This position will coordinate efforts between Finance and Homeownership concerning mortgage loans created by lenders under the Mortgage Backed Security parameters. This position will also work primarily with the Pipeline Risk Manager to set daily lending rates based on market rate trends and other factors. The Mortgage Backed Securities Technician will work jointly with the Master Servicer to transition loans from origination through investment process. MSHDA’s Financial Advisor will serve as a partner of the project and will collaborate regularly for programming updates. This position also requires the complex analysis of all final legal documents on every MSHDA Homeownership loan and is the last review to determine purchase eligibility and the Lender’s compliance to mortgage industry, Federal, State and MSHDA regulations. This individual will be the front-line contact communicating details & requirements of initial audits of the legal documents to Lenders, Title Companies and County offices. This individual is responsible for maintaining the data integrity of computer input and monitoring status of all un-guaranteed and uninsured Homeownership loans analyzing MSHDA’s current risk exposure. This position acts as liaison between MSHDA’s Legal Department and Lenders to enforce adherence to MSHDA’s policies.For Civil Service Use Only15.Please describe your assigned duties, percent of time spent performing each duty, and explain what is done to complete each duty.List your duties in the order of importance, from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time40This recognized resource will compile data from AOD and Lender OnLine to provide reporting status on the Mortgage Backed Securities (MBS) program. Evaluate changes in the flow of traffic through the processes and recommend adjustments where necessary. Ensure files are complete and stored in a secure location for future use.Individual tasks related to the duty.Recommend daily rate for Mortgage Backed Securities based on Pipeline Risk Management recommendations, market, and MSHDA factors.Enter daily rate change in AOD and on Lender Online systems.Investigate daily loan cancellations and report to Pipeline Risk Manager and Master Servicer. Monitor cancellation patterns and propose adjustments as necessary.Analyze pipeline activity, interpret and project timeline for mortgages to pool and transfer into mortgage backed securities. Perform as point of contact for Pipeline Risk Manager and Master ServicerAuthenticate DPA mortgage file contents as submitted by Master Servicer. Create MSHDA file and update status in AOD. Evaluate loan files in AOD daily and analyze errors causing rejections. Investigate and confirm information then resubmit into the workflow.Examine HFA exception list for missing or incorrect documentation from various lenders. Collaborate with Master Servicer and MSHDA’s business development team for lender technical assistance as needed.Duty 2General Summary of Duty 2% of Time20Review and analyze original copies of sensitive legal documents associated with every Homeownership loan to determine if all legal and regulatory requirements have been met. This includes, but not restricted to original Mortgage Notes, Mortgage Security Instruments, Assignments of Mortgage, final Title Policies, Title Endorsements and Affidavits. As the recognized resource, individual will determine if documents may be amended, initialed and re-recorded, or if they must be re-drafted and re-recorded.Individual tasks related to the duty.Review all final legal documents to determine that prescribed requirements and qualifications have been satisfied and documentation adheres to MSHDA program pare original Mortgage Loan and Mortgage Security Instrument for consistency and accuracy.Evaluate final title policies for potential problems that may jeopardize MSHDA’s lien position and implement problem resolution, as necessary.Determine if Assignment of Mortgages accurately & legally assign the property interest to MSHDAAddress all file deficiencies and if inconsistencies exist, initiate the necessary corrective action by notifying the appropriate Lender of the deficiency and instruct them of the proper procedures to bring the documentation into compliance with MSHDA’s program guidelines and investor guidelines.Maintain all files and protect original documents in fire-proof cabinets.Duty 3General Summary of Duty 3% of Time10As a recognized resource for MBS this person will conduct lender trainings as necessary and collaborate with the Pipeline Risk Manager and Master Servicer to ensure technology access to information is available.Individual tasks related to the duty.Coordinate with technical staff and consultants any system changes pertaining to Financial Access Role in Lender Online. Collaborate with staff on any system changes that affect Mortgage Backed Securities programming.Provide US Bank updates to underwriting staff to ensure they are up to date on eligibility guidelines.Duty 4General Summary of Duty 4% of Time10Responsible for monthly reconciliation of Down Payment Assistance mortgage transfers and payments. Ensure charges are properly posted to correct accounts and reimbursements to Master Servicer are provided.Individual tasks related to the duty.Balance and report adjustments or corrections of DPA mortgages to Master Servicer on a monthly basis.Reconcile Mortgage Backed Securities Pool as investment is sold.Review Monthly invoices from Master Servicer and allocate charges.Process wired reimbursement for DPA mortgage and SRP charges.Reconcile investment accounts to general ledgerPrepare discharge of Mortgage and submit for recording.Duty 5General Summary of Duty 5% of Time10Review and correct any required final documents in order to protect MSHDA’s first lien interest in the property and send them for recording in the appropriate County offices. Responsible to secure Insurance and/or Guaranty Certificates to ensure all Homeownership loans are adequately insured by the appropriate Federal Agency.Individual tasks related to the duty.Act as a liaison between MSHDA and the Lending Institutions concerning the interpretation of the documents and requirements for correction.Create corrected documents and send them to the appropriate county’s Register of Deeds Office for recording.Accurately calculate the amount needed to record the corrected documents; then request the check to include with the documents sent to the Register of Deeds office for recording.As the Lender’s primary contact, related to any Final Document issue, respond to all inquiries and provide them current status of problem resolution whenever requiredUtilizing FHA Connection and the VA Electronic Data Interchange(EDI),input data to request and receive Mortgage Insurance Certificates and/or Guaranty Certificates. Request evidence of Rural Development GuaranteeTrack and monitor all un-insured or un-guaranteed loans. Promptly initiate action to secure requirements. If delinquent, determine MSHDA’s risk and exposure and take appropriate action with Lender notifying them of potential re-purchase of loan.From the date of loan closing clear all final documents within 6 months. Enter accurate status codes for each outstanding document in AOD.Prepare and provide monthly outstanding and delinquent Final Document activity reports for management and send to lenders.Duty 6General Summary of Duty 6% of Time10Assist Homeownership in areas of need including answering telephones and directing calls to appropriate staff personnel.Individual tasks related to the duty.Answer telephones quickly and determine appropriate person to forward call so that customer satisfaction benchmarks are met.Promote Homeownership team relationships with co-workers by effective non-judgmental communication.All other duties as assigned by the Authority.16.Describe the types of decisions you make independently in your position and tell who and/or what is affected by those decisions. This position determines the appropriate daily rates for the MBS program based on collaboration with the pipeline risk manager, market conditions, MSHDA financial goals, and other factors. Document Review - Each individual file must be audited and accurately reviewed to ensure that the final documents meet all State, Federal and Investor guidelines. Must have the ability to explain those guidelines, rules and requirements to Lenders as needed. Benchmark is to review all final documents within six months of date of loan closing. 17.Describe the types of decisions that require your supervisor’s review.Decisions that require an exception of established policies and procedures or politically sensitive issues or decisions involving matters of agency policy or technical matters that have not been previously experienced.
