant on your behalf. Any legally constituted body may act as an auspice. If the application is successful, the auspice organisation will receive funds and will be responsible for oversight of the project, including reporting and acquittal of funds.If you are planning on having your grant managed by an auspice organisation, please ensure your application is submitted by that auspice body on your behalf. Can I form partnerships?Partnerships between eligible applicants and (other) community organisations and advocacy and peak bodies are strongly encouraged and will be assessed as a strengthening component of an application. The development of effective and meaningful partnerships may strengthen capacity to engage with diverse communities and the priority cohorts identified in this program. You will be asked to outline proposed partnerships, including financial and in-kind contributions, as part of your application.What types of activities can be funded? The following is non-exhaustive list of examples of activities that could be funded through this program. All activities should take place in an online environment that aligns with current health advice.To ensure accessibility, applicants may include up to 30 per cent of their budget towards IT and communications infrastructure that will support delivery of the activity. What types of activities will not be funded?The following activities cannot be supported and will be ineligible for funding.Activities that are not adaptable to social distancing guidelinesActivities that do not align with the program objectives or principlesCommercial or fundraising activitiesActivities that promote or are held for politically partisan purposesActivities taking place outside of Victoria Activities occurring outside of the funding period Building worksInterstate and international travel Retrospective funding for projects or programs that have already started or are completedApplications submitted by organisations that have failed to comply with the terms and conditions of previously awarded Department of Premier and Cabinet grantsActivities funded primarily under another State, Federal, or Local Government program, and/or where the project is clearly within the programmatic responsibility of another Government program. Each application must provide a written response to the following five weighted assessment criteria.Objectives and outline (30%) (400 words max)Which of the program objectives will your project target? You may choose more than one objective.Outline of the project you propose to deliver. Include reference to:target populationproject activitiesthe change you hope will be created by the project.Outline how the need for the project was identified. Consider community plans, strategies, policies, data, research and community consultation.Accessibility and Community Engagement (30%) (400 words max)How will your activity effectively and meaningfully engage diverse and intersectional LGBTIQ+ communities at all stages of project planning, delivery and evaluation? What evidence do you have to demonstrate and detail the involvement of diverse communities?Does your activity establish any community or organisational partnerships across LGBTIQ+ communities? If so, who with and how will these be maintained? Delivery (30%) (300 words max)Planning and timelines – How will the proposed activities be delivered and what is the timeline? Note that all activities should be complete by 30 April 2021. Skills and experience – What are the relevant skills and experience of those involved in delivering the proposed project? Communication – What will you do to promote the project with LGBTIQ+ communities and the broader community (where relevant)?Budget – A detailed and balanced budget to be included in the budget table provided in the application. Additional funding sources and estimate value of in-kind support should also be included to strengthen your application.Outcomes and evaluation (10%) (200 words max)How will you collect data to measure whether the project has me the grant objectives? Please reach out if you’d like to discuss your ideas.Applicants will be required to respond to each of the assessment criteria, complete a budget table and upload any supporting materials. How will applications be assessed?All applications are to be submitted online, unless a prior arrangement has been agreed with the Equality and Youth Branch.Each application will be scored against the above criteria.Eligible applications will be assessed by a panel consisting of representatives from the Equality and Youth Branch, the Office of the Commissioner for LGBTIQ+ Communities and other relevant Victorian Government representatives.Activities that work with LGBTIQ+ people with a disability and regional and rural communities will be prioritised in the scoring process. Activities which engage with diverse groups such as older LGBTIQ+ people, bi+ communities and other communities represented within the LGBTIQ+ community, will also be considered favourably. The Equality and Youth Branch will make recommendations to the Minister for Equality who will make the final decision on which organisations are to be funded and to what amount. All applicants will be notified of the outcome of their application by email. Feedback will be provided at this time if requested. All decisions made by the Minister for Equality are final.What about funding agreements? Successful organisations and auspice bodies will be required to enter into a Common Funding Agreement (CFA) with the Department of Premier and Cabinet, as represented by the Equality and Youth Branch. The CFA outlines the terms and conditions of the grant including the use of funds, term of the agreement and reporting requirements. The CFA is a contract that outlines the roles and responsibilities of both the Equality and Youth Branch and the funded organisation. Events funded by PEFF must be respectful and accessible to for all LGBTIQ+ communities to attend. Please ensure that your event or festival is inclusive and consider:Acknowledgment of Traditional Owners and/or Welcome to Country An Acknowledgement of Traditional Owners or a Welcome to Country, where appropriate, is encouraged at all events. An Acknowledgement of Country recognises that Victoria has a strong and proud Aboriginal history and it pays respect to the Traditional Owners. Accessibility Applicants must consider accessibility as an integral part of event and activity planning and ensure that the event or activity is accessible to everyone. Inclusive Language In developing, promoting and delivering inclusive and affirming activities for LGBTIQ+ people, applicants should review and consider the LGBTIQ+ Inclusive Language Guide in their proposed activities. Environmental impact Applicants must consider reducing their environmental impact by ensuring the event is environmentally sustainable and improves waste management.
