KingDate: 7.2018JOB SUMMARYThe Business and Finance Program Manager reports to the Sr. VP, AFCH and has a matrixed reporting relationship to the Business Planning and Analysis Department (BPAD). This position is responsible for providing advanced business development and financial management, analytics, strategy support and coordination. This position also assists with performance excellence activities and strategy at American Family Children’s Hospital. This includes overseeing and coordination of the hospital operating and capital budgets, preparation of financial, variance and productivity information, and planning for program growth and organizational improvement. Responsibilities include managing activities to assure timely completion of budget, financial and productivity reports, as well as coordinating in conjunction with the leadership team short and long-range planning for American Family Children’s Hospital and the Mother Baby JOA with UnityPoint Health. The position requires the ability to independently plan, schedule and organize duties related to the financial management of American Family Children’s Hospital, and is the primary liaison for Fiscal Affairs for questions regarding the budget, productivity and financial reports. The individual actively participates in and often leads meetings and committees that include discussion about strategic and operational planning, the budget, productivity, benchmarking and related financial reporting. Projects are of high complexity and require a broad knowledge of business development, healthcare administration, fiscal management and planning. This individual must be detail oriented, extremely accurate, and knowledgeable in accounting, software applications and interpreting analytical information. Financial management and accounting skills, computer and database skills as well as excellent verbal and written communication skills are crucial to successful performance. The incumbent is expected to possess excellent organizational skills that will lead to the effective planning and management of projects. The position requires the ability to independently evaluate and analyze market data and develop specific work plans that achieve the goals and objectives of American Family Children’s Hospital. The incumbent works on a broad variety of assignments, the majority of which require an intermediate to advanced level of analytic competency.This position works collaboratively with the AFCH Leadership Team which includes the SVP, VP, Medical Director, Chair of Pediatrics/Physician in Chief and the Surgeon in Chief. This position also works collaboratively with the various Directors and Managers who support AFCH, including the Director, Surgical Services, Director, Nursing, and Director, Specialty Clinics, and with associated finance leaders including Surgical Services, Nursing and Patient Care Services.MAJOR RESPONSIBILITIESThe Business and Finance Program Manager serves as a member of the leadership team for American Family Children’s Hospital and helps achieve its strategic, financial and operational goals. The incumbent performs the following job responsibilities:Budget Preparation and MonitoringOversees and coordinates American Family Children’s Hospital operating and capital budget submission and assists managers with preparing the annual budget including staffing, volume, revenue, operating, and capital budgets for cost centers associated with American Family Children’s Hospital.In collaboration with the AFCH leaders and associated finance partners directs financial operations and initiatives to achieve the annual operating plan, including management of staffing, productivity, non-labor expenses and performance metrics defined by management of UW Health and American Family Children’s HospitalIn collaboration with the AFCH leaders and associated finance partners oversees preparation of budget variance reports for American Family Children’s Hospital. Manages budget spreadsheets and develops plans for improvement.In collaboration with the AFCH leaders and associated finance partners directs the coordination and preparation of reports and materials related to American Family Children’s Hospital’s annual operating and capital budgets including implementation and development of ongoing financial monitoring systems, tracking expenditures and providing detailed explanations of variances.Directs the coordination and preparation of reports and materials related to the Mother Baby JOA with UnityPoint Health’s annual operating and capital budgets including implementation and development of ongoing financial monitoring systems, tracking expenditures and providing detailed explanations of variances.Serves as the liaison to other components of the UWHC finance team to ensure effective collaboration and performance in areas such as patient access, billing and collections, contracting, third-party reimbursement, accounting and reporting, pay practices, etc. Leads budget meetings and develops work plans for agreed upon changes.Advises leadership team on operating and capital budget preparation and analysis, including training managers on budget software.Manages minor equipment and capital budget process for American Family Children’s Hospital.Identifies opportunities and implements changes to increase revenues and lower expenses.Prepares, analyzes and reviews operating budgets and financial projections for presentation to the leadership team, as appropriate.Prepares accurate and timely reports and analyses on complex requests. Productivity Reporting and BenchmarkingOversees preparation of statistic and workload productivity reports for American Family Children’s Hospital administration, fiscal affairs and leadership team. Analyze data and coordinate performance improvement initiatives across managers as needed.Assure accurate updating of time standards tied to productivity.Coordinate data reports for productivity systems and hospital Dashboard report. Primary contact with fiscal and Business Planning and Analysis on benchmarking activities.Primary contact to health systems that are part of peer group (UHC hospitals) for benchmarking outcomes information.Prepare ad hoc reports for leadership team as requested. Support managers with analysis and data collection as needed.Counsel managers on benchmarking software as needed. Compute complex statistical, cost and other financial benchmarking data reported in various internal and external information systems.Business Development & Program Planning: Actively participate in short and long-range planning for American Family Children’s Hospital in conjunction with the leadership team. Participates in the development of the strategic plan for American Family Children’s Hospital to ensure alignment with the mission and vision of UW Health.Participates in the development of the strategic plan for the Mother Baby JOA with UnityPoint Health to ensure alignment with the mission and vision of UW Health.Works collaboratively with the Business Planning and Analysis (BPAD) team to project and evaluate the financial implications of proposed business and patient care initiatives and programs for American Family Children’s Hospital.Participates in the development of the UWHC Long Range Financial Plan that effectively supports achievement of the strategic plan.Participates in the development, evaluation and implementation of policies and procedures related to management and budgetary control of American Family Children’s Hospital. Develop a clear understanding of American Family Children’s Hospital patient care delivery and the various external referral resources that provide a significant number of patients to the hospital. This could include, but is not limited to, evaluation of new methods and technologies for improving service to external referral sources and/or more efficient care delivery for patients (i.e., telemedicine). Develop a thorough understanding of the diagnoses and costs necessary to treat current and future patients at American Family Children’s Hospital and the flow of patients to and from other services. With that information, assist in budget development, identifying more cost-effective methods for improving patient care and physician and associate efficiency.Forecast expected areas of growth to assist in determination of which services (and equipment) are needed and not currently available at American Family Children’s Hospital. Identify and recommend purchases of new technologies that enhance patient care service delivery and improve efficiency. Actively participate in clinical discussions involving American Family Children’s Hospital decisions. Assist in development of annual capital budget and participate as needed in UWHC Technology Assessment process. Perform financial analysis on identified contracts and proposals. Make recommendations to Administration as needed.Perform volume, revenue and reimbursement analysis for new business opportunities, including a market analysis to set market sensitive pricing.Supervises the business operations specialist, Pediatric Specialty Clinics.Serves as the point person and clearing house for access to UW Health financial management and business analytics specialists.Advisor/Other: Serves as an advisor and consultant to American Family Children’s Hospital leadership team on financial matters related to hospital operations.Participates in strategic fiscal planning to enable the University of Wisconsin Hospitals and Clinics Authority to serve patients in the most sensitive and efficient manner while maintaining the institution’s financial position.
