Other BOM members, although meeting only once a year with candidates, are willing to offer advice and counsel whenever needed.B. Instructions to Students EligibilityThe District Board of Ministry serves only students who are properly enrolled in the course of study. CoursesThere are seven general courses administered by the Board of Ministry: study for elders, deacon-Christian Education, deacon-music (song evangelists, ministers of music), deacon-youth ministries, deacon-compassionate ministries, deacon-administration, and deacon-chaplain ministries. Ministers or deacons may not be ordained, directors of Christian education may not be commissioned, or registered song evangelists commissioned, without having completed their respective courses, fulfilled their required time of ministerial service and passed their examination by the Board of Ministry.Modes of StudyMeeting the educational requirements for ordination may be accomplished by one of two methods. The recommended mode of preparation for full-time Christian service is a COSAC validated degree program offered by Nazarene colleges/universities/seminaries. With completion of the degree, ordination educational requirements are met. They are available through on campus experience or online. We encourage all students accepting the call to ministry to first consider this option as the best way to prepare for ministry.The non-degree Modular Course of Study offered by Nazarene colleges/universities or through the NWIL School of Ministry is also a COSAC validated venue for ministerial preparation. This is an excellent option in preparing for ministry when age, personal family commitments or cost are issues. Additionally, the Modular Course of Study Program (hereafter MCOS) is an excellent choice when degrees are already bestowed upon the individual and only certain classes are needed to complete educational requirements for ordination after transcript evaluation. The competency statements for ministerial education are listed in Manual, 527.3 and The Handbook for Christian Ministry. All college/university programs must meet these competency statements. The course listing of the Modular studies program is found in The Handbook for Christian Ministry.Regulations for the Modular Course of Study ProgramRegulations for the MCOS are as follows. These guidelines apply for those preparing for ministry using the complete MCOS or those needing certain classes to complete educational requirements.1. Persons who desire to prepare for ordination by means of the MCOS shall apply using the form submitted by their pastor to the Studies Secretary of the BOM.A. “The chairperson and the secretary of the District Ministerial Studies Board are authorized to enroll a student in a validated course of study for ministerial education, in consultation with the district superintendent.” Manual 231.1 2. Each candidate is instructed to download and read the Sourcebook for Ordination from the District website or Clergy Education page on the Church of the Nazarene website at (select Sourcebook in the More About God’s Call section) in order that he/she may become familiar with the details of the entire program. 3. Each student in the MCOS needs to select their method of study. Classes may be taken on line through several of our colleges or universities or the District School of Ministry offered classes (see for possibilities).4. Transcripts from previously taken course work at colleges/universities/seminaries should be forwarded to the Studies Secretary for transcript evaluation. The secretary will inform the student of all modules that have been completed through transcript credit.5. Students should consult the recommended order of modules found on either website previously mentioned to plan their classes or work with The Ministerial Studies Secretary to ensure a smooth educational experience.A. All students enrolled in the MCOS must take the preaching and evangelism course in district offered or district approved alternate options. The Ministerial Studies secretary should be consulted.6. When taking District School of Ministry offered classes, course guides may be downloaded via either of the previously mentioned links. Students should enroll with the District School of Ministry Registrar. A. All class work should be completed and credited by Feb. 28th in order to apply on the current assembly year. B. Work filed thereafter will apply on the following year. 7. Each candidate is to complete a minimum of two courses per year. If this minimum requirement is not met, the candidate will be considered inactive. If a candidate remains inactive for two consecutive years, he/she will be dropped from the course of study.8. If a candidate is dropped from the course of study and desires to be re-enrolled, the BOM will grant credit for work completed only after review of the candidate’s record.9. Course work for ordination must be completed within 10 years of the first granting of the district license. Manual, 530.4 10. Candidates should be prepared to appear for interviews as called upon by the BOM at the time and place specified.College/University Students1. Students should request their pastor enroll them in the course of study with the Ministerial Studies Secretary of the BOM. 2. Students are responsible to submit to the Ministerial Studies Secretary documentary evidence of academic standing in harmony with Manual, 527.1, 527.4 and the NWIL District Ministry Handbook. 3. Daily ProceedingsFIRST MEETINGFriday Evening, April 7, 2017The sixty-ninth Annual Assembly of the Northwestern Illinois District convened at 7 p.m. at Crossbridge Community Church of the Nazarene, Ottawa, Illinois, with General Superintendent Dr. Gustavo Crocker presiding. Assembly opened in congregational song led by Praise, from Olivet Nazarene University. District Superintendent, Rev. Scott Sherwood, brought greetings. He announced that five ministers would be ordained the next day. Rev. Sherwood stated that all would be encouraged and challenged throughout the session. The Rockford First Hispanic congregation was cited as fulfilling the Great Commission by reaching out to refugees from the Congo in their community. He spoke of specific ministries provided by that congregation as led by Revs. Miguel and Aida Morante. The Rockford First Hispanic delegation was invited to the platform for recognition by the meeting attendees. Rockford First Hispanic delegate, Dawson Cristophe, offered prayer for the meeting in Swahili. Rev. Sherwood introduced Dr. Crocker and spouse Rachel, to the congregation. He announced that Dr. Crocker would not be present during the next day’s meetings as he would be officiating the funeral of District Superintendent, Dr. John Seaman, of the Michigan District Church of the Nazarene. A check was given to Dr. Crocker to deliver in Dr. Seaman’s honor, made out to the Chicago Central District’s Reach 77 Initiative in support of their efforts to provide transitional housing to victims of human trafficking.Superintendent Sherwood introduced host pastor, Kevin Donoho and his wife, Rachel, followed by recognition of new district pastors. New lead pastors were named as: Jeremy McLaughlin, Sterling; Matt Jones, Sandwich; Ronda Hollars, Family; and Rita Lovell, The Extra Mile. New pastoral assignments were named as: John Trotter, Lost Lake; Paul Simmonds, Rockford First; Denny Owens, St. David, Burt Clarke, Campus Pastor; Mark Abbott, Rock Island; and Ron Jansen, North Pekin.Special guests recognized were: Dr. and Mrs. Don Lain, representing the Nazarene Foundation; General Superintendent, Dr. J.K. Warrick and spouse, Patty; and Dr. John Bowling, Dr. Brian Allen and Rev. Carlos Lonberger, representing Olivet Nazarene University. Special appreciation was extended by Rev. Sherwood to his wife, Sherry, and daughters Libby, Madeira and Brooke.Rev. Sherwood prayed for and led the evening offering, which was accompanied by Olivet Nazarene University’s Praise ensemble. The delegates were instructed to reference page 3 of the Assembly Handbook for the list of Board of Tellers. The voting area of the session was designated as the Sanctuary, Children’s Area and District Secretary’s Office. Rev. Book proceeded to instruct as to registration and voting, announcing