STAFF SERVICES MANAGER I

ADMINISTRATIVE AND FINANCIAL SERVICES

Under the general direction of the Deputy Secretary, Administrative Services, the Staff Services Manager I (SSM I) has full management responsibility for the Administration Unit which includes eight staff. The SSM I performs the full range of administrative support functions including budgeting, facilities, personnel, and contracts. The incumbent initiates all business services support discussions with state departments and is expected to be available to meet all business services needs for the California Health and Human Services Agency (CHHS).

This position requires the flexibility, sensitivity, and leadership to concurrently manage numerous tasks, meet deadlines within overlapping timeframes, and work with other departments. In this capacity, the position may supervise other CHHS support personnel, and provide assistance for agency-wide coordination and leadership on specific assignments.

To complete the work, the SSM I is expected to work as necessary beyond a 40-hour work week. Also, because of the sensitivity of working at the Agency level, extreme flexibility on changing priorities will be paramount for success.

SPECIFIC DUTIES

|25% |Develops and implements operational and administrative management policies. Assists Deputy Secretary in overseeing personnel and budget |

| |issues to support CHHS operations, including: prepare, monitor, and adjust the annual CHHS budget, preparation of Budget Change Proposals, |

| |maintain automated budget reporting system to report appropriations, expenditures, and project status to Budget Office and the Department |

| |of Finance. Ensures that all incoming clearance packages are logged in, tracked, and returned to the department in a timely fashion. |

| |Identifies and implements improvement areas for the Agency tracking system. Ensures that all CHHS department budget documents are |

| |processed and forwarded to the appropriate party. Ensures that there is adequate staff support for Agency receptionist coverage and key |

| |emergency assignments. |

| |Develops, creates and maintains CHHS personnel policies and procedures to ensure compliance with the laws and rules established by CalHR, |

| |as well as the state and Federal laws and rules pertaining to human resources management. Serves as the Agency lead on employee personnel |

| |related issues including benefits and hiring packages. Coordinates various personnel related drills. Ensures that staff has complied with|

| |all mandatory training. |

|25% |Develops and facilitates the procurement policies, deliverables, payments, and record keeping related to the contractual services for CHHS.|

| |Ensures that all contractual including agreements conform to appropriate laws, regulations, procedures, and guidelines. Acts as the CHHS |

| |liaison for all contract and procurement issues with the Department of General Services. Ensures that all delegation orders are current |

| |and appropriately filed. |

|10% |Works with CalOHI and CHHS staff to do ongoing facility planning and development. Identifies and implements solutions to maximize existing|

| |facilities. |

|10% |Additionally, acts as the key contact for CHHS department audit coordinators, budget officers, personnel coordinators. Performs the duties|

| |as the personnel liaison with the Department of Social Services. |

| 5% |Other duties as required. |
