ELECTION OF OFFICERS

MOTION by Keating, second by Hofman, to lay over the election of officers to the July Personnel Board meeting.

ADMINISTRATIVE

APPROVAL OF MINUTES: MAY 26, 2005, REGULAR MEETING

MOTION by Keating, second by Alseth, to approve the minutes of the May 26, 2005, regular meeting.

REQUEST FOR APPROVAL TO HIRE ABOVE THE MINIMUM

MICHAEL SCHONLAU, GIS COORDINATOR (E STEP)

Scott McIntyre, Public Works Department, spoke in regard to this request. He stated Public Works Department representatives interviewed six candidates for the GIS Coordinator position, and Michael Schonlau was offered the job at the E Step, approximately $72,500 a year. Mr. McIntyre stated that amount is below Mr. Schonlau's current salary. He stated Mr. Schonlau was the superior candidate of those who were interviewed and the only candidate with experience in this position and as a GIS coordinator.

MOTION by Keating, second by Coleman, to approve hiring Michael Schonlau above the minimum at Step E.

REQUEST FOR APPROVAL TO HIRE ABOVE THE MINIMUM

MARCELA KEIM, ATTORNEY (C STEP) MAKAYLA MACLIN, ATTORNEY (C STEP)

Marty Conboy, City Prosecutor, Law Department, spoke in regard to these requests. He stated these attorneys were hired approximately a year ago as provisional employees. During that time, they advanced to the B Step and are due to go to the C Step in the next month. Mr. Conboy stated they are now being hired as full-time classified employees and it would be unfair to them to make them start over at the A Step, and, as a result, he asked that Ms. Keim and Ms. Maclin be hired above the minimum at the C Step. Mr. Conboy stated the jobs are already in the budget.

MOTION by Keating, second by Coleman, to approve hiring Marcela Keim and Makayla Maclin above the minimum at Step C.

MOTION by Keating, second by Alseth, to add Addendum Item III (Request for Approval Amendments to Chapter 23 of the Omaha Municipal Code) to the agenda.

REQUEST FOR APPROVAL AMENDMENTS TO CHAPTER 23 OF THE OMAHA MUNICIPAL CODE

Mr. Hicks explained that the City Charter was recently reviewed and a number of changes were recommended, including changing the name of the City Personnel Department to the Human Resources Department and the Human Relations Department to the Human Rights and Relations Department. These proposed changes were put on the ballot of the May 5, 2005, elections and the changes were approved by the voters. Chapter 23 of the Omaha Municipal Code deals with the Personnel Department, and the Personnel Board must approve any changes to Chapter 23. Mr. Hicks asked the board to approve changing all references in Chapter 23 to the Personnel Department and Personnel Director to the Human Resources Department and Human Resources Director.

MOTION by Keating, second by Alseth, to approve the amendments to Chapter 23 of the Omaha Municipal Code.