that delegates packets were distributed at registration, and alternates verified and seated. Times of meetings were established as: Friday, April 7, 7:00 p.m. to adjournment; Saturday, April 8, 9:00 a.m. to 11:45 a.m., and 1:30 p.m. to 3:00 p.m.Special Orders of the Day were established as: Olivet Nazarene University Report, Friday evening; Report of the District Superintendent, Saturday morning; Nazarene Foundation Report, Saturday morning; and Ordination Service, Saturday afternoon. Dr. Crocker called for adoption of the assembly organization. It was voted upon and adopted. Special Greetings were authorized for Jordan and Rachel Thompson, Sasha Carr, Mary Beth, Dr. Crawford and Sylvia Howe. Partial Reports 1, 2, 3 and 4 of the Board of Ministry were adopted (Assembly Handbook, pages 4 and 5). Dr. Crocker introduced Dr. John Bowling, President of Olivet Nazarene University. Dr. Bowling greeted the meeting attendees with a few words, then introduced Olivet Nazarene University’s Praise ensemble, who provided a special number in song. The song was followed by a short video presentation. The Olivet Nazarene University Report, as delivered by Dr. Bowling, was entitled “Fan Into Flame the Gift of God.” Emphasis was placed on fanning the flame, both spiritually and academically. A video was played recognizing Dr. Teresa Woodruff, Olivet alum, reproductive scientist, and professor at Northwestern University, followed by Dr. Allen stating, “You can get anywhere in the world from Olivet.” Each assembly attendee was given the name of an Olivet graduating senior and asked to pray for that individual, fanning into flame the gift of God in their life. Dr. Don Reddick, Dean of Music, and Rev. Carlos Lonberger, Director of Graduate Programs, School of Theology and Christian Ministry, were recognized by Dr. Allen.Dr. Crocker’s sermon scripture was from Deuteronomy 2:3, “You have made your way around this hill country long enough; now turn north.” The sermon was entitled, From Religion to Relationship; From Routine To Revival. He preached about the time frame between the crossing of the Red Sea by the Children of Israel, to their arriving at the banks of the River Jordan. He stated that the reasons we develop into a routine, or find a reason not to cross the Jordan, are fear, self-reliance and pride, and contentment. He opened the altar for attendee’s to pray for their congregations, their personal lives or to renew the promise. The altar was filled. Dr. Bowling closed the altar service in prayer. Rev. Book announced that name tags would be required for voting in the next morning’s meeting. If a name tag was forgotten, the delegate should report to the District Secretary’s Office. Further, that district licenses could be picked up in the Registration area following the evening service; and that Crossbridge had sound equipment for sale at reduced cost until noon the next day. He thanked Dr. Reddick for accommodating the late minute agenda changes. Dr. Crocker closed the first meeting of the session in prayer.SECOND MEETINGSaturday Morning, April 8, 2017The Crossbridge worship team provided prelude music and led in a time of praise and worship. The session reconvened at 9:00 with greetings from Rev. Sherwood who welcomed and recognized General Superintendent, Dr. J.K. Warrick, and his wife, Patty, to the second day of Assembly, noting that this is only the second time that more than one General Superintendent has presided over a District Assembly session.Dr. J.K. Warrick, offered greetings and presented scripture from Revelation 1:4 with a devotional entitled, “Letters He Is to Write”. He stated that the passage tells us three things: who Jesus is, what Jesus does and why we are where we are, expounding briefly on each point.Dr. Warrick began the business of the day by directing the meeting delegates to the Nominating Committee Report (page 6 of the Assembly Handbook). The report was adopted. The District ballot was presented and instruction for voting given by Rev. Book, who then led the meeting in prayer for voting guidance. The Board of Tellers was called to collect ballots.Dr. Warrick introduced District Superintendent, Rev. Scott Sherwood.Rev. Scott Sherwood presented the District Superintendent’s report. He opened with the congregation reading aloud Jude: 1 – 4, and the Preamble of the Church Constitution. He spoke of reinforcing our DNA, or who God has raised us up to be. Further, that the next 50 new churches are in the congregation. The next 200 after that are in the harvest. Citing the District’s 2030 Vision, he said that he believes 3,000 disciplemakers will raise up 15,000 Christlike disciples, who will raise up 30,000 worshippers, resulting in 300 churches. It is critical to stay laser focused on our mission. The mission is to make Christlike disciples. To do so, we must stay true to who God has raised us up to be. He focused attention on our three core values; Christian Truth, Holiness of Character, and Missional Excellence. He read through and expounded upon each of the 16 Articles of Faith of the Church Constitution. Rev. Sherwood led everyone in reading aloud 2 Peter 3:9, the guiding verse in his life. He listed the attributes of a Christ-like disciple. Our takeaway, he said, should be that we should proclaim the Gospel faithfully. He cited and explained why Bridgeway, Crossbridge, Pekin First, Sunnyland, Lewiston, Princeton New Hope, Canton East Side, and Canton First are positive examples of proclaiming the Gospel faithfully. Rev. Sherwood stated that we have grown in worship every year for the last 6 consecutive years. This year, for the first time since 1983, we have broken 6000 in worship. It should be noted that in 1983 we had 75 churches. We increased worship attendance by 121 this year, and by 1,263 in the last decade. We increased discipleship by 377 and our responsibility list by 1,931 this year. We added 2 new churches this year, bringing our total to 54, including parent-affiliated congregations. A total of 32 churches showed an increase in either worship or discipleship. Our people gave $8,174,163, the highest annual total in the history of our district. The district met every Funding the Mission giving goal this year for the 21st consecutive year. For the second consecutive year, every church paid 100% of every Funding the Mission giving goal. Northwestern Illinois District was the only district in the world to achieve this goal last year and the first to ever do so two years in a row. He concluded by praying the blessing from the book of Jude over everyone in the meeting.Dr. Warrick praised the report, which was received by a vote of the assembly. Rev. Sherwood was elected to a term of four years in 2014; therefore no vote was taken this year. Dr. Warrick then requested Rev. Sherwood’s wife, Sherry, and their 3 daughters to the front of the church, calling for one lay leader from each church represented to surround the District Superintendent’s family, lay on hands, and pray. Dr. Warrick led the prayer as well as an acapella singing of the chorus, “Spirit of the Living God”. He concluded with the challenge, “When was the last time you did something for the first time?”Dr. Warrick greeted Dr. Don Lain, representing the Nazarene Foundation, and his wife, Nancy. Dr. Lain shared a testimonial as to lives changed through the work of the Nazarene Foundation. The District Finance Committee Report (pages 8 - 14 of the Assembly Handbook) was adopted. The District Advisory Board Report (pages 15 - 16 of the Assembly Handbook) was received. The District Treasurer Report (pages 17 - 22 of the Assembly Handbook) was received, as it had been previously referred to an outside auditor. The District Audit Report (page 23 of the Assembly Handbook) pertaining to the District Treasurer’s Report was adopted. Rev. Sherwood gave direction as to how to meet our goals, stating that it starts with God having already done something in us, which projects into God doing something through us. To do this, churches must get competent, get healthy, micro-multiply (multiply within the church), macro-multiply (multiply the church) and finally, attend a Dynamic Church Plant International (DCPI) event. Mission strategy highlights were presented. Rev. Lloyd