North American Computer Football LeagueLeague RulesUpdated April 2020The North American Computer Football League (NACFL) was formed in 1999 as a pro football simulation, draft “keeper” league. The NACFL uses the Action!PC Football game from DKSports for its gameplay. The focus of the NACFL is to encourage friendly interaction among its members and to provide an environment for competitive fun. Format1.1. The League shall be named the “North American Computer Football League,” and use for its gameplay the most recent available version of the Action!PC Football game by DKSports (hereinafter referred to as “APC”). 1.2. The League will be a “draft, keeper” league as those terms are commonly defined- that is, each team will be allowed to keep some portion of its players from year to year, subject to the restrictions set forth in these Rules. The League will consist of 24 teams grouped into six divisions; an East, Central, and West Division in each of two Conferences, AFC and NFC.Rule 2. Management2.1. Commissioner(a) Responsibilities - The Commissioner or his designee shall maintain league files, statistics and records; publish updated league rules; administer league drafts, meetings and ratification of rules amendments; review trades; resolve disputes between members; enforce league rules and discipline members; and to take all actions consistent with the best interests of the League.(b) Authority - The Commissioner shall have authority to determine league operating procedures, to resolve disputes between Members, to enforce league rules, to disapprove trades, to discipline or expel Members for violations of League rules; and to take all actions consistent with the best interests of the League.(c) Term - The Commissioner’s term is unlimited, and the Commissioner’s authority includes appointment of his successor at the end of his term. 2.2. Deputy Commissioner(s) As appointed, assumes authority and responsibilities delegated from the Commissioner. Shall serve as acting Commissioner as needed in any matter directly involving the Commissioner’s team, or at the request of either the Commissioner or by 3 or more Members (which 3 may include the Deputy Commissioner himself) in matters which raise at least the appearance of a potential conflict of interest or loss of impartiality by the Commissioner. 2.3. Trade Review Committee As appointed by Commissioner, reviews trades by other league members when those trades are challenged by the Commissioner or the requisite number of league members. The Committee must consist of three or more members, who cannot include the Commissioner or any of the coaches involved in the trade. The Committee considers such trades in relation to league rules, and either confirms or overrules the Commissioner’s initial decision to allow or void the trade. Rule Changes3.1. Proposals(a) Proposals to amend these Rules may be introduced for discussion by any member during annual periods set aside for such proposals in the League Calendar (see Appendix A)(b) The Commissioner may present proposals for rules changes to the League for ratification as in Rule 3.2 below. In the event the Commissioner declines to present a proposal for ratification, such proposal will be presented for league vote upon motion by 5 or more members.(c) The Commissioner may enact changes to these Rules without vote as in Rule 3.2(a) below, if, in his discretion, such action is necessary to serve the best interests of the League. 3.2. Ratification(a) Assent- The Commissioner may elect to present less controversial rules amendments for ratification by “assent”- when so presented, the amendments will be considered ratified and enacted unless 3 or more members object, in which case the amendments will be withdrawn or presented for a league vote as in section b. below. (b) League Vote- Rules Amendments not ratified by assent will be presented for league vote by the Commissioner at a time convenient to the league but nonetheless without undue delay. Members will be given reasonable time to debate, consider and submit their votes on proposed amendments. (c) Majority vote required- Unless otherwise specified, proposals for changes to these Rules require support by a simple majority of the members to be enacted. II.THE MEMBERSRule 4. Membership Requirements4.1. General Requirements and Expectations(a). Each Member is required to have an active email address at which the Member can regularly and consistently receive messages, an active Discord account, and the ability to interact with other members in private IM and league “chat” sessions. (b). Each Member is required to own the most current version of the Action!PC Football game w/ applicable updates.(c). Each Member is expected to have access to a computer capable of playing APC Football online, as well as the computer literacy sufficient to install, update and maintain the APC Football game software, manage group email lists, extract “zip” files and import updated league files.4.2. Responsibilities as Owner/GM(a). Responsiveness- must respond to inquiries/request from league members w/in 72 hrs.