Call to Order

The meeting was called to order at 1:30 p.m. A total of ten voting members were present, therefore a quorum was met.

Committee Updates

Chair Moreland provided an update to committee chair assignments. Committees that are currently in need of leadership are: Medical Care, EMS Data, Disaster Response, Strategic Visions and PIER. Danita Allen expressed an interest to serve as a member on the EMS Data Committee.

Chief Darrel Donatto then stated he is also interested in serving on the Data Committee, as well as the Legislative Committee. Since there is currently sufficient leadership in both of those committees, Chair Moreland assigned Chief Donatto to serve on the Disaster Response Committee along with Dr. Lozano.

Chair Moreland then assigned Isabel Rodriguez to the PIER Committee. He invited anyone who has an interest in serving on the Strategic Visions Committee to please notify Bethany, Bethany.Lowe@, who will pass that information along to him.

Leah Colston, Chief of the Bureau of Emergency Medical Oversight, then announced the upcoming resignation of Cindy Dick, Director of the Division of Emergency Preparedness and Community Support. Her last day at the Department of Health (DOH) is September 10, 2015. Director Dick has helped the Bureau accomplish much in the past year and she will be dearly missed.

Additionally, a notice of proposed rule package from the May 28, 2015 EMS Rule Workshop will be published in the near future. Also, a request for rule promulgation for the United States General Services Administration (GSA)—KKK-1822, Federal Specifications for Ambulances was received and the next steps are in place. A conference call line will be made available for the upcoming rule workshops.

EMS Website Update:

Steve McCoy provided an overview of the new EMS/EMS Advisory Council (EMSAC) website. The new EMSAC website lists all current members, meeting agendas and minutes. Also listed are the committees, Bylaws, strategic plan and constituent group information. Each committee’s meeting information, agenda and minutes have their designated area on the new webpage.

There is also a new EMS Systems tab that lists program-specific links, such as the Data system, EMS for Children, EMS grants, etc. The goal of the new website was to separate regulatory services from the actual EMSAC with each having their one webspage. Chair Moreland extended his thanks to the state office in making the EMS/EMSAC website more user-friendly. He then reminded the council to submit their meeting agendas and minutes for posting on the new website.

BEMOcomm

Bethany Lowe provided an update on BEMOcomm. In light of providing continuous communication to our stakeholders, the state office will soon launch BEMOcomm. This e-newsletter will feature hot topics that cover the areas of EMS, trauma, injury prevention and brain and spinal cord injury, and data. A workgroup consisting of representatives from the Bureau’s continumm of care will help develop this communications tool. EMSAC Vacancy Update

Bethany stated there are currently two candidates in the lead for the EMSAC Physician position, and four candidates for the EMS Administrator (Non-Fire) position. The Bureau is in the scoring process for each candidate, then the top candidates will be forwarded to executive leadership for their review and approval. A selection is expected to be made within the next four weeks. An update will be provided to the council.

Potential Fall Meeting

Chief Colston stated that due to expressed interest for a fall meeting, the Bureau is looking to hold an EMSAC meeting in November in Orlando. It will take place within the same week as the Florida Injury Prevention Advisory Council and the Brain and Spinal Cord Injury Advisory Council meetings. She requested any direction from the council on topics of discussion. Bethany will send a brief survey out to the council to determine level of attendance and potential agenda items for the fall meeting.

A final motion to adjourn the meeting was made and seconded. The meeting adjourned at 2:15 p.m.