Brock, Pekin First, spoke to his congregation’s burden for the people in Peoria’s south side. The building housing the former Peoria Southside church is now leased to Southside Mission. Pekin First is working to open a new church there on Sunday’s utilizing a discipleship model. Rev. Jeff Stark, Bridgeway Community, shared the promise from Isaiah 54:2 & 3. His congregation launched Vision 20/30 in the fall of 2016. They are preparing church plants in Raleigh, NC; Bern, Switzerland; and Morton, IL. Rev. Sherwood spoke to Rev. Rhonda Hollars starting Family Church, in Malden, IL, while still on staff at Princeton New Hope and also operating Tabatha’s Hands. The Church Multiplication Endowment offering was taken, with the Crossbridge worship team leading in song. Dr. Warrick spoke to the need for college graduates to move into depressed neighborhoods and start churches in order to reclaim desolate territories.District Ballot results were read by Rev. Book. The District Advisory Board Ordained Minister vote result of 240 ballots cast was: Rev. Bill Clark - 148; Rev. Dennis Owens - 92. The District Advisory Board Layperson vote result of 241 ballots cast was: Ken Roat - 145; Dana Schrock - 96. The Olivet Nazarene University Trustee vote result of 240 ballots cast was: Rev. Lloyd Brock - 165; Rev. Mike Stipp - 75. The election was declared by Dr. Warrick.All pastors’ written reports were submitted and printed within pages 27 – 71 of the Assembly Handbook. These reports were received. Motion was adopted to edit the journal and expunge the ballots and that with the closing of the afternoon’s Ordination Service, the 2017 NWID Assembly would come to a close.Closing remarks were made by Dr. Warrick. Rev. Book made announcements concerning lunch arrangements and preparation for the ordination service. Rev. Sherwood gave praise for Rev. Book’s leadership and asked him to close in prayer. After doing so, Rev. Book announced that the Church Multiplication Endowment offering result was $3,706.52. THIRD MEETINGSaturday Afternoon, April 8, 2017Instrumental prelude music was provided by Crossbridge. Rev. Sherwood welcomed delegates and guests, then turned the meeting over to Dr. Warrick.Dr. Warrick gave the statement of purpose and invocation. Rev. Sherwood led in the recitation of the Apostles’ Creed. The congregation sang, “Holiness Unto the Lord”, as the Elders marched from the back of the sanctuary to their seats on either side of the platform, also singing.Rev. Book presented ordinands Rev. Rita K. Lovell, Rev. Scott R. Perschall, Rev. Galen Dale Ryman, Rev. David William Smith, and Rev. Ethan Garrett Vidjecan, to Dr. Warrick, who received them. Dr. Warrick then seated the Elders. Dr. Warrick proceeded with the Examination of the Ordinands, announcing that this year he would be celebrating both 50 years of marriage and 50 years of ministry. He prayed that their lives and ministry would be as fruitful and fulfilling.Rev. Laura Tanner read 2 Timothy 4: 1-8, which was followed by congregational singing of How Great Thou Art.Rev. Sherwood invited retiring ministers, Rev. Rickey E. Burgard and his wife Cathy, and Rev. Robert W. Clardie, to the platform where they were recognized by the assembly. Newly licensed ministers, Burton Roland Clarke, Lindell Mark Johnson and Linsy N. Stockham were challenged by Rev. Sherwood to accept the charge now given to them as clergy. They were presented with their first district license and were invited to sit with the other clergy. Rev. Ronda Hollars, Rev. Tammy Shane and Rev. Mark McCall read paragraphs 502.1 through 502.6 of the Nazarene Manual.A trio comprised of Rev. Lloyd Brock, Rev. Todd Keller and Rev. Scott Whalen sang, “Your Grace Still Amazes Me”.Dr. Warrick’s sermon scripture was Hebrews 13: 20 & 21. His message focused on the fact that God is a God of Peace, a God of Resurrection Power and a God who is at work in you. He challenged the ordinands to never give up, that they partner together with God and the longer they walk with Him, the more like Him they will become. Rev. Book brought the ordinands to the platform. Dr. Warrick led the ritual of ordination for Revs. Rita K. Lovell, Scott R. Perschall, Galen Dale Ryman, David William Smith and Ethan Garrett Vidjecan. The Church of the Nazarene recognized long ago that God’s plan for His Kingdom to come and His will to be done on earth as it is in heaven did not require political power or cultural influence. Rather it simply requires Christlike disciples reaching out to anyone anywhere who responds to the life transforming message and ministry of the Gospel and helping them to become Christlike disciples who in turn will reach out to anyone anywhere who responds to the life transforming message and ministry of the Gospel and help them to become Christlike disciples who in turn . . . The Church of the Nazarene very early on organized itself into districts in order to sustain this movement of Christlike disciples multiplying and planting new communities of Christlike disciples right in the middle of places where Christlikeness was most desperately needed.As Christlike disciples multiply, local churches multiply. As local churches multiply, districts multiply. As a movement, we used to be into district multiplication as well as church multiplication. We would multiply districts when it was clear that leadership closer to the ground would help sustain the movement of multiplying these missional communities of Christlike disciples we call local churches. Wouldn’t it be something if our little district became a catalyst for a new wave of district multiplication in the church of the Nazarene? I believe we are on our way.VISIONWE believe God is calling us to raise up 3000 Christlike disciple-makers to disciple 15000 Christlike disciples who will probably attract around 30000 worshipers in 300 churches by 2030. It is critical that we stay laser-focused on our mission, or we may end up reaching the top of the mountain and realize we climbed the wrong one. Most of what we measure is not exactly our mission but things we do that help us achieve the mission. Our mission is not to achieve bigger crowds at our worship services, but we measure that because we know the more we attract to worship with us, the better chance we have of helping them become Christlike disciples. Our mission is not to involve great numbers of people in Bible studies or discipleship groups, but we measure that because it is a critical piece in helping someone become a Christlike disciple. Our mission is not even to have more and more churches, but we measure that and celebrate it because we know that new churches are the most effective way to reach new people and where we plant the most churches we reach the highest percentage of the population in those areas. But our mission is not to draw crowds, increase participation in groups, or even to plant more churches. Our mission is to make Christlike disciples. We don’t de-Christianize other streams of Christian tradition that see things differently than us, but we are convinced that we will make our ultimate contribution to the Kingdom only as we stay true to who God raised us up to be. I want to spend the bulk of my report this year reinforcing for this Assembly what our global church has always said we are supposed to be reproducing. VALUESWhat do we mean by Christlike disciple? We believe that the original sin was a “voluntary violation of a known law of God” in Adam and Eve’s attempt to displace God from the throne of their lives and replace him with their own enlightened selves. As a result of the sin of our first parents, every descendent of Adam and Eve has been born with a propensity to want to be our own God and to remove God from his rightful place in our lives. And every sin ever committed by any of us has been this same exact sin: attempting to displace God from the throne of our lives and taking the throne for ourselves. We believe that personal sin is different than original sin. Original sin the propensity to want to be our own God in defiance of the one true God. We are all born with this. Personal sin is “a voluntary violation of a known law of God by a morally responsible person . . . not to be confused with involuntary and inescapable