9585-35242500Position Description Title: Director of Parks, Recreation & WaterfrontStatus:Full TimeClass Grade: 37 17 FLSA Status: ExemptDepartment: Parks, Recreation, & WaterfrontRevision date: December 2020Nature of Work: This is complex, professional and administrative work in planning, developing, implementing, directing, supervising, and evaluating the City’s Parks, Recreation, & Waterfront activities, programs, operations, facilities, and staff. Supervision Received/Exercised: Work is carried out with considerable independence, initiative, and judgment to accomplish department goals and objectives under the broad policy guidance and direction of the City Manager. Work is subject to review through observation, discussion, reports, and results achieved. Exercise direct and indirect supervision over all Parks, Recreation, & Waterfront professional staff and support personnel.Essential Duties and Responsibilities: Manage department in accordance with best management practices and standards; ensure compliance with local, state, and federal laws, regulations, and reporting requirements.Prepare operations and capital improvement budgets; financial oversight of enterprise funds, appropriations, and expenditures; pursue, recommend and oversee collection and accurate accounting of user fees, funds, gifts, grants; assure sound fiscal control and effective and efficient use of budgeted funds, personnel, materials, facilities, and time.Establish department mission, goals, and objectives; policies and procedures; and strategic and master plans.Assess and interpret the leisure, cultural, parks, open space, facility, and recreational needs of the community by fostering two-way communication between relevant City committees and other groups; quantify the need for funding based on community needs assessments, surveys, studies, and trends; effectively communicate the need for funding to community leaders, civic groups, and public officials through meetings, public presentations, and correspondence.Prepare grant applications and develop creative revenue sources to supplement department funding.Develop request for proposals; prepare and review service contracts.Work with and oversee independent contractors.Establish and maintain an organizational structure to accomplish the department’s mission, goals, and objectives.Responsible for department staffing, including full-time, part-time, temporary, and seasonal employees; develop training procedures; assign, supervise, motivate, coach, evaluate, and discipline staff; recruit volunteers.Evaluate department activities and operations for effectiveness, efficiency, and service to the community; proactively develop and institute new programs that are visionary and based on community needs.Prepare and maintain administrative/budgetary reports and records of department activities and operations.Develop and maintain effective liaisons with other City departments, civic groups, volunteer boards and committees, and the public at large.Respond to public, civic group, and City officials’ inquiries and concerns; determine proper course of action.Instruct subordinates on department policies and procedures to be followed; confer with departmental staff, and instruct them in their work. Oversee and assure required training of staff is accomplished on an annual basis.Prepare cost estimates for improvements in Park, Recreation, & Waterfront facilities; oversee and manage the planning of new parks, playgrounds, piers and docks, recreation facilities, and all the amenities necessary for the proper construction and maintenance of these facilities; monitor materials and supplies used in the maintenance, construction, and repair of parks and facilities.Coordinate the maintenance and repair of municipal parks, community centers, swimming pool, beaches, piers, boat ramps, facilities, playgrounds, recreation areas, open space, athletic fields, golf course, and other publicly owned facilities and properties that fall under the Department’s purview.Oversee all Parks, Recreation, & Waterfront activities, including the management of buildings and grounds.Prepare records of personnel and equipment needs; coordinate or direct the requisition of supplies, equipment, and materials.Evaluate parks, recreational, and waterfront needs, activities, and facilities, making recommendations for improvements, changes, expansions, and reductions.Develop and supervise safety programs reflective of occupational workplace hazards, compliance directives, and best practices.Provide safety initiatives leadership by being and active participant on the City’s Executive Safety Committee and Emergency Management Leadership Team.Develop and maintain a workplace environment that is conducive to employee productivity, conveys a professional public image, and is organized in terms of information and time management.Promote positive community relations, public awareness, and media relations through effective written and electronic communications, presentations, speeches, and attendance at community meetings as chief spokesperson for the Parks, Recreation, & Waterfront Department.Promote positive employee relations through open and effective communications.Participate in collective bargaining; ensure compliance with union contracts; attempt to resolve grievances.Maintain professional development in parks, recreation, & waterfront by attending conferences and training, and actively participating in state and regional professional associations.Serve on various committees as assigned by the City Manager and/or City Council.Perform other duties and special projects as may be assigned.Required Knowledge, Skills, and Abilities:Knowledge of applicable federal, state, and local laws, codes, and regulations, including safety regulations and procedures.Knowledge of local, state, and federal grants.Knowledge of municipal government administrative practices and procedures.Knowledge of effective supervisory and management principles and practices.Knowledge of budgeting, accounting, finance, and purchasing methods and principles.Knowledge of methods, materials, terminology, tools, and equipment associated with parks, recreation, and waterfront facilities planning, construction, repair, and maintenance.Knowledge of community resources.Knowledge of general areas, including but not limited to administrative practices, philosophy and principles relating to municipal parks and recreation services, programming, facilities, and equipment.Knowledge of managing a community recreation center, indoor swimming pool, golf course, boat ramp, public pier, boat slips, parks, and athletic fields.Knowledge of environmental issues of today and the future that would affect the department’s operations and procedures.Skill in managing complex projects.Skill in communicating clearly and concisely, both orally and in writing.Skill in training, evaluating, and instructing staff.Skill in operating office equipment, including computers and associated software applications.Skill in records management and retention.Strong interpersonal skills.Ability to conceptualize, create and direct innovative program offerings based upon current trends in leisure activities and community interests/needs.Personnel and project management, planning, organization, and leadership skills.Knowledge of occupational safety and training, staff development, needs assessments and surveys, public relations, labor relations, and grant writing.Ability to work productively and cooperatively with Department Heads, supervisors, employees, vendors, contractors, and the general public.Ability to lead, manage, motivate, plan, organize, direct, schedule, supervise, and review activities of assigned staff.Ability to prepare projects and see them to completion.Ability to be collaborative team member.Ability to multitask, establish priorities, organize work, and develop short-term and long-range plans.Ability to coordinate work and delegate.Ability to prepare and review plans and specifications.Ability to analyze problems, evaluate alternatives, and make sound decisions and recommendations.Ability to follow problems through to resolution.Ability to present clear and concise oral and written reports.Ability to learn, retain, interpret, and apply plans, policies, and procedures.Ability to plan, prioritize, and direct Parks, Recreation, & Waterfront programs.Ability to establish and maintain effective working relationships with those contacted in the course of work.Ability to effectively interact with the public, individuals, and groups.Ability to make effective presentations to the City Council and other community groups.Ability to project a positive image of the department.Ability to maintain confidentiality, integrity, and honesty.Ability to perform organizational succession planning.Ability to demonstrate leadership in a moral and ethical fashion.Ability to work evenings and weekends when needed.Ability to perform related duties as assigned.Minimum Qualifications:Education: Bachelor’s degree from an accredited college or university in parks and recreation management, public administration, or a related field of study. Master’s degree preferred.Experience: Six (6) or more years of increasingly responsible experience in parks and recreation or a similar field, including three to four (3-4) years of managerial and supervisory experience. Experience working with non-union recreation employees, unionized parks employees, and collective bargaining agreements is a plus.Must possess and maintain a valid Maine Class “C” driver’s license. Certified Parks and Recreation Professional (CPRP) through the National Parks and Recreation Association (NRPA) desirable.