(b). Interaction- must engage in active, positive, cordial interaction w/ league members.4.3. Responsibilities as Coach(a). Online play- must play at least 14 games online per season (b). Responsiveness – must make good-faith effort to schedule all games online (c). Sportsmanship – must engage in fair, competitive play at all times. (d). Proficiency- must be proficient with the APC game, as well as NFL-style football rules and tactics(e). Reporting – Hosting team must timely (w/in 48 hours) publish a game summary with boxscores embedded in the body of the email and attach the game files in an email sent league-wide. (f) The NACFL week begins on Tuesdays and ends on Mondays. It is highly recommended that a coach (regardless if they are the home or visiting team) contact their opponent no later than Thursday of each week to schedule a date and time to play (by offering various scheduling options). Rule 5. Awards and Discipline The Commissioner shall be authorized to otherwise enforce these League Rules, and to determine any appropriate discipline, up to and including expulsion from the League, for a Member’s violation of these Rules. Rule 6. Prospective Members6.1. Candidates for membership in the League are screened by the Commissioner, who will verify that the prospective member can fulfill the responsibilities of Members set out in Rule 5, above. 6.2. Once the candidate is screened, the Commissioner may recommend the candidate to the Members for approval. In the absence of objections as in Rule 6.3, below, the candidate will be confirmed as a Member. 6.3. If, upon recommendation by the Commissioner, 3 or more Members raise an objection to a candidate, the Commissioner shall either rescind his recommendation or call for a league vote by Members regarding the candidate. Members shall then vote on whether to accept this candidate as a Member. Conversely, if the Commissioner declines to recommend a candidate, a request made by 5 or more Members will have the effect of recommending such candidate to the League, who shall then vote on whether to accept this candidate as a Member. In a League vote pursuant to this paragraph, the candidate must receive the support of at least three-quarters (75%) of the Members to be confirmed as a Member. II.THE TEAMSRule 7. Team Administration7.1. Team Name Each team will have a name which incorporates the name of an actual city, state, or region reflective of the Member’s true-life location, along with a nickname selected by the Member. In the alternative, a team may take on the name of any past or present NFL or CFL team not already in use by another League team. No team name may be vulgar, derogatory, suggestive or in any other way not in keeping with League standards for decorum. 7.2 Home Stadium Each team will select a stadium from those available in the APC game to be designated as that team’s “home” stadium. A team’s home stadium may not be changed during the season. Rule 8. Rosters8.1.? Rosters During the SeasonTo start the season, each team must have between 50 and 53 players on its roster, including “PUP” and IR players (rule 12.2). Once the regular season starts, each team must have between 48 and 53 players on its roster, including “PUP” or ”IR” players. Teams will have no more than 49 players active each week.8.2. Positional Requirements(a). Each team must include on its roster at least 2 quarterbacks, 3 running backs, 5 receivers (including at least 1 tight end), 8 offensive linemen, 6 defensive linemen, 5 linebackers, 6 defensive backs, 2 kick returners, 2 punt returners, one kicker, and one punter. Each team must have at least one backup at each position except for kicker and punter. A player rated at multiple positions counts as a backup for each of the rated positions.(b). Each team must include players whose combined NFL statistics from the previous year total at least 400 pass attempts, 300 rushes, and 200 receptions.(c ) Teams must draft a minimum of 20 kick returns and 30 punt returns (including fair catches) between all its players.8.3.? Injured ReserveDuring the regular season and playoffs, teams may designate any number of players to their injured reserve (“IR”).? Any player designated for IR must have been injured during an NACFL game and be slated to miss at least 1 additional game.? Players placed on IR become ineligible for the remainder of the NACFL season and may not be retained.? Salaries for IR players continue to count against the team’s salary cap.? 8.4.? Replacement Players Concurrent with placing a player on IR, a team may claim any player from the free agent pool to serve as a replacement on the team’s roster.? Replacement players count against the team’s roster limit and salary cap.? ?Replacement players cannot be traded or retained- at the conclusion of the season, they are returned to the free agent player pool.? Replacement players may, however, be placed on the teams’ current-season IR if injured (so that they, themselves, can be replaced).? 8.5.? Rosters During the Off-SeasonDuring the off-season, the limits set out in Rules 8.1 through 8.4 above do not apply.? Instead, roster limits vary as follows;?