shortcomings, infirmities, faults, mistakes, failures, or other deviations from a standard of perfect conduct that are the residual effects of the Fall.”We believe it matters that we are unified in our understanding of what is sin, what is not sin, and the lengths God has gone to in order to deliver us from sin.Atonement“We believe that Jesus Christ, by His sufferings, by the shedding of his own blood, and by His death on the Cross, made a full atonement for all human sin, and that this Atonement is the only ground of salvation, and that it is sufficient for every individual of Adam’s race.” It is available to every human who repents and believes. We believe it matters that we are unified in our understanding of the need for atonement, what Jesus did to provide it, and that it is only received by repentance and faith.Prevenient GraceWe believe that our ability to repent and believe is only possible by God’s prevenient grace. God’s grace is already at work preparing people to respond to the Gospel long before they are exposed to it. RepentanceWe believe that repentance, which is a sincere and thorough change of the mind in regard to sin, involving a sense of personal guilt and a voluntary turning away from sin, is demanded of all who have by act or purpose become sinners against God. I suspect that most of their misgivings stem from being stung by DISorganized religion. The Body of Christ is capable of causing harm when its parts become uncoordinated and disjointed from the Head. However as one great pastor has said, “there is nothing like the local church when the local church is working.” The Church of the Nazarene has managed to send more missionaries per member than any other denomination and continues to grow worldwide well into its second century of existence after most movements tend to start losing steam. I think it is at least in part because the Church of the Nazarene puts the organized in organized religion. We have a representative form of government, which means everybody is accountable to everybody. We organize ourselves into local, district, and general levels of church government with the local accountable to the district, the general accountable to the district, and the district accountable to both.We are agreed on the necessity of a superintendency that shall complement and assist the local church in the fulfilling of its mission and objectives. The superintendency shall build morale, provide motivation, supply management and method assistance, and organize and encourage organization of new churches and missions everywhere.When a local church pastor adds a new member, they do not join just a local church they become a member of the Global Church of the Nazarene. No local church supersedes the global great commission movement, and the general and district levels of organization have no purpose for existing and no means of achieving mission outside of local churches. Because of this, local churches exercise a great deal of autonomy over their own affairs. WE ARE VERY ORGANIZED AND YET VERY FLEXIBLE. LOCAL PASTORS AND BOARDS ARE EMPOWERED TO ADMIT NEW MEMBERS, ADMINISTER THE SACRAMENTS, CHOOSE WHAT METHODS, STYLES, AND EMPHASES FIT THEIR CONTEXT, AND THERE IS EVEN A PROCESS FOR USING ALTERNATIVE BOARD & LEADERSHIP STRUCTURES WHERE THE MISSION DEMANDS IT. AS DR. JERRY PORTER PUTS IT, “WE ARE VERY CONSERVATIVE IN OUR MESSAGE, AND WE ARE VERY LIBERAL IN OUR METHODS.”TRANSITION: Now, given our culture’s hostility toward dogma and rules and organized religion, shouldn’t we de-emphasize and be flexible in our doctrine and covenants and organization? Isn’t this exactly why so many are rejecting the faith all together? Many would have us believe that this is the case, some even within our own movement. They will hold up as ideal the direction that many mainline denominations have gone in dismissing doctrines they once considered core and rejecting the ethical demands of the Gospel as culturally irrelevant. Now you would think that these mainline denominations would be growing by leaps and bounds in our culture that demands from religion exactly what they are offering, but the opposite is happening. And the Christian groups who have held most matter-of-factly to core Christian doctrine and the ethical expectations of the Gospel are the only Christian groups growing. In the 30 counties that make up our district, every single mainline denomination is declining. And every Christian group that is growing is classified as evangelical. What do I take from this? We need to stay in our lane! Sure, if we become dry and dogmatic and legalistic, we are perverting the gospel as much or more as those who outright reject Biblical doctrine and ethics. BUT we should be encouraged and emboldened when we recognize that everywhere the Gospel is faithfully proclaimed and faithfully lived out, lives are changed, churches are thriving, and the Kingdom is breaking in. The gospel should make us radically inclusive, loving everyone indiscriminately. LOVE AND RELATIONSHIP ALWAYS PRECEDE REPENTANCE AND FAITHFULNESS. If your idea of righteousness causes you not to love those who are not yet believers or followers, you are doing it wrong. And the Gospel should make us radically optimistic about the possibilities of grace. The biggest reason we are radically inclusive is that we are radically optimistic about what God can do in ANYONE’S life who repents and believes. If your idea of loving people causes you to affirm sin and disconnection from God’s purposes, you are doing it wrong. I’d like to highlight Rev. Jeff Stark at Bridgeway where he is leading Bridgeway through some amazing days. This is a radically welcoming church and also a profoundly challenging place to be. Jeff just finished a series called overflow, which included some of the clearest messages on holiness I think I have ever heard, and I’m not entirely sure he ever used the word.If you think the only two options available to you are to be dogmatic, legalistic, and cocooned OR to be liberal, permissive, and compromising, you need to learn more about what God is doing here at Crossbridge where the Gospel is proclaimed faithfully and they have grown by 600 in the last 4-5 years. Or at Pekin First where they just broke 800 for the first time. Or at Sunnyland, where they disciple 3 times as many people every week as they have in worship and just launched a new organic church.Or at Lewistown, where they asked their community leaders what the biggest unmet needs are and created the Community Christian Family Life Center to address those very needs and are now discipling more every week through various ministries than they ever have before.Or at Princeton New Hope, where they have 6 recovery group meetings a week or more, and pour their lives into people lost in addiction and have grown from 40-180 in the last 17 years and took out a 30 year mortgage 11 years ago to build a beautiful new building which will be completely paid for on their 50th anniversary this June. Or at Canton Eastside who had their first year of growth in 6 years this yearOr at Canton First where they have had 4 consecutive years of growth for the first time in anyone’s memory. I could go on and on with story after story of churches across our district who are growing and multiplying and many more who are sowing faithfully and sacrificially and trusting in God for the harvest. Now is not the time to compromise or cocoon. We are on the verge of God bringing all of the right people and pieces together to once again become a multiplication movement across Northwestern Illinois. HERE WE ARE: RESULTS.We have grown in worship every year now for six consecutive years.And this year, for the first time since 1983, we have broken 6000 in worship. We had 75 churches at that time.We are up 121 in worship this year and 1263 in the last decade. We are up 377 in discipleship this year and 1,931 in responsibility list.We added two new churches this year, bringing our total, including parent-affiliated congregations, to 54. 