TOWN OF GRANVILLECOUNCIL MINUTESOctober 27, 2020________________________________________________________________PLACE OF MEETING: Town Hall, 1245 Main Street, Granville WV, 26534 TIME OF MEETING: 7:00 p.m.ROLL CALL: Mayor Patricia Lewis, Recorder Mary Beth Renner was present. Councilmen present include David Bean, Nicky Boyers, Ron Clark, Genevieve Calvert and Patty Forbes. Also present were City Attorney Mike Solomon and Executive Administrator Latina Mayle. THE PLEDGE OF ALLEGIANCE WAS RECITED BY COUNCILAPPROVAL OF MINUTES: Council unanimously approved the previous meeting minutes and agreed to place them on permanent record.FINANCIAL STATEMENT: Disbursements:$323,034.42Account Totals:$2,147,708.39A motion to accept the financial statement was made by Nicky Boyers seconded by Ron Clark. BILLS TO PAY:$35,056.77A motion to accept the bills to pay was made by Dave Bean and seconded by Genevieve Calvert. PUBLIC COMMENTS: no one in attendance wished to address council.OLD BUSINESS On motion made by Genevieve Calvert and seconded by Ron Clark, council passed the ordinance to raise the purchasing limit from $20,000 to $30,000 through the second and final reading.AN ORDINANCE OF THE TOWN OF GRANVILLE, WEST VIRGINIA, AMENDING PART ONE, CHAPTER THREE, ARTICLE 121.03(a) OF THE CODIFIED ORDINANCES OF THE TOWN OFGRANVILLE, WEST VIRGINIA BY INCREASING THE AMOUNT OF PURCHASES THAT CAN BE MADE WITHOUT ADVERTISING FOR BIDS TO $30,000.00.Potesta left a written report on project updates. Paving will begin the first of the week weather permitting. There a couple water issues that should be fixed prior to paving and this could be expensive but without the repairs there could be a chance that it will shorten the life of the new payment. Tim offered to investigate the cost to fix this. Council agreed it needs fixed. Mayor Lewis stated she will email the cost to everyone. The approximate cost to fix the road in front of the Ford Dealership is $17,000 to $20,000. They will know more once excavating is done. On a motion made by Genevieve Calvert and seconded by Nicky Boyers council agreed to have this area fixed.Latina Mayle – The Halloween parade is organized and ready to we have received a generous amount of candy and treats from not only the residents but the businesses as well. Salt has been ordered. Shop with a First Responder is scheduled for December 16th this year will be a little different, we will get a wish list from the children and half the money will be spent on toys and the other treats, i.e. food and such. Building permits were presented to council, on a motion made by Nicky Boyers and seconded by Ron Clark, council approved to place the permits on permanent record, the permits are as follows.Morgantown Hotel Assoc – 525 Granville Square – sign– $6,081.00 Keith Pyles – 225 Ultra Light Lane – gas line - $400.00Zachary Whited – 65 Shomo St – Metal Roof - $6,000.00 Harbor Freight – 920 Giant St – Sign - $4,650.00Chief Craig Corkrean – gave council a press release of a drug bust in Monongalia County that Granville Police were involved in along with other agencies. Chief Corkrean stated we have WiFi set up in our parking lot for school age children that need internet for schoolwork and that it is being used. Mayor Lewis stated we were reimbursed for this through the CARES ACT. Chief Corkrean stated the three cars are in and will be ready soon to be on the road.Chief Butch Renner – In attendance reported they are up to 823 calls. Chief Renner asked Latina to contact Harbor Freight and South Media concerning the keys for their Knox Boxes. Public Works – Roy Wilson Sr. asked about purchasing a bucket for the mini excavator they have. The price Roy found was $995. He offered to look around for more prices. On a motion made by Dave Bean and seconded by Nicky Boyers, council agreed for Roy to purchase the bucket at the best price he can find not to exceed $995.Code Enforcement – not in attendance but left a written report. Park – Five tournaments scheduled for next year.Council reports – Mayor Lewis stated she had received notification that we will receive $100,053 under the CARES ACT for September. Mayor Lewis let council know we have just received our 2-year audit back. The first year came back perfect, no findings, the second year we were over in Hotel/Motel tax line item, the Hotel/Motels did much better than we anticipated and therefore we sent more money to the Visitor’s Bureau. NEW BUSINESS On motion made by Genevieve Calvert and seconded by Ron Clark council passed the ordinance to prohibit commercial vehicles on University Town Centre Drive the ordinance reads as follows.AN ORDINANCE OF THE TOWN OF GRANVILLE, WEST VIRGINIA, AMENDING CHAPTER FIVE,ARTICLE 347.03 OF THE CODIFIED ORDINANCES OF THE TOWN OF GRANVILLE, WEST VIRGINIA BY ADDING THERTO A NEW PARAGRAPH PROHIBITING COMMERCIAL VEHICLES ON UNIVERSITY TOWN CENTRE DRIVE EXCEPT FOR LOCAL DELIVERIES.On a motion made by David Bean and seconded by Genevieve Calvert, council agreed to send the General Fund budget revision #4 to the state for approval.Mayor Lewis let council know the skidsteer is paid off. Council held a brief discussion on transferring the city car, the Durango, to the police department’s detective and purchasing a new city vehicle. After a short discussion council, on a motion made by Dave Bean and seconded by Nicky Boyers council agreed to purchase a new vehicle as well as pay off the remaining balance due on the Durango. On a motion made by Genevieve Calvert and seconded by Dave Bean council entered an executive session to discuss personal matters and litigation at 7:37. On a motion made by Dave Bean and seconded by Ron Clark council exited the executive session at 8:42 pm and returned to its regular meeting.On a motion made by Ron Clark and seconded by Dave Bean council agreed to raise the call out for all employees from two (2) hours to three (3) hours.On a motion made by Genevieve Calvert and seconded by Nicky Boyers council agreed to a one-time salary enhancement of $1,000 to each employee to be paid in November.Council meeting adjourned at 8:45 PM on a motion made by Dave Bean and seconded by Nicky Boyers.Next Council meeting will be November 10, 2020 at 7:00 P.M._________________________________________________Recorder Mary Beth Renner________________________________________________Mayor Patricia Lewis ................
