SPEAKER INFORMATION

| |Nick Tallman Nicholas Tallman is an Air Traffic Control Specialist with the U.S. Federal |

| |Aviation Administration’s Air Traffic Organization, System Operations Services, RNAV and RNP |

| |Group. He is theTechnical Lead for all RNP projects managed by the RNAV and RNP Program |

| |Office. For the last two years, he has been chiefly involved with developing and implementing |

| |RNP Special Aircraft and Aircrew Authorization Required instrument approach procedures and |

| |associated projects. He has over 30 years experience in air traffic control, including |

| |facility management, airspace management, and extensive staff functions. Mr. Tallman holds a |

| |Master of Arts degree in Information Systems Management from Webster University a Bachelor of |

| |Science degree in Industrial Technology from Southern Illinois University, and an |

| |Aviation/Aerospace Safety Systems Certificate from Embry-Riddle Aeronautical University |

|[pic] |Yoshinobu Nakanishi works for Air Traffic Association Japan since 2005 and is the Manager for |

| |Flight Procedure Design within Airspace Planning Department. His primary task is to assist |

| |JCAB, Japan Civil Aviation Bureau, in developing their regulations related to flight procedure |

| |design, RNAV, etc. |

| |He has been actively participating in ICAO Instrument Flight Procedure Panel, IFPP (former |

| |Obstacle Clearance Panel), and is playing a role as a rapporteur of “Training Working Group” |

| |that developed draft Flight Procedure Designer Training Manual which is to be published |

| |shortly. |

| | |

| |He has a bachelor degree of science in mathematics from Kyoto University, Japan, and has |

| |background experience for Charting and FMS Navigation Database as a flight operations personnel|

| |at All Nippon Airways Co. Ltd., as well as for flight procedure design. |

|[pic] |Lou Volchansky currently serves as an aerospace engineer within the Federal Aviation |

| |Administration’s Avionic Systems Branch, Aircraft Engineering Division, Aircraft Certification |

| |Service. In this capacity, he drafts airworthiness policy for navigation equipment ranging |

| |from general aviation to transport category aircraft. Prior to jointing the FAA, he served 20 |

| |years in the United States Air Force, retiring as a Command Pilot with over 3500 hours in |

| |KC-135, Boeing 707 and Lear 35 aircraft. His military assignments included aerial refueling, |

| |test and evaluation, program management and determination of avionics requirements. |

| |Mr. Volchansky holds a Bachelor of Science degree in Aerospace Engineering from the University |

| |of Virginia and a Master of Science degree in Systems Management from University of Southern |

| |California. |

|[pic] |David VanNess Dave VanNess is a Airline Transport Pilot with over 7000 hours. He is a |

| |certified flight inspector and procedure designer. He was manager and Chief Pilot of the FAA |

| |International Flight Inspection Office for six years. His last job with the FAA was as Manager|

| |of the Eastern Flight Inspection Service Area in the FAA Air Traffic Organization. He has an |

| |MBA from the University of Texas at Dallas. Dave first came to ICAO for a year, in 2004-2005, |

| |as part of the first group of FAA/ICAO Fellows. His present job in ICAO is Implementation and|

| |Resource Development Coordinator for Performance Based Navigation, in the Air Navigation |

| |Bureau. |

|[pic] |Bruno Rabillier Bruno Rabiller works for the French DGAC at the National Supervisory Authority |

| |and he is the CNS/ATM coordinator. He has worked as an avionics specialist for aircraft |

| |certification program for several years. He was the DGAC advisor representative to ICAO’s RNP |

| |Special Operational Requirements Study Group (RNPSORSG). |

| |He is an Electronic engineer from the French ENAC (Ecole Nationale de l’Aviation Civile) |

| |located in Toulouse. |

|[pic] |Vincent Chirasello s an Aviation Safety Inspector for Air Carrier Operations with the U.S. |

| |Federal Aviation Administration’s Flight Standards Service, Flight Technologies and Procedures |

| |Division, Flight Operations Branch. His primary area of expertise is the development of |

| |policies and procedures for Area Navigation (RNAV) and Required Navigation Performance (RNP) |

| |operations in the terminal, en route, and approach environments. His efforts in this area have|

| |included work on pilot-controller phraseology, aeronautical charting standards, Aeronautical |

| |Information Manual/Aeronautical Information Publication documentation, and FAA Advisory |

| |Circular material. Mr. Chirasello is also involved with the operational review of other |

| |all-weather procedures such as Category II and III ILS and special instrument approaches. |

| |During his twenty one years of pilot experience, Inspector Chirasello has flown a number of |

| |piston, turboprop, and turbojet aircraft (including the Boeing 737-200/300/400, British |

| |Aerospace 3200/4100, and DeHavilland DHC-8 100/300) for US regional and major air carriers. He|

| |has a Bachelor of Science degree in Aviation Management and Flight Operations from Daniel |

| |Webster College. |

|[pic] |Dave Nakamura Dave is a Senior Technical Fellow of the Boeing Company. He has been with Boeing|

| |for 29 years. In this time Dave has been a Project and Systems Lead Engineer, and manager in |

