Welcome all! If this is your first time attending our Annual Conference we really appreciate you joining us. Many of you have attended in the past and we thank you for returning. We thank each speaker who has taken the time to prepare a message that is intended to make us more valuable to our employers. And a big thank you to our sponsors who make all of this possible.

The Treasury Management Association of San Diego is so fortunate to be able to organize this conference at a location in beautiful Del Mar. During the receptions each of us can spend time day dreaming about our next day at the beach or a day at the races with family or friends.

The purpose of this conference is to bring treasury professionals together for a day of learning, interaction and networking. Each person here has unique skills and it is important to share in the knowledge represented. ( Challenges/Opportunities for Municipal Investing and Banking Services Today and into the Future

Kent Morris, Chief Investment Officer – City of San Diego

There are over 1.4 million people living in the City of San Diego, which makes it the second largest city in California and the eighth largest city in the United States. The City has world-class beaches, an array of family attractions, and an ideal climate, which makes it “America’s Finest City.” What are the challenges in investing the City’s $2.1 billion Pooled Investment Fund and the nearly $200 million in bond proceeds? What are the basic principles that guide the City’s investment strategy and what are some of the unique constraints in managing the funds? How does the City assess its required banking services and what are the biggest challenges in servicing and/or implementing them? Have these constraints changed over time and what does the future hold?

Kent Morris has worked for the City of San Diego for over eleven years, the last three years as the Chief Investment Officer. As the CIO, he is responsible for the day-to-day investment of the City’s $2 billion Investment Pool and an additional $400 million in construction bond proceeds separately managed by the division. The Pool is managed by on a total return basis and all investment strategy and credit evaluation is conducted in-house. He is responsible for annually updating the City’s Investment Policy and oversees the day to day operations of the division, including the creation of the Pool’s investment strategy. He leads the City Treasurer’s Investment Advisory Committee and manages the City’s banking relationship, which encompasses the implementation of new banking products/services. In addition, Kent has been the lead instructor at Chapman University since 2003 for its Certified Treasury Professional (CTP) certification review course.

Kent obtained his undergraduate degree from University of California, Davis and his Master of Business Administration from San Diego State. He holds the Certified Treasury Professional designation and will be sitting for the final level of the Chartered Financial Analyst exam in June.

Tommaso Todesca, Vice President & Senior International Business Officer – Bank of America Merrill Lynch

This session will cover an updated perspective on International Treasury including: International Treasury Trends Landscape, the role of the International Treasurer, Banking Relationships, Liquidity, Payments, Receipts, Integration Trends and the future of International Cash Management.

Tommaso Todesca is a Vice President with the International Business Development office at Bank of America Merrill Lynch. Tommaso has been working for Bank of America in London, UK, for the last 6 years. In this period he worked mainly with the European operations of US multinational clients, advising them on local and global treasury management matters. He just relocated to Los Angeles, after moving to an International Business Development Role that includes the EMEA, APAC and Americas Regions. Tommaso has a degree in International and Italian Law, and an MBA in International Business. He speaks Italian, German and Spanish, and has an extensive knowledge about Bank of America’s international services and capabilities.

Kerry Pope is an Institutional Portfolio Manager in the Fixed Income Division of Fidelity Management & Research Company, the investment arm of Fidelity Investments, the largest mutual fund company in the United States, the No. 1 provider of workplace retirement savings plans and a leading online brokerage firm. Mr. Pope is responsible for the delivery, implementation and oversight of institutional cash management investment strategies.

• Prior to joining Fidelity, Mr. Pope was a Senior Vice President at State Street Corporation from 1992 to 2008 where he was responsible for liability management and strategy. Prior to assuming his Treasury responsibilities, Mr. Pope managed the Global Money Markets Division.

Scott manages the treasury management business for U.S. Bank in California, Arizona and Nevada. He has 35 years of broad-based experience in the banking industry which encompasses credit, operations, strategic planning, marketing, sales management, product development and delivery. He has extensive experience working with government sector, non-profit and commercial clients to custom tailor collection and disbursement solutions to meet client-specific objectives, and has managed the conversion of treasury management and deposit products from over one dozen acquired banks.

Economic events over the last three years have dramatically altered perceptions of risk and the short-term investing landscape.  This session will review methods for judging the appropriateness of several common corporate cash investment vehicles with respect to capital preservation and liquidity. 

Marc St. Andre has been a Portfolio Manager at Capital Advisors Group for ten years and oversees the management of more than $2.4 billion in corporate cash investments for more than 60 public and private companies.

Kelly Cunningham, Economist and Senior Fellow – National University

Kelly Cunningham is Senior Fellow and Economist for National University System Institute for Policy Research (NUSIPR). The Institute is a non-partisan organization with the goal of improving the efficiency and effectiveness of the public sector throughout San Diego County.

Cunningham has closely monitored San Diego’s economy over the past 27 years. His analysis and views on the outlook for the local economy are regularly sought by local, state, national and international businesses, government, and media. He is a weekly contributor to the U-T’s Econometer panel of economists featured each Sunday in the business section of the San Diego Union-Tribune newspaper.

Cunningham was formerly chief economist and research director for the San Diego Regional Chamber of Commerce, where he established a reputation for his understanding and expertise of San Diego’s regional economy. He was also a supervising economist at the City of San Diego and senior market research analyst for a national apartment developer.

( Leverage Automation to Improve Working Capital

Nathan Bray, Vice President – Wells Fargo Bank

This session will discuss how changing your business processes and leveraging technology to automate receivables and payables can result in increased working capital efficiency.

Hired in 2009, Nathan works for the Wells Fargo Solution Sales Group. This group focuses on Finance and Accounting optimization solutions including: Procure to Pay, Order To Cash, Workflow and Back Office Process Optimization. Prior to joining Wells Fargo, Nathan established his career in Business Process Outsourcing while working for Affiliated Computer Services from 2002 to 2009. He managed several key aspects of the ACS Finance and Accounting Outsourcing line of business that served several fortune 100 clients. He started his career with ACS as a Strategic Business Unit Manager overseeing operations and delivery to ACS marquee clients. Nathan was then asked to participate in creating workflow technologies and next generation platforms for ACS’s Finance and Accounting center of excellence. He was then promoted to work with the sales and solutions team to manage the growth of the existing client base of ACS while also leading new logo sales pursuits for ACS.