32 churches showed an increase in either worship or discipleship.Our people gave $8,174,163 to our churches last year, the highest annual total in the history of our district.The Northwestern Illinois District met every funding the mission giving goal this year for the 21st consecutive year.And for the 2nd consecutive year, every single church has paid 100% of every funding the mission giving goal. You were the only district in the world to achieve this last year and the first district ever to do it two years in a row.Praise God from Whom all blessings flow. Step Two: Get Healthy. Natural Church Development or the Organizational Improvement Process of your choice. Four Disciplines of Execution is another great one. The essence of this step is to DIAGNOSE which system of your church is most in need of improvement, PLAN to improve it, IMPLEMENT the plan, and the EVALUATE how you did. And then do it again. And again. The vast majority of Churches that complete three cycles of NCD find themselves in a growth curve.Step Three: Micro-multiplication. Decide what your discipleship and leadership development pathway is and walk people down it. Multiply disciples. Multiply leaders. Multiply ministries. Multiply groups. Multiply congregations. Step Four: Macro-multiplication. Multiply your church. Lots of ways to do this. Register for a DCPI training to learn more about how ANY church can plant a church and how ANY Christlike disciple can plant a church. Even if your church is not healthy enough to send out an entire launch team, you can still plant a church.Bring a church planter in for a deputation service, let them tell their story and take an offering for their church plant. You will receive more than you give.Prepare once and deliver twice: Find individuals in your church who are fruitful in their small group leadership, their Sunday School leadership, their worship leadership, or their youth or children’s leadership, and turn them loose in another venue at another time of the week. If someone prepares a great small group or Sunday school lesson, is there another group in another place they could deliver it to at another time. If the pastor is preparing a great sermon, why not find a place and a people to deliver it twice? If the worship team prepares once, why not deliver twice? Where does your reach exceed your grasp? In other words where do you or some in your church already have influence with a group that is unlikely because of distance, or schedule, or culture to make the trip to your existing church? Why not disciple them where they are? Guess what you have once you have a group of disciples gathering for worship, learning, and mission? Attend a DCPI training event. You will learn how to write a New Church Action Plan, hear others present their plans, and present your own and receive encouragement and help in refining it. It is our desire to equip our district’s disciples with resources for each stage of discipleship:To be discipled by Jesus (Disciple)Be discipled by someone else (Disciple)Begin discipling someone else (Discipler) andHelp that person make a disciple of someone else (Disciple-maker)We surveyed those attending the SDMI workshop at convention last year to better understand the needs across the district regarding “next steps” for discipleship. Seventy two participants responded (many of these were pastors or SDMI presidents).15% Next step is to be discipled by Jesus32% Next step is to be discipled by someone25% Next step is to disciple someone28% Next step is to teach the one I am discipling to disciple someone elseAs a council, each member determined where we are on the journey of disciple making. This will be beneficial as we help others take “next steps,” understanding we will not all begin at the same place.Martha Danielson and Kurt Stewart were added as lay person members-at-large to the council last year by vote at Convention. Received votes were as follows: Martha Danielson, 60; Kurt Stewart, 57; Zac Alvis, 56; Reya Moritz, 53. The number of votes indicated the district was comfortable with any of the nominees serving on the council. Because of the scope of connections to be made and work to be done, the council voted to ask Zac Alvis and Reya Moritz to serve with us on the council. Zac Alvis accepted our invitation.We considered how to get to the “grass roots” with intentional relational discipleship multiplication across the district. It was decided each council member would be responsible for a specific group of churches, so each church would have a district representative. Our plan would be to identify, equip, and empower at least one person in each church to begin making mature, healthy, reproducing disciples (discipling in a manner similar to the way Jesus discipled Peter, James and John.)Council members contacted the pastor of each church. Pastors were asked to identify someone in their congregation who actively and passionately fit the description of a “disciple-maker.” If no one specific was identified, they were asked to consider who may be F.A.T.; Faithful, Available and Teachable. Each of these individuals (some are the pastors themselves) will be equipped to lead with us. We have titled them our district “discipleship leaders.” We will begin equipping our discipleship leaders today at convention during the first SDMI workshop. We will continue the process throughout the coming year(s).Rev. Hal Perkins will join us for TEAM Day on September 30 and stay on the district for an 11 day tour. As part of our continued strategy, we have asked him to spend time with our council, pastors and discipleship leaders to demonstrate being discipled by Jesus, share how he makes disciples, and then how he equips them to do the same.We feel we need continuity on the council with the approach we have in place, thus the yes/no ballots for council members whose terms are expiring this year. Todd Keller was voted in as NYI Chair last year at convention, leaving his ministerial member-at-large position open on the council. With the council’s recommendation, our D.S. appointed Rev. Brian Eatock to fill the vacancy.Discipleship is not a program, so you will not hear about the discipleship program being promoted on the district. Discipleship revolves around relationships, so while we Think Big (the entire district/world); we will Start Small (like Jesus), one follower of Jesus at a time; and Go Deep, with prayer and intentional relationships, resulting in discipleship multiplication.Additional TrainingThis past fall we sponsored an equipping event, “The Relationship Factor”, presented by Pastor Irene Lewis-Wimbley. This full day workshop focusing on serving children and adults with challenging behaviors, was attended by over 80 people across the district. It was rated “excellent”, with requests for it to be repeated in the future.Children’s MinistryChildren's ministry on the NWIL district in 2016-2017 has been a whirlwind of activity! Just like our kids, children's ministry is constantly growing, developing and changing in exciting ways. We having thriving children's programs in many, many churches on our district, in addition to the district-wide programs like Super Start, Bible Quizzing and Kids & Pre-Teen Camp.?None of these programs would be possible without the leadership of some amazing men and women across our district, as well as an army of dedicated volunteers. Week in and week out, these volunteers pour their time, love, prayer and energy into the children on this district and they are rewarded with smiles, high-fives, giggles and hugs.?While each of these volunteers is serving at their own home church, we are all working toward the same goal: to advance the Kingdom by raising up a generation of young ones who love Jesus and are learning to share that love with others around them. He worked hard. Sure there were times when he wanted to give up. District Finance Committee 2017-2018We, your committee on Finance, are grateful for the commitment of Northwestern Illinois Nazarenes in sacrifice and giving toward global, regional, and district interests. We trust that God will bless each church as it strives to put others first. We are called to envision 3,000 disciplemakers gathering in 300 churches with 15,000 Christlike disciples and 30,000 worshippers by 2030, by God’s grace and for His Glory. Working together, we accept this challenge to reach our district for Christ and to make Christlike disciples. Each one of us, as a church and as an