(a). From the release of the current-season APC game (March-April) until the deadline for submitting pre-draft rosters (July), no roster limits apply. (b). At the deadline for submitting pre-draft rosters (July) until the annual Draft (August), teams must have 35 players on their rosters. You may cut/release players during the draft following rounds 5 and 10. (c). From the commencement of the annual draft (August) until the deadline for submitting final preseason rosters (September), teams may have less than, but no more than 53 players. 8.6. Physically Unable to Perform ListPrior to the start of the season, each team may designate up to 2 players as “physically unable to perform” (“PUP”).? Such players must (1) have been on the team’s previous season’s roster, and (2) not appear on the current APC season disk. These players DO count against the team’s roster limit in Rule 9.1 and among the cuts to reduce the rosters to 35 player (pre-draft).8.7. Waiver Wire(a). Upon completion of the annual draft and before the start of the regular season, teams can claim any player not already on a roster, from the free agent draft pool. (b). Submit you waiver claims to the Commissioner NLT Monday. If multiple teams select the same player, the team that finished with a worse record the previous season gets that player.(c ). Teams must announce a player they are releasing at the time they make their waiver claim. That team will neither retain the retention rights to the waiver player nor the player being released. Rule 9. Salary Cap9.1. Within the APC game, all players are assigned a “salary.” The combined salaries of all players on a team constitute the team payroll. The Commissioner shall announce a league maximum for team payroll (“salary cap”) and a minimum team payroll (“salary floor”) upon the release of each new season’s APC game. 9.2. Pre-Draft Salary CapPrior to the annual draft, when teams cut rosters to 35 players, the league salary cap is 107% of the average NFL team salary per that year’s APC rosters, rounded up to the nearest million “dollar” figure. 9.3. Post-Draft Salary CapOnce the annual draft begins, the league salary cap is 121% of the average NFL team salary per that year’s APC rosters, rounded up to the nearest million “dollar” figure. 9.4. In-Season Salary CapOnce the regular season begins, teams are allowed to exceed the post-draft salary cap by up to 1M, to allow flexibility for trades and free agent signings9.5. Minimum SalaryFrom the time final pre-season rosters are due, and until the end of the season, each team must maintain a minimum total salary, set at 90% of the average NFL team salary per that year’s APC rosters, rounded down to the nearest million “dollar” figure. 9.6. All teams must be in compliance with the salary rules set out in this section at all times when the rules apply. Any draft pick or player transaction which would cause a team’s payroll to exceed the limits above will be disallowed. Rule 10. Annual Draft10.1. The League’s annual draft will be held during August of every year, at a date and time to be determined by the Commissioner. Only players who appear in the APC game and who are not currently on a League roster are eligible to be drafted in the Annual Draft. Rules and procedures for the conduct of the annual draft are assembled at Appendix E to these Rules10.2. The draft order will be determined by the inverse of the teams’ previous NACFL season’s records, with the following exceptions: (a) the previous season’s Nac-Bowl winning team will draft last in each round; (b) the previous season’s Nac-Bowl runner up will draft 2nd-to-last; and (c) no team which made the playoffs in the previous season may draft before a non-playoff team. For purposes of draft order the following years, non-playoff teams that did better in the tie-breakers against teams with the same record, the team with the favorable tie breaker decider will draft SOONER as a reward for playing better/not tanking.10.3. Tiebreakers (a) In situations where teams finished the previous season with identical records, the determination of playoff seeding and draft position is decided by overall strength of schedule — the aggregate winning percentage of a team’s opponents. The team that played the schedule with the lowest winning percentage will be awarded the higher pick.(b) If the teams have the same overall strength of schedule, strength of schedules in the conference and then the division are the next tiebreakers If the conference and division tiebreakers don’t settle the ties, will be broken using the following tie-breaking methods:See the various strengths of schedule tie-breakers above.Head-to-head, if applicable 3. Best won-lost-tied percentage in common games (minimum of four) 4. Strength of victory in all games 5.Best combined ranking among all teams in points scored and points allowed in all games 6. Best net points in all games 7. Best net touchdowns in all games 8. Coin toss(c) In cases of ties between three or more teams, ties between division opponents will be broken first, to establish an order of finish within that division. 10.4. Draft Lottery (a) The draft order for the first two picks of the first round of each annual draft will be determined by a weighted lottery involving the teams with the worst eight records from the previous season. This lottery will be held soon after the conclusion of the previous season’s playoffs, and will be conducted in the manner set forth in Appendix E to these Rules.