| |electronic display systems and flight management systems (FMS) on the 757, 767 and 747-400 |

| |aircraft. He was also both an FAA Systems and Software Designated Engineering Representative |

| |for FMS programs. Dave’s area of responsibility and expertise include hardware |

| |design/development, hardware qualification, software specification, systems integration and |

| |testing, software review and analysis, and general flight operation applications. |

| | |

| |Currently, Dave is in the Boeing Airplane Systems unit, where he is a specialist on CNS |

| |Technical Standards. He is known in industry for his knowledge, technical leadership and |

| |contributions in the evolution and implementation of Required Navigation Performance. Dave’s |

| |involvement in the aviation community is very diverse, including being the Chair of the FAA |

| |Performance based operations Aviation Rulemaking Committee, Co-Lead of the JPDO Aircraft |

| |Concepts Working Group, ICCAIA member to the ICAO Instrument Flight Procedures Panel, and RNP |

| |SORSG, and many others. |

|[pic] |Eiji Nakamura Eiji Nakamura works for Japan Civil Aviation Bureau (JCAB) since 1981 and is a |

| |Special Assistant to the Director within Flight Procedures and Airspace Program Office, ATC |

| |Division, ATS Department. His has been responsible for the Japanese Standards for Flight |

| |Procedures Design and ATC regulations. |

| | |

| |He has been actively participating in ICAO Instrument Flight Procedure Panel, IFPP (former |

| |Obstacle Clearance Panel) as a Japanese member for four years. |

| | |

| |He graduated in Aeronautical Safety College - ATC course, and has background experience for ATC|

| |of Tower, Terminal Radar in Tokyo International Airport, En-route Radar in Fukuoka Area Control|

| |Center, ATC examiner in Tokyo Regional office, ATM (Flow Control / Airspace Management) Officer|

| |in Fukuoka ATM Center and Flight Procedure Designer in JCAB Head Quarter. |

|[pic] |Alex Hendriks works for Eurocontrol since 1991, where between 1993 and July 2006 he was the |

| |Head of Airspace / Flow Management & Navigation. In July 2006 he was appointed as Deputy |

| |Director ATM Strategies, with specific responsibilities for setting the airspace and navigation|

| |strategies. At the same time, he was also appointed as Acting Director and Programme Manager |

| |for the Central European CEATS project. |

| |Since 2002 he is also Director of the U.S. Air Traffic Control Association (ATCA), responsible |

| |for the Europe, Middle East & Africa Area. |

| |Alex is an active airline pilot and currently flies Boeing B737-700/800 aircraft. |

| |He has a radar-controller’s license and from 1981 until 1986 he was elected for three terms of |

| |office as Executive Vice President Technical of the International Federation of Air Traffic |

| |Controllers Associations (IFATCA). In that capacity he participated in many global and regional|

| |ICAO meetings, the most important of which was ICAO’s FANS Committee. |

|[pic] |Franca Pavličević works for Eurocontrol as a Senior Specialist in Navigation Applications and |

| |Terminal Airspace Development. As the Eurocontrol member to ICAO’s Separation and Airspace |

| |Safety Panel (SASP) and a Eurocontrol representative to ICAO’s RNP Special Operational |

| |Requirements Study Group (RNPSORSG), she was involved in the development of the Performance |

| |Based Navigation concept. An air traffic controller by profession, she has a bachelor’s degree |

| |in law and an M.Sc in Airport Planning from Loughbourough University in the UK. |

|[pic] |Roland Rawlings is Navigation Manager working within the Airspace, Network Planning and |

| |Navigation Division of EUROCONTROL. An avionics engineer by background he has worked at |

| |EUROCONTROL since 1985 initially in the Research and Development area. He has headed the |

| |Navigation activities in EUROCONTROL since 1996 and therefore responsible for the navigation |

| |elements of a number of developments in ECAC including B-RNAV (RNAV 5) and P-RNAV (RNAV-1). As |

| |the Eurocontrol member to ICAO’s Instrument Flight Procedures Panel and a Eurocontrol |

| |representative to ICAO’s RNP Special Operational Requirements Study Group (RNPSORSG), he has |

| |been involved in the development of the Performance Based Navigation concept. |

| |Jeffrey T. Williams is the Manager of the Area Navigation (RNAV) and Required Navigation |

| |Performance (RNP) Group in the Air Traffic Organization of the Federal Aviation Administration.|

| |Prior to assuming his present position, he served 3 years as co-chair for the Communications/ |

| |Surveillance Operational Implementation Team and 2 years as the Air Traffic GPS Integrated |

| |Product Team Lead. Mr. Williams also served 6 years as the US Member to the Global Navigation |

| |Satellite System Panel. He has 25 years service with the FAA, including 10 years air traffic |

| |control experience at Boston Tower and Boston Terminal Radar Approach Control, where he was a |

| |supervisor. Mr. Williams also holds Commercial, Instrument, and Multi-engine ratings and is a|

| |Certified Flight Instructor. He holds a Bachelor of Science Degree from Daniel Webster College.|
