? The proposed budget in section 3.1 for Colin's Dream Park Project was prepared by the City Manager, Dale Arrington and the Finance Director, Christine Davis. Both are experienced budget administrators and are professionally qualified in the development and approval of the project budget.

o Dale Arrington has been the City Manager since February, 2016. She has over 30 years of experience working in local government management with specific areas of expertise including fiscal management, community planning, zoning and building services, economic development and community revitalization.

o Christine Davis has been the Finance Director since 2001. She has over 21 years of experience in local government and has worked with Volusia County ECHO program as it relates to three ECHO grants previously awarded to Orange City.

? The City of Orange City held three budget workshops for the Fiscal Year 2017-2018. These budget workshops were open to the public and were held on May 23, 2017, July 11, 2017 and August 14, 2017. The first public budget hearing for the Fiscal Year 2017/2018 Annual Budget was held on September 13, 2017. The final Fiscal Year 2017/2018 Annual Budget was approved by the Orange City Council at a public hearing on September 26, 2017.

3.) If a complete list is not available, explain why and when the project team will be selected.

If funded, the Colin's Dream Skatepark inside Coleman Park will be a design and build project. The contractor and engineer will be selected through the City of Orange City's bid process.

1.4 MANAGEMENT PROSPECTUS: 1.) Include a list of the names of staff dedicated to this project, their responsibilities and the percentage of time each will be spending on the project per week.

Michael Watson, Construction Inspection Manager ? 15 hour per week

Duties will include over-site of the vendors/contractors performing the work.

Ashley Gay ? Parks & Facilities Superintendent ? 10 hours per week

Duties will include site logistics with park participants, neighborhood, local business contacts and supervision of the construction company chosen for the project.

David Santiago ? Purchasing Manager ? 5 hours per week

Duties will include financial management of the project.

The City of Orange City agrees to comply with the requirements of the Restrictive Covenants for the Colin's Dream Park Project.

If the project of the application is mortgaged or leased property, other than those applying for trails in the County Master Plan or projects on State or Federal land not owned by the applicant, a letter from the Mortgagee or Lessor, stating that they agree to sign the Restrictive Covenants, must be supplied with the application.

2017/2018 ECHO Grants-in-Aid Standard & Exceptional Grant Application Applicants with projects on State owned land are automatically exempt from this requirement, but are held to the same liquidated damages cited within the Restrictive Covenants through language found in the final ECHO Agreement for which the grantee is held responsible. The City of Orange City's Coleman Park/Colin's Dream Park Project land ownership was transferred from the County of Volusia to the City of Orange City.
