Higher Prices Elude OPEC

Cut or no cut, the demand outlook for oil is souring.

Saudi Arabia may think that $75 per barrel is a "fair price" for crude, but oil futures slipped further away from that target as bearish investors saw little hope of demand recovery, despite promises of a production cut from the Organization for Petroleum Exporting Countries.

Oil futures dropped to $33.87 per barrel Thursday Dec. 19th on the New York Mercantile Exchange. Oil-exporting cartel OPEC made no changes to its production quotas at an informal meeting in Cairo as expected and an almost certain cut later in December is not bringing any sense of confidence back to the energy markets. National average price on Tuesday Dec. 31st was $1.617. Americans drove a half trillion miles less in 2008.

"OPEC has done all it could do," said Catherine Hunter, an analyst with IHS Global Insight. But the mooted target of $75 per barrel, described as a "fair price" by Saudi King Abdullah in an interview with a Kuwaiti newspaper, still seems elusive. The global slump has even taken the wind out of commodity-hungry China, which the World Bank expects to grow at an 18-year low of 7.5% next year.

Consumers shouldn't take low prices for granted in any market where consumers need a product; they are at the mercy of OPEC and the oil companies. With the current low prices, now is the time to start thinking about public transportation and smaller cars, so that when gasoline prices do rise again, people won't be dependent on fuel they can't afford. Experts say they should remain low for the next six months to a year, but it's impossible to know for sure. ExxonMobil Corp. net profit (over $40 billion dollars in 2007) and for the first nine months of 2008, net profits are $38.11 billion.

OPEC Cut Has Little Zing

The world's most-powerful oil cartel recently made its biggest-ever production cut and nobody seems to care.

Oil futures were sinking a day after the Organization of Petroleum Exporting Nations announced it was cutting production by a record 2.2 million barrels per day in an effort to stabilize prices. Light, sweet crude for three-month delivery was down in trading on the Nymex, well below the $70-$80 a barrel that OPEC President Chakib Kheilil said Wednesday was a "fair price." So why, even as the cartel has sought to drastically reduce supply, are prices are still falling? There are several reasons. Certain members of the cartel, notably Iran, Venezuela and Nigeria, will likely struggle to comply with this latest cut. OPEC recently revealed there had still only been 85.0% compliance with its last reduction of 1.5 million barrels per day in late October. Plus, the cartel didn't publish individual quota targets for its 15 members, though Saudi Arabia will take the bulk of the cut.

The other problem: OPEC had hoped that Russia, the second-largest exporter of oil after Saudi Arabia and the largest outside the cartel, would make a clear cut to its own production to help share the 2.2 million burden. But Russia refrained from make such a pledge.

Analysts at JP Morgan said that they currently expected oil demand to contract by 1.0 million barrels per day in 2009, but they also predict poor compliance by OPEC's members to its latest reduction.

Crude, gasoline reserves rise as energy demand erodes

Dec. 31st 2008

Crude stockpiles rose last week despite expectations for a steep drop, while gasoline reserves jumped less than forecast, according to government data.

For the week ended Dec. 26 crude inventories rose by 500,000 barrels, or 0.2 percent, to 318.7 million barrels, which is 10.4 percent above year-ago levels, the Energy Department's Energy Information Administration said in its weekly report. Analysts had expected a drop of 1.75 million barrels, according to a survey by Platts, the energy information arm of McGraw-Hill Cos.

Gasoline inventories rose by 800,000 barrels, or 0.4 percent, to 208.1 million barrels, which is 3.4 percent below year-ago levels. Analysts expected stockpiles of the motor fuel to rise by 1.7 million barrels. Demand for gasoline over the four weeks ended Dec. 26 was 2.2 percent lower than a year earlier, averaging 9 million barrels a day.

At the same time, U.S. refineries ran at 82.5 percent of total capacity on average, a drop of 2.2 percent from the prior week. Analysts expected capacity to remain at 84.7 percent. Inventories of distillate fuel, which include diesel and heating oil, rose by 700,000 barrels to 136 million barrels for the week ended Dec. 26. Analysts expected distillate stocks to jump by 1.3 million barrels.

