BuengerDate: 07.2018JOB SUMMARYThe Program Manager, Nursing Finance and Staffing Effectiveness is responsible for providing advanced business development and financial management, analytics, strategy support and coordination. This position also assists with performance excellence activities and strategy for Nursing & Patient Care Services. This includes assisting with the coordination of operating and capital budgets; preparation of financial, variance and productivity information; position control oversight and the planning/oversight of overall staff scheduling, time and attendance and staffing effectiveness for Nursing & Patient Care Services. Responsibilities include assisting with activities to assure timely completion of budget, financial and productivity reports for Nursing & Patient Care Services. The position requires the ability to independently plan, schedule and organize duties related to the financial management for Nursing & Patient Care Services and may serve as a liaison to Fiscal Affairs & Finance for questions regarding the budget, productivity and financial reports. The individual actively participates in and may lead meetings and committees that include discussion about strategic and operational planning, the budget, productivity, benchmarking, scheduling effectiveness and related financial reporting. Projects are of high complexity and require a broad knowledge of business development, healthcare administration, fiscal management and planning. The position independently evaluates and analyzes market data and develops specific work plans that achieve the goals and objectives of Nursing & Patient Care Services. The Program Manager works on a broad variety of assignments, the majority of which require an intermediate to advanced level of analytic competency.This position works collaboratively with the Nursing & Patient Care Services Leadership Team which includes the SVP/Chief Nurse Executive and VPs. This position also works collaboratively with the various Directors and Managers who support Nursing & Patient Care Services.MAJOR RESPONSIBILITIESBudget Preparation and MonitoringAssists in the coordination of Nursing & Patient Care Services operating and capital budget submission and assists managers with preparing the annual budget including staffing, volume, revenue, operating, and capital budgets for cost centers associated with Nursing & Patient Care Services.In collaboration with Nursing & Patient Care Services leaders and associated finance partners, assists with financial operations and initiatives to achieve the annual operating plan, including management of staffing, productivity, non-labor expenses and performance metrics defined by management of UW Health.In collaboration with leaders and associated finance partners, participates in the preparation of budget variance reports for Nursing & Patient Care Services. Assists with budget spreadsheets and development of plans for improvement.In collaboration leaders and associated finance partners, assists with the coordination and preparation of reports and materials related to Nursing & Patient Care Services’ annual operating and capital budgets, including implementation and development of ongoing financial monitoring systems, tracking expenditures and providing detailed explanations of variances.Co-leads budget meetings and assists in development of work plans for agreed upon changes.Advises leadership team on operating and capital budget preparation and analysis, including training managers on budget software.Assists in management of the capital budget process for Nursing & Patient Care Services.Identifies opportunities and works with others to implement changes to increase revenues and lower expenses.Collaboratively prepares, analyzes and reviews operating budgets and financial projections for presentation to the leadership team, as appropriate.Prepares accurate and timely reports and analyses on complex requests. Productivity Reporting and BenchmarkingOversees preparation of statistic and workload productivity reports for Nursing & Patient Care Services administration, fiscal affairs and leadership team. Analyzes data, recommends and participates in performance improvement initiatives across managers as needed.Assures accurate updating of time standards tied to productivity.Coordinates data reports for productivity systems and dashboards. Serves as a contact for others on benchmarking activities.Prepares ad hoc reports for leadership team as requested. Support managers with analysis and data collection as needed.Business Development & Program PlanningActively participate in short and long-range planning for Nursing & Patient Care Services departments in conjunction with the leadership team.Participates in the development of the strategic plan for Nursing & Patient Care Services in conjunction with the leadership team to ensure alignment with the mission and vision of UW Health.Participates in the development of the UWHC Long Range Financial Plan that effectively supports achievement of the strategic plan.Participates in the development, evaluation and implementation of policies and procedures as requested. Supervises the Nursing Support Supervisor & Labor Workforce Analyst and the Nursing Data Analyst.Advisor/Other Serves as an advisor and consultant to Nursing & Patient Care Services leadership team on financial matters related to operations.Participates in strategic fiscal planning to serve patients in the most sensitive and efficient manner while maintaining the institution’s financial position. Experience applying SAS, SQL or similar querying tools preferred.Strong technical, data handling and interpretive skills; ability to leverage analytic and reporting systems and large databases in creative ways to maximum advantage.Substantial knowledge of the healthcare business environment, healthcare operations, market behavior, and economics from both a provider and managed care perspective.Understanding of financial accounting data in the context of healthcare, and ability to construct financial models.Demonstrated ability to work well within a complex organization and collaborate with other staff. Excellent interpersonal and communication skills (verbal and written) required. Must be self-directed, have demonstrated ability to prioritize and to manage multiple complex activities simultaneously.