individual, is a necessary part of accomplishing this vision. We offer the following recommendations for the coming year:SECTION I. LOCAL CHURCH RESPONSIBILITIESPastoral CompensationThe local church board shall review all salaries and benefits paid by the church annually. The District Superintendent and Zone Facilitators are available to assist the pastor and church board.We recommend that each church recognize an annual church income of $167,900 as the level understood to be a church with the ability to support a full-time pastor. A pastor of a church raising less than that $167,900 shall be permitted outside employment to supplement his/her income.We recommend all churches provide a cash salary and cash benefits package within current IRS and/or state guidelines for their pastors that considers:a. Cash salary (allowing pastor to designate as salary, health savings account, personal retirement investment and personal housing allowance for tax purposes) Personal housing allowance must be declared and approved by church board and recorded in the minutes. IRS requires this to be set and recorded at the beginning of each calendar year.b. Cash benefits:Social Security on cash salary (due to self-employed status 100% should be considered)Social Security of declared value on parsonage (value must be set by church board) and utilities provided or cash housing allowance if parsonage not provided. Assist with medical, eye, and dental insurance policy costs in accordance with current federal and state guidelines.A medical reimbursement policy for deductibles or out of pocket medical, eye, and dental costs in accordance with current federal and state guidelines.We strongly recommend Nazarene Long Term Disability Insurance available through Pensions and Benefits USA. We strongly recommend that each church contribute to their pastor’s Nazarene 403(b) Retirement Savings Plan offered through Pensions and Benefits USA and develop a matching plan at the local church level. (see website )P&B note: If the local church pays 100% of both the P&B and Education Fund goals, the pastor will receive the base $200 payment, a bonus APS match of 10% of the P&B Fund amount paid. (bonus amounts for churches with more than one eligible minister will be shared equally by all P&B eligible ministers who serve that church). There will also be a 50% match of the pastor’s personal 403(b) contributions for the year (up to $250). c. Moving expenses. Each church, when calling a new pastor, is responsible for covering the moving expense for the incoming pastor. An additional "settling in allowance" of a minimum of one week's salary should also be considered.d. A pastor’s official start date and regular salary begins on the Monday before their first Sunday. It is understood that this week may largely be moving in responsibilities.Pastoral Care4. VacationEvery pastor and paid ministerial staff shall be granted a vacation with pay based on the number of years of fulltime ministerial service to the Church of the Nazarene, rather than service to the local church, using the following vacation program:0-4 years2 weeks (not to exceed 2 Sundays)5 -12 years3 weeks (not to exceed 3 Sundays)13 – 20 years4 weeks (not to exceed 4 Sundays)21 years and over5 weeks (not to exceed 5 Sundays)Vacation is to be based on the calendar year, and must be taken in the current calendar year, or be forfeited. Upon pastoral relocation, vacation is to be prorated.Each church should urge and expect their pastor(s) to take one day off for relaxation and rest each week.In addition to vacation time, for pastors working six days per week, each church shall provide the pastor three (3) "personal days" per quarter. They must be used within the quarter or forfeited. They cannot be taken on Sundays.5. Maternity Leave: Women clergy will receive a minimum of 9 weeks maternity leave with no reduction to compensation or benefits. This time is to be granted in addition to vacation, personal days, and sick time, all of which may be used at the discretion of the pastor to extend this period beyond 9 weeks. Guidance for this provision is available from the District Office.6. We recommend the following: The local church pay all expenses for pastor and spouse, and full-time ministerial staff and spouses, for all local, district, regional, and general church-related functions and business. When required to attend these functions, these are not to be considered as vacation. An expression of love and appreciation be shown to pastors, paid ministerial staff, and families, for birthdays, anniversaries, and pastor appreciation days. The local church is to remember the pastor and paid ministerial staff with a gift at Christmas time. A cash gift equal to a week’s salary is suggested as a minimum.While salary and benefits cover the cost of the minister, in order to care for the cost of ministry, we urge each church to develop an accountable reimbursement plan to include such items as continuing education, business mileage, media resources, etc.We recommend that an amount be set aside weekly/monthly by the local church to be placed in a savings account for the expense of the current pastor and spouse, and full-time ministerial staff, to attend the next General Assembly and see that they are given money to cover expenses to and from General Assembly.Out of a deep concern for our pastors and paid ministerial staff to avoid burnout and stress and to keep a clear continuing vision for their church and ministry, we recommend that churches provide a sabbatical for their pastor and full-time paid ministry staff during each seventh consecutive year of ministry in that local church. (See Appendix A) This sabbatical with pay and benefits could be from 6 to 8 weeks in length and would be in addition to regular vacation time with their family. This time would be used for rest, renewal, and study. This will aid our pastors and paid ministerial staff in finding new creative ways to help the church accomplish its ministry vision. A rested and refreshed pastor and paid ministerial staff will help to build even stronger relationships with their church. We strongly recommend that each church implement this policy. Church Budgeting Concerns – for Organized Churches and Church Type Missions (CTM) 7. Funding the Mission. Pursuant to Paragraph 33.5 of the 2013-2017 Manual, we recognize the authority of the General Board to set apportion support for the World Evangelism Fund. We likewise recognize the authority of the USA/Canada Region to apportion support for the Pensions & Benefits fund and the Education fund. The District Assembly Finance Committee has authority to set the District Ministries Fund apportionment. The following funding goals (as a percentage of income) have been set for each local church including CTM’s for the respective fund: World Evangelism Fund: 5.5% Pensions & Benefits: 2.25% Education: 2.25% District: 5.75% The following reporting and giving will be done weekly by Tuesday noon:Great Commission Statistics reported to by clicking on the “Churches” tab and selecting Great Commission Reporting.WEF and P&B paid at . A copy of the local church operating budget for the current church year shall be sent to the District office or emailed to da@ by June 1. The prior year’s audit results shall be reported online using the “Financial Audit Report” found on the district website Church-reporting by June 1.10. We encourage full cooperation and support of the LEVEL program.? (The LEVEL months are the 4 - five Sunday months in each calendar.) LEVEL funds are used to pay project costs for on-district and off-district Work & Witness projects and can be paid at give or on through District Specials. 