Imports, Demand for Oil to Decline -- Agency Foresees More Alternative Fuel Use

Washington - U.S. dependence on foreign oil will drop dramatically over the next two decades as Americans are expected to confront rebounding oil prices, use more biofuels like ethanol and drive more fuel-efficient cars, the Energy Department predicted Wednesday.

But the long-range energy forecast also said that coal, oil and natural gas - all of which produce gases linked to climate change - will provide nearly 80 percent of the country's energy in 2030, barring mandatory limits on carbon dioxide emissions that most likely would cause that percentage to decline.

The analysis by the department's Energy Information Administration projects virtually no growth in U.S. petroleum use through the year 2030, because of wider ethanol and biodiesel use and a push toward greater automobile fuel efficiency.

It is the first time in more than 20 years that petroleum demand in the United States is projected to be flat for years to come, said Howard Gruenspecht, the EIA's acting director. The reversal began this year with U.S. petroleum use expected to fall by a million barrels a day - about 5 percent from 2007.

The EIA report says America's waning oil appetite stems from a big expansion of alternative fuels. Sixty percent of cars sold by 2030 are likely to rely heavily or exclusively on fuels other than gasoline - hybrids and flex-fuel vehicles that use 85 percent ethanol, said Gruenspecht.

1 per Gallon Gas? Gulf Oil CEO Says It May Be

Newton, Mass. -- One day after a petroleum industry expert said oil prices will likely bottom out at $40 to $50 per barrel next year, Gulf Oil and Cumberland Farms CEO Joe Petrowski said the price of oil could sink to as low as $20 per barrel and pump prices may plummet to $1 per gallon by early next year.

Simultaneously, on energy analyst for Merrill Lynch predicted crude oil prices could plummet below $25 a barrel and gas prices at the pump could drop to below $1 a gallon if the global recession spreads to China.

"The oil market is a manic-depressive market. It tends to over shoot," said Petrowski told WCVB-TV in Boston. "The market overshot last summer on the high side. Oil should never have gone to $147, but it did and it can."

Now Petrowski believes the slide in oil prices will continue and overshoot on the low side. "There is a better than 25-percent probability that we'll see oil go as low as $1 a gallon sometime after the first of the year," he said.

Dramatically lower gas prices would essentially be similar to a rebate check for consumers, he said. The drop may even help ease the country out of the recession. The reason OPEC cut production is because the global economy is struggling and the price of oil is declining because consumption is declining.

"The price of oil has a tremendous impact on discretionary consumer spending. I think it hurt us tremendously during July and August," Petrowski said. That's when pain at the pump prompted motorists to cut back their travel by 9 percent.

Gas Under $1!

Aiken, S.C. -- Areas of the Southeast hardest hit by high gasoline prices this summer somewhere between the national spike in prices and shortages caused by Hurricane Ike, $5 a gallon wasn’t unheard of got at least one holiday wish granted this week: gasoline under $1. In fact, prices as low as 87 cents per gallon were reported in the city of Aiken, S.C. "I’ll take it," a woman pumping gas at the station told WJBF TV News.

The price war was sparked by a new Sprint gas station, which opened with low prices to draw customers to the new location. And the neighboring stores followed suit to compete. This gasoline war is a recipe for disaster.

New Jersey Gasoline-Convenience-Automotive Association Calls for N.J. Attorney General's Resignation

The New Jersey Gasoline-Convenience-Automotive Association an association that represents hundreds of New Jersey gas station owners yesterday called for state Attorney General Anne Milgram to resign for issuing a June report it said "offered up the heads of innocent gasoline retailers" who were portrayed as having cheated customers.

Sal Risalvato, executive director of the New Jersey Gasoline-Convenience-Automotive Association, said Milgram was "grandstanding" when she released the list during a period of rapidly rising fuel prices.

His organization took Superior Court action to obtain the documents used to compile the report and found that most citations were for minor infractions, Risalvato said in a statement. "It takes years to earn a good reputation in any business," he said. "Yet, thanks to the irresponsible manner in which these findings were packaged and presented, the reputations of honest retailers have been tarnished and destroyed in moments."

In the report, Milgrim said nearly a quarter of 1,023 stations visited by state officials were cited, with 350 violations. Weights and measures inspectors discovered pricing discrepancies, inaccurate octane ratings and equipment that was improperly calibrated. Some retailers were cited for missing paperwork or improper signage.

