A. Authorized Personnel. These regulation changes are issued for all Uniformed Service Members and DoD Civilian Employees.
B. New Regulation Changes. Material new to this change is indicated by yellow highlighting and is effective IAW the date of this change unless otherwise indicated.
C. Applicable MAP and/or CAP Items and Brief of Revisions. This change includes all material and revisions written in the following MAP and/or CAP Items:
MAP 002-20(E) ? Career Intermission Program Burial Allowances. Implements FY20 NDAA, Section 602, effective 1 January 2020. This change authorizes travel and transportation allowances for survivors of deceased Service members participating in the Career Intermission Program under Title 10 U.S.C. ?710 (h)(4), who attend burial ceremonies. Affects pars. 032002 and 051008.
MAP 015-20(R) ? Allowances for Service Academy Cadets and Midshipmen during Remote Duty. Authorizes travel and transportation allowances for cadets or midshipmen who perform duty from remote locations during a Presidentially Declared National Emergency, or have been dislocated due to other emergency conditions. This item also determines eligibility and allowances in these situations. Affects par. 032405.
MAP/CAP 016-20(I) ? Clarify Evacuation Authority. Corrects JTR, Table 6-2 (item 3) to read "except" in the time of war. Affects par. 060101.
CAP 018-20(R) ? Travel within the Permanent Duty Station Local Area under Emergency Conditions. Authorizes lodging reimbursement for civilian employees within the permanent duty station local area when directly supporting the Federal Emergency Management Agency in relief efforts during a presidentially declared emergency under the Stafford Act. This item also reorganizes a preexisting allowance for Service members, based upon 37 U.S.C. ? 478, by moving it from JTR, par. 020602 to par. 020603.
MAP/CAP 019-20(I) ? Correct Table 6-5. Corrects Table 6-5-3.b. to state "Principal Deputy USD (P&R) authorizes or approves an alternate safe haven in a non-foreign location OCONUS for DoD if the safe haven is limited to locations in the CONUS or the United States. Affects par. 060103.
MAP/CAP 020-20(I) ? Define Chief of Mission. Adds the definition of Chief of Mission to Appendix A.
MAP 023-20(I) ? Permanent Duty Travel Computation Example. Adds a permanent duty travel computation example to JTR, par. 050303, Table 5-6 for members awaiting transportation.
MAP/CAP 024-20(I) ? Miscellaneous Corrections. Corrects miscellaneous minor errors throughout
the JTR. Affects pars. 050601 and 060101.