11. We encourage both individuals and churches to annually support local and district church planting efforts. We challenge each church to meet the “New Church Sponsorship Criteria” each year. (giving 2% of church income or giving gifts in kind equaling 3% of church income or 10% of last year’s worship attendance).Local Church Operating Procedures12. Each local Church of the Nazarene has a complimentary membership with ECFA (Evangelical Council for Financial Accountability). This link can be accessed at subscription/nazarene. Due to the increasingly complicated new health care guidelines and ever changing federal and state financial requirements, we recommend each local pastor, finance chairman and treasurer use this valued resource to help ensure operating the local church within the guidelines set forth by federal mandates.13. All pastors, treasurers and church boards should annually review Manual paragraphs 136 – 136.6 to ensure proper counting and handling of money received. More than one person should be responsible for the counting and prompt deposit of all funds. These procedures have implications relative to insurance coverage. A review with your insurance agency is advised. It is recommended, when possible, to use an independent public accountant for auditing financial reports and practices.14. We encourage every church to utilize the Church of the Nazarene Foundation to facilitate planned and deferred gifts from their members to any Nazarene ministry, including gifts to the local church, and to use the Foundation to manage investment accounts, endowments, or charitable trusts. Minimum compensation for pulpit supply would include travel (at IRS established rate) and meals plus honoraria according to the following scale:For churches raising less than $30,000 per year: $50For churches raising $30,000 - $75,000 per year: $75For churches raising $75,000 - $150,000 per year: $100For churches raising $150,000 - $300,000 per year: $150For churches raising more than $300,000 per year: $20016. The local church shall care for the full expense incurred for the evangelist's hospitality care even when the pastor's home is used.17. When scheduling an evangelist, we recommend that full-time tenured, commissioned, and registered evangelists be supported in the following manner:The church board set a minimum honorarium for the evangelist equal to twice the pastor's salary, including cash benefits, for each week of services, plus an adequate amount for travel. He/she should be notified of this minimum amount at the time of his/her call (Manual, 129.11).We urge that, as a matter of policy, churches notify an evangelist at least 90 days prior to the scheduled date of the meeting in case of cancellation, or reimburse him/her one week's salary.Where there is a pastoral change, the church board shall notify the scheduled evangelist.We urge each church to follow the recommendation of Evangelism Ministries of sending a Christmas love offering to each evangelist who held meetings within that church year.If a full-time commissioned or registered evangelist must cancel for health reasons, the church is encouraged to send a love offering to the evangelist.If an evangelist is compensated $600 or more (not including expenses), current IRS guidelines should be followed for issuing Form 1099. If the evangelist is an incorporated 501(c)3 organization, a Form 1099 is not required. Other Local Church Responsibilities18. District Finance Report Communication. All new changes must be audibly read at the first monthly board meeting after it has been received, and each church board is to submit a response to the district office indicating that the report was read to the church board.19. Churches moving from “parsonage furnished” to "parsonage allowance" arrangements must first secure written permission from the District Advisory Board and District Superintendent.20. Churches should annually audit their insurance policy to ensure correct limits are set and necessary policy coverage extensions added for their specific church activities to avoid non-coverage situations. We recommend that the district distribute the NWIL Stewardship Fund to the regional and global churches, and other individuals or ministries approved by the District Advisory Board. 4. The district portion of the LEVEL fund is to be administered by the District Advisory Board. 5. We require that the district employ a public accountant to review our district treasurer's books prior to the district assembly; also the district auxiliary departments do the same. Those reports should be forwarded to the Auditing Committee of the district.6. We require that the treasurers of the auxiliaries (NMI, SDMI, NYI) submit quarterly reports to the district treasurer for inclusion with his report to the district superintendent.7. We recommend that the District Advisory Board act in all matters of insurance and district employee benefits.8. District financial matters must be dealt with between assemblies; therefore we recommend that the district superintendent and District Advisory Board be given authority for these matters in the normal course of their meetings. 9. Sabbatical finds expression in study, rest, spiritual retreat, and prayer. Sabbatical is not vacation time, not a sick leave, nor a “special studies” leave.Motivational Bases for the Local Sabbatical ProgramThe Sabbatical program is motivated primarily by three factors;1. We believe the Bible identifies a God-designed cycle of work and rest, as exemplified by the account of creation, the institution of the law of the Sabbath, and the accounts of the life of Christ, in which he took time be alone and to be ministered to by God the Father.2. Research and the reports of those participating in sabbatical programs give evidence to the multiple benefits of such a program to pastors, their families and their congregations.3. He pointed out that Social media is not the reality of the church. The youth of the church are “getting it right” and people all over the district are on the move. Rev. Sherwood also talked about the congregation of Congolese Refugees at Rockford Hispanic First COTN. They are receiving the word of God, translated from Spanish to Swahili. He reminded us that all this work is worth it for the labor for the Lord is not in vain and our service will make HIM greater.NWIL District is here for a reason, to carry out the “Multiplying Movement”. We believe that people of all ages can plant churches, including children and teenagers. Anyone can plant a church. Each person has a different influence and can reach a variety of people. We believe that churches can be planted in bars, schools. Coffee shops, homes, wherever people are gathered. The delegates and guests were reminded that we are here for a reason. All three auxiliaries work together for the “Multiplying Movement”. NWIL District exists to create churches that make Christ-like Disciples in the nations. The “movement” needs a team. Most have not gone far away to make a disciple. NMI is part of this team. NMI educates local churches about, prays for and supports Nazarene Missions. The delegates and guests enjoyed several video snippets of “The Cheryl and Pam Cam” throughout the convention.A brief biography was given about the guest speaker, Dr. Robert Broadbooks as he was introduced to the delegates and guests. Dr. Robert Broadbooks, the Regional Director for the USA/Canada region of the Church of the Nazarene, brought greetings from the 5059 churches in the region.Dr. Broadbooks informed the congregation that there are over 700 Nazarene missionaries coming from 50 countries serving in 162 world area and 14 new missionary units recently got commissioned, including a family that will serve in a creative access area.Dr. Broadbooks used scripture from Luke 24 to give a message on “The principle of absent, yet present” He explained that Jesus made himself different so that the disciples would know that they didn’t need his physical body to know that He was present He wanted them to know this truth on their own. We also don’t need his body; we have the Word of God. The Living Word is present in the written word. He has breathed HIS life into the Word. He promised that He is with us always.The Word of God, sacraments, and the fellowship of believers are our “Present Christ”. We are the body of Christ. He left us in His place. Go and help other discover the Word.We were also reminded that it is possible to be present and still be absent. For example, reading the Word without really being present or thinking about other things during worship times. Dr. Broadbooks invited people who have been present, but absent to come back. We are representing a Living Christ and we have the privilege to share.Opening BusinessAfter a brief break, SDMI President, Ellyn