MINUTES OF THE REGULAR SESSION HELD BY THE BOARD OF ALDERMAN OF THE CITY OF KIMBERLING CITY, MISSOURI ON DECEMBER 4, 2018

Mayor Fritz stated there is a quorum present, called meeting to order followed by a moment of silence.

Approval of Minutes of Previous Meeting:

Alderman Moore made a motion to approve the minutes from the Public Hearing held on November 7, 2018, the Regular Meeting held November 7, 2018, and the Closed Session held on November 7, 2018. Seconded by Alderman Bistline. Discussion followed. Vote by roll call.

Presentation of Financial Report:

Alderwoman Stump made a motion to approve the paid disbursements $128,811.75 from November 3, 2018 through November 23, 2018, and the Scheduled payments of $28,667.75 from November 24, 2018 through November 30, 2018, totaling $157,479.50. Seconded by Alderman Martin. Discussion followed. Vote by roll call.

City Administrator Harman went over the Treasurer Report and the cash summary investments sheet with the Board dated thru October 31, 2018. The total revenue is up about $70k.

City Clerk Hubbard gave a tax update to the Board from November 20, 2018 good thru December 4, 2018 PP collected $11,174.47 and Real $29, 658.55.

Alderwoman Stump made a motion to approve Bill 18-649: An Ordinance 460: Chapter 125 Municipal Court, Section 125.320 Court Cost adding item #7 Court Automation Fund of the City of Kimberling City, Missouri. Seconded by Bistline. Discussion followed. Vote by roll call.

Alderman Moore made a motion to approve Bill 18-651: Resolution 462: A Resolution approving the Road Relinquishment Agreement between the Missouri Highways and Transportation Commission and the City of Kimberling City, Missouri. Seconded by Alderwoman Stump. Discussion followed. Vote by roll call.

Monty Bass at 13 Ridgetop is asking for a variance to build his attached garage from floor to pitch at 19ft in height to allow for a travel trailer. .

Alderwoman Stump made a motion to approve Monty & Trena Bass Variance at 13 Ridgetop Drive to allow the detached garage height to be at 19ft. Seconded by Alderman Martin. Discussion followed. Vote by roll call.

Shawn Middendorf with Alliance passed out a 2016 to present overview on what has been done to the plant since they took over. In 2016 they did an assessment of the plant and took care of a lot of safety issues and electrical problems. In 2017 they treated 57.14 Million gallons of Wastewater, Mr. Bass asked Alliance if they had a preventative maintenance plan. 2018 made safety changes they added safety railings. The City did not have a full set of OMI manuals to give to Alliance when they took over.

2019 and beyond they want to continue to run more efficiently and focus on chemical usage and electrical demands. The ultimate goal is to produce the cleanest water this plant is capable to protect Table Rock Lake.

Dan Sherer with Alliance addressed the Board on why the City had to make an emergency purchase for the sand filters they have two pumps that are bad. They need to make s special purchase from the manufacture which will be shipped 12/10/2018 he should have the filter back in service by the end of the month. He has been keeping DNR updated at this time they are meeting all of their requirements accept phosphates.

Liquor license application for Port of Kimberling What’s up Doc as of January 1, 2019 this will be owned by Ryan & Tracy Hamilton so they will need a new license so they need a letter from the City to send with the application to get there State, County and City License.

City Clerk Hubbard opened the sealed bids received for the 2002 Ford F150.

1st bid $2,500 from Shannon Fryer

2nd bid $2,280 from Dan Parker

3rd bid $2,501 from Kraig Kendrick

4th bid $2,101.50 from Donald Allmon

Alderman Moore made a motion to approve the bid for the 2002 Ford F150 for $2,501 from Kraig Kendrick. Seconded by Alderman Martin. Discussion followed. Vote by roll call.

Mr. Harman explained to the Board each year we need Board approval to lease the John Deere tractor nothing has changed.

The Board would like the City Clerk to put this on the ballot for April 2, 2019 election. To reduce the City’s operating expenses, if a candidate runs unopposed for a City office, the City of Kimberling City shall not be required to hold a public election for that candidate.

Mr. Harman explained to the Board that are Ordinance requires the City to inspect grease traps each year which we have not done for a few years. Mrs. Cather has drawn up a letter to send each business explaining after the first of the year we will be doing an inspection which we are not charging for in 2019 but will be in 2020 and moving forward. The Board of Alderman approve the grease trap letter to be sent.

Mrs. Hubbard gave an update on the Softball Tournament raised $1,425 for the Parks, Jackie Harris put it together and it was very successful. Korina Jones helped also and Jerry Lesch got several items for the silent auction. They plan on have another one in Spring time they current have $4,402.57 in the Parks bank account.

Report of Officers, Boards, and Committee:

Economic Development – Alderman Moore no meeting

Park Board – Alderman Martin the Softball tournament was a huge success Jackie put it together pretty fast. Alderman Moore wanted Alderman Martin to thank Jackie for raise money

Police Committee – Alderman Bistline all the office completed firearms training they had a reserve officer work so they all could go. They have received Omnigo records and have started training.

Planning & Zoning – Alderwoman Stump they approved Mr. Bass Variance and nightly rentals. They have formed a work group to start working on the Ordinance for nightly rentals.

Mr. Harman Christmas parade route was successful it was the longest parade ever. He would like to thank

Mayor Fritz wanted to thank everyone the parade was very successful. He wanted to thank Mrs. Hubbard and Mrs. Cather for doing the food and toy drive again this year. The Mayor would like to see a 5 or 10k run come to town to raise money for parks. He wanted to thank the Alderman and Mr. Harman for approving the budget and for the hard work they all put into it.