(b) Commissioner chooses, then publishes the identity and date of a future public, state lottery, from which results for the draft lottery will be drawn. (c) Teams are assigned a certain number of potential outcomes within a spectrum of possibilities based on the raw draft order. The weighted chances for each team will be approximately as follows: First pick in raw draft order = 33% of total chances; second pick = 24%; third pick = 17%, fourth pick = 11%; fifth pick = 8%; sixth pick = 4%; seventh pick = 2%; and eighth pick = 1%. Depending on the state lottery’s setup, the range of potential outcomes will be divided among teams roughly in accordance with their intended relative probability. (d) On consecutive days, the teams picking first and second will be selected. The remaining teams pick in the reverse order of finish in the standings. Rule 11. Trades11.1 Format(a). Trades may involve two or more teams. Only currently rostered players and Annual Draft picks may be traded.(b). Draft picks may only be traded for those annual drafts scheduled to be held within 13 months of the time of the trade. (c). Each trade must be complete on its face- that is, no “future considerations,” conditional promises or agreements are allowed as part of any trade.11.2. Trading Periods(a). Off-Season open trading periods will be specified and announced by the Commissioner, but are generally as follows: Concurrent with the release of the ActionPC preliminary football player ratings or game (approximately March) to before the free agent draft (approx. May); From after free agent draft to before Annual Draft (August); and From after annual draft until the time that final preseason rosters are due (September) (b). In-season trading period- trades will be allowed after the start of the regular season until the conclusion of Week 8 of the schedule. All trades made in this period are effective beginning in the schedule-week following that in which the trade is reported and confirmed. 11.3. Reporting Trades(a). All trades must be reported to the Commissioner for review prior to being announced to the league. No trade is official until approved by the Commissioner. The Commissioner may include the Trade Review Committee to review trades believed to be excessively one-sided.(b). Trade reports must specifically name the teams involved, outline the particulars of the deal, and clearly identify the players and/or draft picks involved. (c). Reports must be in a format appropriate for the Commissioner to forward to the League for publication upon approval. (d). Report may be made by any one of the Members involved in the deal, with all other involved Members provided copies of the report. Such remaining Members must confirm the trade as reported to the Commissioner before the trade can be recognized. Both the trade report and any required confirmations must be received by the Commissioner prior to any trade deadline for the trade to be considered timely. 11.4. Trade Review(a). The Commissioner will review all trades, and has the authority to disapprove any trade which violates these Rules or that, in the Commissioner’s view, interferes with the League’s best interests, including the League’s interests in maintaining viable, competitive teams. (b). If the Commissioner approves a trade, he will publish the trade to the league and adjust the league rosters. (c). If the Commissioner disapproves a trade, the commissioner will notify the members involved in the trade as soon as is practicable, form a Trade Review Committee (per Rule 2.3), and forward the proposed trade to this committee for review. (d). If, within 3 days of when a trade approved by the Commissioner is published to the league, 3 or more members object to such approval, the Commissioner will forward the proposed trade to the Trade Review Committee(e). The Trade Review Committee will review the trade and decide whether the Commissioner’s approval or disapproval of the trade was appropriate. If a majority of the committee members disagree with the Commissioner’s decision, that decision will be overturned. IV.THE GAMESRule 12. ScheduleThe League regular season schedule will be determined by the Commissioner. It will coincide as closely as practical with that of the NFL regular season.Rule 13. Gameplay 13.1. Gameday RosterEach team may have no more than 49 players active on game day. Any players not designated as active or on injured reserve are designated as inactive (i.e. “taxi squad”).? Active/inactive designations can change from week to week.? Each coach must notify his opponent of changes to active/inactive players from those listed in most current league file.? 13.2. Rules and SettingsLeague games are to be played with the rules and settings as detailed in Appendix B to these Rules. With regard to specific topics;(a). Season Usage- Yes. (b). Game Usage Penalties – Not during the regular season but YES during the playoffs.(c). Injuries- player injuries may carryover from one game to the next, including playoff games. (d). Home field advantage- OFF during the regular season games and ON during the playoffs (set to level 3)..