CLASS CODE: 0070 PAY GRADE: 430 CLASS TITLE: STATE OF FLORIDA IT PROCUREMENT PROJECT MANAGER-SES ALLOCATION FACTOR(S) This is work managing the statewide procurement of information technology resources. This includes coordinating with managers and other staff to develop appropriate interfaces and actions plans across process lines to develop and implement system solutions. The employee in the position allocated to this class exercises independent judgement in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.EXAMPLES OF WORK PERFORMED: (Note: The examples of work as listed in this class specification are not necessarily descriptive of any one position in the class. Motivate employees to improve the quality and quantity of work performed.Plans work loads, work flows, deadlines, and work objectives for the information technology procurement initiative.Supervises a staff responsible for conducting management studies related to information technology procurement.Evaluates employees through establishing evaluation criteria and responsibilities.Provides assistance to agency officials and their staffs to promote the most efficient and effective accomplishment of the operating objectives.Assess future information requirements in order to develop long-range, comprehensive database plans.Analyzes program goals and objectives of major functional groups to identify opportunities to utilize information technology to achieve greater effectiveness and efficiency.Assists in developing policies, procedures, practices and methods for utilizing complex, mission-critical systems.Analyzes purchasing goals and objectives of major work functions to identify opportunities to utilize information technology to achieve greater effectiveness and efficiency.Advises top management on methods for using technology to help achieve policy objectives.Acts as a liaison, mediator, and consultant for and between state agencies, other governmental entities, and contractors (vendors).Utilizes innovative management techniques, methods and procedures to address and resolve complex work problems. Develops long-range strategic plans for specialized, technical or complex procurement, and for identifying, evaluating, and utilization of purchasing trends and technology.Responsible for technical and supervisory management work in the contracting and procurement of commodities and services for the state agencies.Utilizes innovative management techniques, methods and procedures to address and resolve complex work problems.Performs related work as required.KNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities (KSA's) identified in this class specification represent those needed to perform the duties of this class.