The Attorney General's Division of Consumer Affairs issued a Nov. 21 news release listing stations "that should not have been cited for violations," David Szuchman, director of the agency in the Attorney General's Office, said in a statement yesterday. "There was no press conference or live TV report -- just a release that was barely noticed by the press and public," he said. Milgram "should abdicate her office and apologize to those she was so deeply wounded," Risalvato said.

Price-gouging probe picks up

State narrows search for gas-sales culprit that could lead to Wall St.

Agriculture Commissioner Charlie Bronson and Attorney General Bill McCollum have narrowed their search for a potential culprit in a months-long gasoline price-gouging investigation, and it could lead all the way to Wall Street.

The two announced that they are investigating a Denver-based gasoline supplier, TransMontaigne Inc., a wholly owned subsidiary of the Morgan Stanley Group. "We've got to find out how far up the chain we go," Bronson said.

State investigators and lawyers will meet soon with company officials, who have been cooperative so far, Bronson and McCollum said. A spokeswoman at TransMontaigne headquarters did not immediately respond to a request for an interview. Bronson and McCollum offered few details Tuesday. However, they said a preliminary investigation suggests that the company could not justify a sudden increase in the price of gasoline it sold to regional wholesalers, an increase that caused panic buying, particularly in North Florida. "We gotta find out how far up the chain we go to find out who gave the orders to put that $1.50 price per gallon on one day's pricing," Bronson said.

McCollum said talks are under way to come to a resolution without a lawsuit being filed. "We're still investigating, and since the door's open to them to provide us more information, maybe they'll provide something that we aren't expecting right now that's exculpatory, that says that, 'Hey, we didn't do this, somebody else did it,' " McCollum said. "Some of these doors beyond a certain point are closed unless we do sue them."

TransMontaigne was the supplier for a retail chain that has been cleared of gouging earlier in the investigation. Florida was under a declared state of emergency at the time as Hurricane Ike threatened the Gulf Coast.

Juge OKs first Exxon Valdez oil spill payments

Thousands of Alaska fishermen and other plaintiffs should receive their portion of punitive damages in the Exxon Valdez oil spill lawsuit before the end of November, a federal judge said.

Judge H. Russel Holland on Monday ordered the release of $151 million of the negotiated $383 million settlement stemming from a lawsuit filed in the nation's worst oil spill nearly two decades ago.

"It's a good day for the residents of Prince William Sound and those adversely affected by the devastating effects of the Exxon Valdez oil spill," said Dan Lawn, president of the Alaska Forum for Environmental Responsibility.

The remaining $232 million of the settlement negotiated with Exxon will be paid out later, Ott said.

Under that agreement, the money will be distributed to nearly 33,000 commercial fishermen and others who sued Exxon after the 1989 spill of crude in Prince William Sound.The tanker Exxon Valdez on March 23, 1989, hit Bligh Reef and spilled nearly 11 million gallons of oil into Prince William Sound.

A jury in 1994 awarded plaintiffs $5 billion. That was cut in half by the 9th Circuit Court of Appeals. The Supreme Court in late June, by a 5-3 vote, reduced the total to $507 million. The high court didn't rule on whether Exxon should pay interest and sent that issue back to the 9th Circuit Court for a decision. Oral arguments are expected in December, Jeffers said.

Interest calculated since 1994 would add an estimated $488 million, boosting awards to individuals from roughly $15,000 to about $29,400. Exxon contends it does not have to pay interest.

Stan Stephens with the Prince William Sound Regional Citizens Advisory Committee said the small checks were a "slap in the face" to the people of Prince William Sound and all coastal areas of southcentral Alaska.

Exxon and the oil companies know how to work the system to not pay for their damages and after almost 20 years, the original $5 billion award was reduced to a total of $ 507 million. (appeal, appeal, appeal, delay, delay,delay)

Exxon Starts Bidding Process For Sale Of Remaining Gas Stations

Houston - ExxonMobil Corp. said it has started the bidding process for the sale of the majority of its remaining company-owned gasoline stations on the East Cost.

"Consistent with our 2008 June announcement, we began our initial bid process for the sale of the majority of our company-operated and dealer sites from Virginia north through New Hampshire," said Prem Nair, a spokeswoman for ExxonMobil.