(e). In 2016, the league voted for the use of a play clock (one minute duration).13.3. Coaches’ Responsibilities for Gameplay: (a). All league games should be played online, and both coaches share responsibility to schedule time to play online if possible. (b) A week begins on Tuesday and ends on Monday. It is recommended that coaches (not just the home team’s coach) contact his opponent initially on either Tuesday or Wednesday to check the opponent’s availability to play. A second email should be sent in the Thursday through Friday window. If communication breaks down after two unanswered emails, contact the commissioner on Saturday.(b). Solo games are allowed only when authorized by the Commissioner. (c). Before a game may be solo-played due to an inability to schedule the game, either of the coaches involved must forward to the Commissioner two email attempts (on separate days with one day in between) schedule the game.(d). Either home or visiting team may “host” in the APC game; however, the home team will have first option to host a regular season league game if it is able to do so. 13.4. Substitute CoachIn the event a Coach is unable to play a particular game online, he is encouraged to arrange for a substitute coach to fill in. The substitute coach must be another member, or a non-member previously approved by the Commissioner and the coach’s game opponent. 13.5. Resolving Gameplay Errors and Illegal PlaysWhen a computer or coaching error results in a play that violates either NFL or league rules, either coach has the option of requesting the play be stricken (in a solo-played game, such request should be assumed on behalf of the computer coach). To effect this, the game should be exited, and restarted using the “Resume game- previous play” feature of APC. Once another play beyond the offending one has been run, this option lapses, and no correction is possible except by mutual agreement of the coaches. Rule 14. Reporting Games14.1. The coach of the home team is responsible for sending a game summary (at least two sentences), pasting the boxscore in the body of the email and attaching the game file to the entire league NLT 48-hours after the game was played or Monday evening for games played Sunday or Monday. Specific instructions for exporting and sending game files are included in Appendix C to these Rules. 14.2. Deadlines(a). Games must be played, and their results reported per Rule 14.1, no later than the deadline established (Monday’s) in Appendix C to these Rules, unless the Commissioner provides prior notice to the league of a specific alternate deadline for a particular set of games. (b). Games may NOT be played early or out of order, because player injuries or trades may affect either team’s roster for that scheduled game. (c). Games not played and reported by the deadline in (a), above, are auto-played by the Commissioner.Rule 15. Playoffs15.1. Format(a). The 3 division-winning teams in the 2 Conferences, along with the 3 remaining teams with the best records in the 2 Conferences, qualify for the playoffs, with the 2 highest-seeded division winners in each Conference receiving byes in the first playoff round. (b). Playoff seedings will be determined by won/lost records, but division-winning teams will always be considered higher-seeded than any non-division-winning team. Teams with identical won/lost records will be seeded according to the tiebreaker rules set out in Rule 10.3.(c). In each playoff game, the higher-seeded team will be the home team. Home field advantage will be used in all playoff games except the Nac-Bowl championship game, which is played on a neutral field. Home field advantage will be set to level 3, when used..(d). The playoff games will be played as an extension to the regular season using the Playoff Settings in the APC-Football game. The first round will be the next week after the end of the Regular Season. The games will continue week after week until the Conference Championships are decided. There will be a 1 week bye for Conference Champions before the NAC Bowl.15.2. Playoff GameplayPlayoff games should be played online, and coaches should make every effort to accommodate their opponents to get the game scheduled within the deadline declared by the Commissioner. 15.3. Player Usage for Playoff Games(a). Game usage are used during the playoffs. (b) Players with the following NFL usage will be exempt from per game usage ceilings: Quarterbacks – 480 passes thrown, Running Backs – 208 rushes, Receivers – 80 receptions. (c ) Overuse settings will be as follows: Mild Game Usage Penalty – 20% of Real Life Usage, Moderate Game Usage Penalty - 30% and Major Game Usage Penalty – 40%. 15.4. To import this file:1. Open the zip file, then extract it to your NACFL folder within the most recent APC game folder in your computer (likely in a created directory called “Action PC Football 2007”). 