1. Call meeting to order and recognize guests – Bill HagenBurger, Chair

2. Comments – Aurel Arndt, AWWA Treasurer

Thanks for warm welcome and social time at Visiting Officer’s Reception; bit of his background – former CEO of Lehigh Valley Water Authority and retired December, 2015; served on AWWA WUC and most recently as its Chair; now serving as Treasurer as of June, 2016. Water Equation – effort to fund scholarships for water careers; Operator Scholarship – 20 AWWA Sections have signed on to the Water Equation; Partnership for Clean Water kicked off at ACE16 – charter participants being sought now; lead issue as a result of the Flint, MI story – AWWA supports complete removal of lead service lines; collaboration with EPA and with other associations (NAWC, AMWA, WEF, etc.) to address lead in drinking water; control of private portion of service lines between the utility and the property owner; AWWA is considering a new Policy Statement addressing lead service lines (community-based, shared responsibility, partnerships; optimized corrosion control); ACE17 is in Philadelphia, PA (Aurel’s home Section).

3. Correspondence – Don Broussard, Executive Director

ED Broussard reported that all three Southwest Section Memorial Scholarship awardees sent a thank you note to the Board for the award.

4. Call for motion to confirm electronic ballot of August 17, 2016, which approved the minutes of the 2016 Mid Year Board Meeting in Rogers, AR and endorsed Dan Dawson’s nomination for AWWA Director-at-Large.

Ben Bridges moved to approve the MYBM minutes and endorse Dan Dawson’s nomination for Director-at-Large; Robert Carr seconded. Motion carried by voice vote

5. Call for motion to approve the minutes of the electronic Board meeting of August 31, 2016, during which the Board approved the acceptance of the proposal from Broussard Poche, LLP for professional accounting services, and amending the budget to provide funding for those services.

Motion to approve by Robert Carr; seconded by Clayton Edwards. Motion carried by voice vote.

6. Call for motion to approve the minutes of the electronic Board meeting of September 28, 2016, during which the Board approved entering into agreement with AWWA to provide at least one Small Systems Workshop in each of the Southwest Section states.

Motion to approve by Robert Carr; seconded by Candy Staring. Motion carried by voice vote.

7. Southwest Section Director’s Report – Clayton Edwards, Director. Written report submitted.

Discussed AWWA’s position on lead service lines, which endorsed the NDWAC recommendation to remove all lead service lines. City of Tulsa has started a customer education program, customer sampling, working with public schools, along with a lead service line removal project. AWWA has approved updates to its Strategic Plan. AWWA has adopted a new membership model that eliminates the Points+Plus Program. Aurel already discussed Total Water Solutions with the adoption and launching of the Partnership for Clean Water. Clayton offered to do a presentation for interested utilities about the Partnership for Clean Water. AWWA has launched some new technical programming addressing storm water, water reuse and other water streams.

During a discussion of Water Equation vs. Water For People, Chair HagenBurger named a Charitable Organization Ad Hoc Committee to investigate and report on the Water Equation and make a presentation to the Board as to the Section’s position for future involvement with the Water Equation. The target for the report is MYBM in OKC. Dan Dawson will serve as its Chair and Bill HagenBurger and Ben Bridges volunteered to serve on the Committee.

The Board thanked Clayton for his service as Director, and for keeping the Chair and Board informed.

8. Treasurer’s Report – Robert Carr, Treasurer

Robert presented a brief report with a handout showing income and expenses through September 30, 2016 to coincide with the most recent reconciled bank statements and PayPal statements. Treasurer Carr requested that the reporting be in the same/similar categories as the budget.

9. Annual Conference Arrangements – Bill HagenBurger and Kayla Mhoon, Local Host Co-Chairs

Barbeque teams are set up in the rear of the convention center in the parking lot – that will be the meal for the Meet and Greet. Christina Devine from Virginia Tech will do a keynote during the Opening General Session and two additional technical sessions on VaTech’s involvement with and findings on the Flint, MI lead crisis.

Bill handed out a preliminary budget for the conference, with estimates for food and beverage. He is projecting that the conference will probably just break even.

Exhibitors are setting up now. Technical sessions will be in Salons A, B and C.

Curtis made an impromptu presentation to promote Shreveport as the 2018 conference site. After a brief discussion, action on the 2018 site was deferred to Post Conference Board Meeting for action. Chair HagenBurger and ED Broussard will review the language in current Policy and Procedure Manual to see if Board action is required to approve the site selection.

Note: There were 6 applicants. Scholarships are generally funded from interest generated from investments only. The Southwest Section awarded one scholarship this year, as that was all that interest funds would cover. Note that revenues from Southwest Section Golf Tournament also go toward funding scholarships. In 2016, the Board approved awarding three scholarships, targeting one from each member state, from 2015 revenues from the Small Systems Workshops. The first installment of $500 to each awardee has already been paid.

a. Resolve the issue of Committee Four-Year Chair vacancies in Awards, Education, Membership, MAC and Water For People Committees – Bill HagenBurger

Discussion was that some clarification to existing policies and procedures is needed to provide some clarity in the appointment and approval procedures. Bill HagenBurger and ED will work on revising the language in the Policy Manual. Clarify that, if the state does not produce a 4-year Committee Chair that any state can offer a member to serve as Chair. Another suggestion was to get a recommendation from the Committee itself.
