Makes recommendations to the program administrator for approval or denial of permit applications.Performs administrative and/or technical review of permit applications.Directs compliance and enforcement of a division, district, or region of a major statewide program.Confers with consulting engineers, governmental officials, industrial representatives, and citizens regarding compliance with department rules and regulations.Makes recommendations to the program administrator regarding the department's position on proposed projects, activities, and land use plans undergoing review for consistency with state laws, regulations and policies.Represents the department at public meetings, permit hearings, and workshops.Interprets Florida Statutes and regulations related to environmental programs.Represents the department in meetings and negotiations with other state agencies, federal agencies, the Governor's Office, the State Clearinghouse, and other parties to resolve the departmental concerns with proposed activities, projects and land use plans.Formulates environmental health policies and procedures.Provides oversight for the implementation of a statewide environmental health program.Assists the program administrator of a major environmental program by providing technical, scientific and professional guidance or in the development of budget and staffing plans.Develops and recommends program objectives to the administrator.Coordinates with local, state, and federal agencies on specific projects.Directs the preparation, development and negotiation of department contracts.Assists the administrator in developing internal management policies and procedures relating to protection and restoration of state resources.Directs compliance and enforcement staff in investigating and evaluating complaints relating to all sources of pollution and initiates appropriate action.Implements the Emergency Planning and Community Right-to-Know for the Florida National Guard in accordance with Title III of the Superfund Amendments and Reauthorization Act (SARA) of 1976.Performs related work as required.KNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities (KSA's) identified in this class specification represent those needed to perform the duties of this class. Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.Knowledge of data collection and analysis principles and procedures.Ability to coordinate an environmental program.Ability to determine work priorities and ensure proper completion of work assignments.Ability to communicate effectively.Ability to establish and maintain effective working relationships with others.Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.Ability to solve problems and make decisions.Ability to assess budgetary needs.Ability to formulate policies and procedures.Ability to prepare technical reports.Ability to collect, evaluate, analyze and interpret scientific or technical data.Ability to work independently.MINIMUM QUALIFICATIONS A bachelor's degree from a college or university with a major in one of the physical or natural sciences or engineering and five years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering; orA master's degree from a college or university with a major in one of the physical or natural sciences or engineering and four years of professional experience as described above; orA doctorate from a college or university with a major in one of the physical or natural sciences or engineering and two years of professional experience as described above; orFour years of combined experience as an Environmental Specialist I or higher with the State of Florida; orFive years of experience coordinating the planning administration, data analysis and research activities of an environmental related program; orProfessional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering can substitute on a year-for-year basis for the required college education.EFFECTIVE: 7/1/200109/17/199611/30/199410/31/199101/25/199006/02/1987 ................