"We are committed to a strong brand presence in the markets in which we do business and view the distributor method of site operation to be the best platform for the future," Nair told CSNews Online at the time of the announcement.

The largest U.S. oil company by market value announced in June that it planned to sell its about 2,200 gas outlets to distributors under long-term fuel contracts that will stipulate continued use of the company's logo. Monday was the deadline for the first indication of interest.

The sale covers 11 markets in nine states - New Hampshire, Maine, Rhode Island, Connecticut, New York, New Jersey, Delaware, Maryland and Virginia, Nair added.

Driving is Down Despite Fall in Gasoline Prices

Does the recent decline in Americans' driving mark a transformation in how we get around, or is it just a speed bump on the highway that the drop-off represents a permanent shift from reliance on the car to other modes of transportation.

Recent numbers from the Federal Highway Administration show the decrease in driving has continued even as gas prices have fallen sharply. In October, the most recent month for which data are available, vehicle miles traveled were down 3.5 percent from a year earlier. From November 2007 through October 2008, U.S. drivers rolled up 100 billion fewer miles than during the same 12-month period a year ago, Department of Transportation records indicate.

In the last two years, mass transit has recorded the highest ridership numbers since the 1950s. Amtrak ridership reached a record this year. In the Philadelphia region, SEPTA and PATCO both showed increases in transit riders, and for the first time in nearly a half-century. Others suggest the decline in driving may not last. David Ellis, a research scientist at the Texas Transportation Institute, said, "I don't know that we can say that this is permanent yet. We've had declines like this in the past, and we've seen vehicle-miles traveled come back."

Gasoline Prices Fall in US, Rise in CA

The U.S. average retail gasoline price fell for the 25th straight week to a level not seen since early 2004, the Energy Department said, but California's gasoline prices inched higher over the last week. The increase has caused concern among groups such as Consumer Watchdog, which blamed what the Santa Monica organization called a sharp and unnecessary cutback in California refinery output.

Americans want increased domestic supply and conservation

The more OPEC and Wall Street tries to pump up oil prices, the more the consumer should cut back, the consumers have the power in their wallets. The recent Israeli/Hamas conflict is an excuse to raise oil prices. A few months ago, in fact there were ecologists, and oil "experts" showing charts and graphs on every news channel explaining how the world's oil supply had peaked, and we were just going to have to live with $4+ a gallon gas forever, now it seems there is plenty of oil, and the experts are nowhere to be seen.

It is clear, from recent polls, that Americans want policies that will allow U.S. companies to develop natural resources here in the United States that will generate revenue, create jobs and increase our energy security. Congress should listen to the American people. Our nation also needs increased energy efficiency and more energy from all sources, including domestic oil and natural gas for the benefit and security of American consumers.

Publix Supermarkets will open its first PIX convenience store in the metro Atlanta area Wednesday, Dec. 17, according to a report by . The 3,150-square-foot store is located in the Village Walk Shopping Center at 280 Rucker Road in Alpharetta, Ga.

The store will feature Publix private label items including fresh-baked doughnuts, made-to-order subs with fresh baked breads, Publix milk, bread, ice cream and eggs, the report stated.

PIX will also boast six gas dispensers with 12 pumps.

Florida joins Powerball; the already tough odds of hitting the multistate jackpot will increase to 1 in 198 million.

But, bad economy be damned, lottery experts are betting that Powerball's big-money appeal will get thousands of Floridians to plop down their "discretionary dollars" for a chance to win.

Powerball tickets go on sale in Florida Jan. 4, and the first drawing is Jan. 7 from Powerball's new digs at Universal Studios. The drawings are moving to Orlando after a 16-year run in West Des Moines, Iowa.

The Financial Crimes Enforcement Network (FinCEN) today announced the launch of FinCEN Updates – a new, free

e-mail subscription management service designed to keep the financial industry, the media and the public informed of news, rulemakings, advisories and other developments at FinCEN. This new secure e-mail subscription management service permits users to customize their updates, which enables them to receive e-mails related to the topics to which they have subscribed.

FinCEN Updates allows users to choose their subscription preferences. Subscription items include advisories, guidance, news releases, rulings, enforcement actions, and current career opportunities at FinCEN. Users can add or delete subscription items themselves, and have the option to password protects their accounts for increased security.
