CLASS CODE: 3533 PAY GRADE: 422 CLASS TITLE: INSURANCE ADMINISTRATOR C - SES ALLOCATION FACTOR(S) This is supervisory work administering the statewide Government Employee's Deferred Compensation Act; administering the state Workers' Compensation Self-Insured Program; administering an automobile liability, general liability, medical malpractice and federal civil rights self-insured program; administering statewide the laws and regulations relating to all companies writing workers' compensation and employers' liability insurance in Florida; administering laws, rules and regulations on life, health, accident, property or casualty claims, inquiries and complaints; administering the insurance laws, rules and regulations for the qualification, examination or licensing of insurance agents, solicitors, adjusters, and other insurance representatives including the approval and auditing of insurance qualification schools and courses; administering investigations of agents, agencies, third party administrators and managing general agents; administering the examination and approval of surplus lines insurance contracts, field rate examinations, field examinations, human services compliance or warranties and financial services insurance activities in the Department of Insurance. The primary duty of the employee(s) in the position(s) allocated to this class is to spend a major portion of the time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.EXAMPLES OF WORK PERFORMED: (Note: The examples of work as listed in this class specification are not necessarily descriptive of any one position in the class. Motivates employees to improve the quality and quantity of work performed.Plans work loads, work flows, deadlines, work objectives and time utilization with employees.Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure that established criteria are met.Trains employees in methods for performing an effective and efficient municates on a regular basis with employees both individually and in staff meetings.Directs the work of employees to ensure best use of time and resources.Plans and organizes the monitoring of the activities of insurance companies writing workers' compensation life, health, accident, property and casualty insurance.Consults with and advises the immediate supervisor on all matters relating to workers' compensation insurance.Reviews and makes technical evaluations of disputes among companies, the insured, and/or agents and recommends corrective actions.Coordinates and guides the Florida workers' compensation insurance plan operations review board in the review of company processing of assigned risk business.Prepares reports for use in analyzing and solving problems regarding workers' compensation coverage.Supervises the work of employees engaged in carrying out the activities in the field rate examination section.Administers the Government Employees' Deferred Compensation Plan Act, and related rules and regulations which will provide for deferred compensation at the authorization of the employee and the subsequent investment of deferred compensation in licensed insurance companies, banks, savings and loan associations, variable life insurance contracts, annuity contracts or mutual funds acts, annuity contracts or mutual funds.Acts in a liaison capacity with the Internal Revenue Service in assuring that the adopted plans are in compliance with the Internal Revenue Service regulations regarding tax-sheltered status and other requirements.Works with each provider company in developing methods and procedures for implementing the program, payroll deductions or withdrawal procedures.Arranges for meetings with the various agencies to promote the deferred compensation program by explaining the program, tax benefits incurred by deferring compensation, anticipated returns on invested funds and differences between selected investment sources.Provides technical assistance and advice to counties, municipalities or other political subdivisions of the state regarding the Government Employees' Deferred Compensation Plan Act.Works with state agencies in developing an education program to explain the benefits, details and advantages of the deferred compensation program as it relates to the various state retirement programs.Examines all surplus lines contracts and endorsements for conformance with surplus lines law.Plans, reviews and directs the field rate examinations.Confers with insurance company officials regarding scheduling examinations and necessary corrective action to be taken on problem areas reported in examination reports.Attends meetings and rate hearings for surplus lines insurance.Supervises the accounting for and billing of the field rate examinations.Makes speeches and presentations to all types of consumer groups, technical and trade associations and the insurance industry.Consults with the department's legal staff regarding violations of Florida Statutes as reported in examination reports and insurance consumer complaints.Attends meetings and conferences as a representative of the Insurance Commissioner.Trains staff in the presentation of consumer outreach programs.Supervises a records management function to provide a data base for premium computation and determines specific area of claims frequency and severity.Attends hearings and trials when necessary; evaluates and approves recommended pretrial settlements.Attends workers' compensation hearings and provides testimony as necessary.Interprets policies to associates, attorneys, insurance carriers, physicians, policyholders and provides technicKNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities (KSA's) identified in this class specification represent those needed to perform the duties of this class.
