TRAFFIC INCIDENT MANAGEMENT

RESPONDER TRAINING

The RIDOT TMC has been supporting the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA), in implementing a program of Traffic Incident Management (TIM) Responder Training. The program objectives are to:

• Improve responder safety

• Improve reliability (reduced incident duration)

• Improve motorist safety (reduced secondary crashes)

Over 2,300 Rhode Island responders have been trained, including 73 RIDOT personnel. We would like to schedule a number of training sessions over the winter period for all RIDOT personnel who will be responding to incidents or involved in highway operations. There will be two types of sessions:

1. Full (four-hour) Traffic Incident Management Training for staff that will be on the highway responding to incidents such as Maintenance and TMC personnel.

2. Awareness (one-hour) Traffic Incident Management Training for staff who are not typically on the highway, but may be involved with: planning, engineering, transit, safety, construction, or inspections.

These workshops are taught by volunteer trainers from police, fire and DEM.

I have enclosed a list of personnel who have already received this training. I will reach out to you to identify others within your section that would benefit from this training.

Lane Blocking

To increase safety, use the “Lane + 1” Blocking Protocol initially to create an adequate “buffer” for responders

• the shoulder counts as a lane.

• Freeing up a lane may speed up response/minimize secondary incidents

Block Traffic

Take only as many lanes as you need, for only as long as you need them. As the incident is cleared, lanes can progressively be re-opened.
