NoDEPARTMENT OVERVIEWThe California Victim Compensation Board (CalVCB) is a state program dedicated to providing reimbursement for many crime-related expenses to eligible victims who suffer physical injury or the threat of physical injury as a direct result of a violent crime. CalVCB funding comes from restitution paid by criminal offenders through fines, orders, penalty assessments and federal funds.CalVCB’s mission is to assure the rights of victims of crime by providing responsive financial compensation through a stable restitution fund. Also performs investigations of alleged fraudulent, illegal and improper acts against the CalVCB.% OF TIME PERFORMING DUTIESESSENTIAL FUNCTIONSAll duties will be performed in accordance with the guidelines and standards of CalVCB and applicable auditing standards.35%30%20%5%10%ESSENTIAL FUNCTIONS:Independently conduct reviews of the CalVCB’s compliance with statutes, regulations, policy and procedures, and contracts. Identify the system of internal controls and assess the associated risks; identify statutory, regulatory, and CalVCB policy mandates that govern the eligibility determination for and proper reimbursement of compensation; develop and conduct test procedures necessary to determine the controls are in place and functioning as intended, to determine whether CalVCB is in compliance with the governing mandates; makes recommendations for improvement; works with CalVCB management to implement corrective action on system problems and monitors the changes to ensure the desired outcome is achieved; and provides results of the review in a report to management.As a member of the Provider Evaluation Team (PET), investigate potential fraud committed by providers, applicants, or attorneys. Monitor fraud hotline and referrals from CalVCB staff. Log details into Access database, accurately and clearly documenting all phases of the case. Conduct preliminary investigations, including contacting complainant to thoroughly investigate allegations or requesting additional information from CalVCB staff or external entities. Research provider billing issues and run SQL Server reports from CalVCB’s proprietary database, Cares2. Review cases with senior legal staff to determine next steps. Maintain a caseload of open cases. When necessary, make referrals to the respective law enforcement and/or governing boards for mental health, funeral, dental, or medical providers.Conducts complex audits and compliance reviews of financial or performance evaluations of Joint Powers, Criminal Restitution Compact, and Trauma Recovery Center Grant Agreements in accordance with applicable federal, state, and grant guidelines, rules and regulations. Investigate alleged fraudulent activity on the part of the CalVCB’s employees and persons working on CalVCB activities, Joint Powers, Criminal Restitution Compact, and Trauma Recovery Grant Agreements. MARGINAL FUNCTIONS:Incumbent may participate in conferences with executive management to discuss final disposition of investigations, audits/reviews. Must complete annual auditor training as required by audit standards.