2. If you’ve already got a league file there, you’ll likely get a message saying these files already exist, and asking if you want to overwrite or replace those files- select “Yes to All.” The files will extract into the folder, and you should now have an updated NACFL league file ready to view. If the league standings and rosters aren’t already accessible at the main game screen, you may need to select “Active Season”, and from that menu, select the current year NACFL league file, then “save.” The current NACFL rosters/stats should now be accessible from the main screen. Exporting Game FilesOnce you’ve completed a league game, online or otherwise, a gamefile will automatically be created in the software. The stats and standings within your league file will automatically be updated to reflect this game. To send the results of your game to your opponent and to the League, however, you must “export” the game to a holding folder on your computer, then send that file as an attachment to an email. To export a game:1. From the main screen, select “Utilities” and from that menu, “Export Games”2. A window will appear with a list of games on the left, and a list of destination folders on the right. Find and choose the game you want to send, and double-click on it to mark it (an asterisk will appear on the game) for export. Choose what folder you want the file sent to, then click “Begin Export” The game file will now be saved in the folder you chose. 3. Now, find the file so that you can attach it to an email to your opponent and the league. This file will have as its name the score of your game and will have an “.XBX” suffix (i.e., “DAL 27 HOU 10.XBX”). Note that only the “.XBX” files contain the full game stats and boxscore. Other files may have similar names, but with a “.HAL” suffix- these are temporary files, used to recreate or resume a game in progress. If there’s only a “HAL” file for your game, you likely forgot to export the game- go back and do that so you can create the “.XBX” file we need. Reporting Game Results1. Send an email to the Commissioner and your game opponent with a subject line containing the League name, the schedule week number, and the teams involved (i.e., “NACFL wk8 DAL @ HOU results” or “NACFL-Week 8- Dallas 27 Houston 10”, etc).2. To this email, attach the “.XBX” gamefile for the game being reported (zipped or unzipped ok)3. Deadlines: Regular season schedule weeks run Tuesday – Monday. Results are due by Midnight EST on Mondays, so the Commissioner can import and update the league file and send this updated file out to the league to start the next schedule week. Appendix D: Annual Draft ProceduresFormatThe League’s Annual Draft will commence on or about the second weekend in August:PHASE I- Live DraftIn an online AIM chatroom, Rounds 1 and 2 will be held live. 3 minute limit per pick- picks can be skipped, then made later (though yielding to the picks made in the interim). Members who cannot attend may forward lists of preferred players for their team’s picks. At the conclusion of Round 2, teams may “call back” one player previously cut when reducing the team’s roster to the pre-draft limit. PHASE II- Scheduled Draft Rounds 3 through 6 are conducted via email, by preset schedule published by the Commissioner. One round per day, with second and third “callback” rounds at the conclusion of rounds 4 and 6, as well as “bonus” draft picks at the ends of rounds 3 and 4. Picks can be skipped, then taken later (yielding to scheduled picks made in the interim). PHASE III- Two-a-DaysRemaining rounds of the draft are conducted via email schedule, same as above, except that the schedule will include 2 rounds per day. Fourth and fifth callbacks for teams are taken at the ends of rounds 8 and 10, respectively. You may drop players at the conclusion of rounds 5 and 10.Draft Lottery For the first round of the Annual Draft, the draft order for the teams with the first 8 picks will be determined by a “weighted” lottery, conducted as follows;The league uses the results of the New York State Lottery “Win 4” game, which has 2 daily drawings creating results of 4 numbers, each between 0-9. We will treat each of these results as a pair of 2-digit numbers between 00-99 (ie. “3-5-7-9” becomes “35, 79”). Teams will be assigned a group of numbers between 00-99, based on how many chances they rate as set out in Rule 14.4.(c). When a lottery result contains one of a team’s assigned numbers, that team will be placed in the corresponding Lottery draft position. The first draw for our Draft Lottery will correspond to the results of the NY lottery at the announced drawing date and time, then will work backwards in time from there (ie using past drawing results in reverse chronological order). The first draw will be for the 1st overall pick, then 2nd pick, and so on. (Note that, since we are going in reverse chronological order, the second, or last pair of numbers will be considered first- ie., in the example cited above, “79” will be considered the first drawn result, and “35” second). Once a team has been placed in the Draft Lottery order, further matches to that team’s assigned outcomes will be ignored. No team may receive a lottery pick more than 3 spots lower than its place in the raw draft order. If a lottery team has not been selected prior to such 3rd lower spot, it will automatically be awarded that spot in the Lottery Draft order. ................
