Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): One mission of the Florida Department of Education (FLDOE) is to collect, manage, and provide data to decision-makers at state and local levels. In support of that mission, FLDOE has maintained staff and student data systems supported in legislation for over 25 years. Furthermore, the Department has improved and upgraded vital staff and student data systems, analysis, and reporting processes over the last 5 years through State Longitudinal Data Systems grants. In such, the Department has established a server-based enterprise data processing platform; improved data security and accuracy by developing a statewide ID assignment process; transferred student, staff, K12 and College data systems to the new platform; implemented data management tools; and developed a basic design for student and staff data analysis and reporting. The new platform has been established using SAS enterprise-level software products purchased by the Department.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

SAS consulting services for implementing the Master Data Management Advanced (MDMA), SAS analytics, SAS EVAAS, SAS BI, SAS Visual Analytics software are proprietary software from the SAS Institute, Inc. Consulting services for configuration, sizing, and deployments involving MDMA, and BI reporting software are exclusively available through the SAS Institute, Inc and necessary to address Department's objectives.

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described.