Book, welcomed the delegates and guests to the convention by reading Psalm 145:1-13.Host Pastor, Rev. Lloyd Brock welcomed everyone to Pekin 1st COTN and mentioned a few housekeeping items.Renee Kindle (NMI Pres.), Ellyn Book (SDMI Pres.) and Todd Keller (NYI Pres.) declared the 68th NMI, SDMI, and NYI Conventions of the Northwestern Illinois District in session.Ronda Hollars read the appointments for the day. Recording Secretary: Kristy Shreves, Election Secretary: Roger Davis. She also stated that the times of the sessions will be from 9-12 and from 1-4:30. Ronda made a motion to adopt these appointments and times of organization. For College (voting for two): Lauren McQuen, Austin Borop, Libby Sherwood, Austin Smith, Bry Williams, and Shawn McClain.ReportsNMISticking with the theme, NMI President, Renee Kindle, started her report with, “God is on the move: What is your next move?” She talked about how in a game of chess, every piece moves differently with one purpose; to serve the King, Pieces even sacrifice themselves to protect the King. Just like Christians, everyone moves differently but all are making a difference in the kingdom. Even those who are like pawns are important.The NMI Council worked together to present the report by playing a trivia game, called Plinkers, with the audience. The sanctuary was divided into four sections and questions about NMI were asked. Members of the audience were given “game pieces” that were used to answer the question while an I-pad was used to record the answers and put results on the big screen. After each question, a council member briefly gave information about that particular area of NMI and asked the question, “What’s your next move?” Renee finished her report by passing out cards with starfish on them. A video was played, telling the story of a beach covered with starfish and a boy throwing them back into the ocean. He was told that he wouldn’t be able to save them all and all his efforts wouldn’t make a difference. The boy picked up one and threw it into the ocean and said, “It made a difference to that one.” Renee reminded us that everyone’s next move is to go make a difference to at least one.SDMIEllyn Book, SDMI President, started her report by reading Matthew 28:19-20 and having the congregation repeat it, inserting our own names. The great Commission is for all Christians. Ellyn dug deeper into that section of scripture emphasizing “Make Disciples”. We were reminded that being a disciple of Jesus means we are constantly giving all our life to Jesus. Ellyn also reminded us that Jesus taught by discipling. Ellen gave several examples in scripture that showed how Jesus was with His disciple and posed the question, “Is this your next move with Jesus?” with each example. She also gave personal examples of how just living life can make a difference in someone else’s life. Disciplers need to be a model, not just verbally teach new disciples. He is in everything we do in life. What is he asking us to do as we are on the move with Him at work, school, with our families, in a meeting, etc. Disciples are to model living life with Him and immerse others in the love of Jesus.Ellyn finished her report with this thought: “Just as chess pieces, we all look different, move different, serve different purposes; but we all serve the same King. As His disciple, how is He asking you to move.” “Go, as you are on the move with Jesus: Think Big: Every relationship, every interaction, all inclusive. Make disciples: Start small: You. Be one. Be a Christ-like disciple. Re-present Jesus. Baptize others: immerse them in the love of Jesus: Go deep: Pray. Empty yourself. Sacrifice. And these final words from Jesus, ‘Be sure of this, I am with you always, to the very end of the earth!’”Jim Book prayed for lunch and everyone was dismissed until 1:00. After lunch, “Submerge” opened the afternoon session with music.NYITodd Keller, NYI President, invited all the NYI delegates, youth and local NYI presidents to come closer, filling in the floor in front of the platform and the aisles while the council took the platform. Todd presented the challenge, “Don’t give up”. He told the congregation not to forget who we are and whose we are: sons and daughters of the Most High, King Jesus. His power in us will get us up for the mission of caring for the needy in our community and world. He told us not to let the culture make us forget who we are and how beautiful we are.Todd told us the love story of a couple he met in Jamaica. Jason didn’t even notice Christine’s deformed hands because of how beautiful she was to him. Even after he noticed, he thought she was perfect. As the bride of Christ, we are perfect.Todd reminded us that teen camp is coming up in July. He also thanked Pam Smith and Kim Brock for directing Celebrate Life. There are several youth going on to Regional Celebrate Life in May after participating at the district level in January. He thanked Ronda Hollars for directing our district in Encuentro 2016 in Puerto Rico and had the people who participated stand up. Then he said that Encuentro 2018 will be in Guatemala. He also thanked josh Parker for leading the Fall Party, Scott Perschall for his service as treasurer, Sherry Sherwood as NYC (2019) director, Cheryl Sherwood as the college age encourager and Denise Voorman as the director for teen quizzing.A video about the great chess player, Bobby Fisher, was shown. When he lost, instead of giving up, he said, “Again.” Todd told us that Jesus loves us so much that he has the gentle kindness to tell us that there will be trouble, but don’t give up, there’s nothing that can stop that love. He then told us that our city needs us and that we were called to use our talents, wisdom and seal for god. We are to start looking at our city, school, and church ministry differently. He reminded us that every member is a minister.Todd introduced us to several people and told their inspirational stories of how God is using each of them. A babysitter, homemakers, artists, chefs, architect, writer, educator, a girl who loves to party; and more, all who made a difference by using the talents God gave them. From starting an inexpensive recording studio so that “clean” music can be produced to planting a church for gang members and many other ways of serving the community and Jesus. These examples show us not to give up and that we are capable of doing so much more because we have the power of Jesus within us.Todd finished his report with this challenge: “You think you have not much to offer. Take a tour of your city. What do you see that is beautiful? What is working? What is unacceptable? What’s your next move?”Delegates and guests were invited to a seminar of their choice in Workshops #1 2:15-3:05 which was followed by Workshop #2 3:10-4:00. We returned to Sanctuary for final business and closing by 4:05BusinessDelegates were reminded to fill our surveys and to turn them in at the end of convention.Ronda made a motion that the secretary is authorized to edit the minutes and the ballots be expunged at the end of the business day. There was a second and the motion carried unanimously.Closing ChallengeDS, Rev. Scott Sherwood, reminded us of our district’s purpose. He also told us that 3000 disciple makers, 30,000 followers, and 300 churches on our district won’t happen by doing what we’ve always done. He said that pawns are normally thought of as negative but they clear the way for those who come behind them. He prayed, “Lord please let me be a pawn even if I get taken out. I want to clear the way for others. I’d rather be a pawn for the Lord and not the king of my own kingdom.”Rev. Sherwood encouraged us by saying that he believes there are 50 new churches in these pews. He wants us to have reckless abandon and listen to God. The other 250 churches will be grown from there. You can go to other places and preach a service again, teach a lesson again, do worship music. You can pick a different time of day, day of the week, and place to have church. We don’t start adult churches, we start baby churches. When we gather together missions disciples we have church. The Gospel is spreading faster today than in any other time. “I believe you have more potential than you give yourself credit for.
