First two weeks of DecemberVolusia/Flagler first one to be Zero Veteran Homeless – hoping to have meeting thereErik Braun / Cristina Batista:Veterans Update/Zero 2016 UpdateAll CoCs were polled as to where they were as far as veteran’s homelessness / will report on this on next CoC callAntoinette Hayes-Triplett, Vicki Mallette, Manny Sarria– discussed needs and where they are with Veterans homelessnessAntoinette Hayes-Triplett – we had visit form Secretary McDonald two weeks ago to discuss challenges/successes re: vet homelessness. Operation Reveille. Biggest challenge is affordable housing / gap in resources to house them. It’s 2-3 months before they can come off the streetsVicki Mallette – we have 18 unsheltered and 139 sheltered. Our biggest challenge is affordable housing in our community. We are out of VASH vouchers. Michael Wright – Affordable housing issue especially in south Florida. One issue we are having is the Beta-Sharing. We have 50 vets that do not have housing plans.Mark Broms – similar situation. We also are attempting to have a by-name list with all data submitted when we resubmit our Functional Zero. Amanda Wander – Big Bend – GPD [Grant Per Diem a transitional housing program funded by the VA] we have 50 beds in GPD program but we cannot utilize program toward Functional Zero. Participants of that program are still considered homeless. Antoinette Hayes-Triplett – when we met with secretary he talked about getting more vouchers from communities / question about raising the fair market rent for our areaVicki Mallette– length of stay in GPD – wanted length of stay to be reducedErik Braun:Will work with council members to pull these issues together and provide narrative as to what is going on in our communities.Will get Nikki Barfield‘s inputI will give overview of this call to council members who were not able to attendBill Aldinger:Gave update on Homeless Housing Assistance RFA – it’s a forgivable loan for homeless households living in counties under 150,000 persons or less. Submission deadline is October 28 for these applications.Bill Aldinger:Homeless schoolchildren demo in small counties Discussion-A demo to put resources into small and rural counties-Through council activities looking at how to provide resources for short-term rental assistance for families with school-age children. We have 1.5 million dollars in federal home funds. Looking on how to implement this. FL Housing does not administer this rental assistance.-Having difficulties identify school districts interested in this demonstration. Had a couple in the big bend rural area. We found one or two interested school districts. I have asked the council to assist in helping us to work on this as we do not want to lose the 1.5 million dollars in resources for this.-Focus is still on small and rural counties-I will be calling a meeting re: implementing this demonstration. Open to any members that may see their districts are interested in this demoBill Aldinger:Permanent Supportive Housing RFAThis is a Zero percent loan for 100% non-profits to apply for permanent supportive housing Will provide a forgivable loan for ELI supplement to meet requirement Will issue 16.1 million dollars for RFA – not specifically for homelessA goal to fund one in medium county and one to fund in large county and whatever is left is open to next highest scoring applicant who hasn’t been funded in small-med goal or large goalLooking at funding 3-4 developmentsHad a workshop 10/11/16 to solicit input. Plan within next week to post our draft RFA. About 3rd week of November.Bill Aldinger:Coordinating housing and services dataAnn Ray and Bill Odell did presentation on 2016 rental market study – to bring another focus on what the office and coalition are doing re: data coordinationHad discussions with Shimberg CenterWe are going to follow-up and schedule a meeting in Tally within the next month or two with members who are directly involved in looking at the data re: homeless resources and needErik Braun:In terms of reporting to the Legislature…we are in process of integrating – we have all data that Continuums report to our officeBill will you follow up with meeting re: homeless school children demonstration?Bill Aldinger:Update on National Housing Trust Funds – 2016 allocation for FL 4.6 million – plan was to use funds to serve extremely low income households at 22% with special needs or homelessWorking out some kinks and details in the plan on how we will implement thisWe are about ready to submit revised plan to HUD with help of DEO in negotiation processWill provide update within the next couple of weeks once we get the approval from HUDCall adjourned at 11:04 a.m. ................
