A copy of Form CER 6 located in Appendix 6 will be submitted with each bus bid regardless if it is an FTA bus or not.If your bid is for a vehicle that does not appear in the line item listing, the vehicle specifications and any supporting data (i.e. Test, Performance etc.) Preferably the data is from an independent source.The vehicle shall be a current model under standard production by the chassis manufacturer. Van must have factory interior walls with deluxe installation package with rear outlet vents.The following shall indicate minimum requirements. All parts, accessories, equipment, and safety features considered standard, whether mentioned or not, shall be considered as required.The bidder and/or vehicle shall comply with all applicable Federal Motor Vehicle Safety and Environmental Standards, Americans with Disabilities Act (ADA), Buy America, Disadvantaged Business Enterprise (DBE), Altoona Bus Testing, Lobbying, Debarment, and FTA Master Agreement, and Bid Specifications. The warning device shall be mounted in the rear of each vehicle.DRIVE SHAFT GUARD: A drive shaft guard shall be supplied that completely encircles the drive shaft, and would prevent it from touching the ground in case of shaft failure (guards required front and rear).UNDERCOATINGThe entire frame and understructure is to be rust proofed and undercoated with non-flammable high-quality material in accordance with the manufacturer’s QVM guidelines. INSTRUMENTS, INSTRUMENT PANEL AND CONTROLS Chassis shall be equipped with the following instruments and gauges. The extended roof is to be White unless otherwise specified. INTERIOR COLORS: The interior color of the roof liner and wall covering shall harmonize with the color selected for the seats. The rubber flooring shall be black.MIRROR: A large adjustable mirror shall be located above the driver’s compartment to enable vision of the passenger area of the vehicle. (This is in addition to the OEM rear-view mirror)PASSENGER SEATING: Passenger seating shall be of fully padded construction with heavy-duty transportation grade vinyl covering.At least 8 inches of knee room shall be provided from the edge of one seat to the back of the seat in front.Seating color: color-keyed to the van’s color and shall harmonize with the side paneling.SEATING FLOOR PLAN OPTIONS: (see diagram attached)FLOOR PLAN OPTION III: As per the diagram:Side A: 2 each 1-passenger forward-facing flip seats.Side B: 4 each 2-passenger forward-facing flip seats. All seats on side B, except the rear seat, shall have padded grab rails.Aisle between seats shall be a minimum of 12 inches. All seats and floor plans shall be GDOT approved.INTERIORInterior shall be OEM type or equivalent, with OEM insulation or equivalent - Home-type wall paneling or carpeting will not be acceptable. The interior walls and headliner shall meet the requirements of FMVSS 302. All interior panels, materials and treatments shall be flame retardant and treated to be easily cleaned.FLOORINGThe subfloor shall be a minimum 1/2" thick exterior grade A-C waterproof plywood securely fastened and covered from wall to wall with slip resistant transit flooring, or DOT approved equivalent. Transit flooring shall be at least 1/8" thick, smooth under seats, and 3/16" thick, ribbed over remainder of floor and step treads. Wall edges shall be caulked with silicone, black in color. Color of flooring shall be black. All flooring shall be slip resistant.Note: Fill in of side door stepwell shall be required. Additional steel support braces for plywood flooring shall be structurally secured to provide a strong floor.SEAT BELTSVendors shall deduct the cost of all standard seat belts (except driver seat), as the standard seats are not required.All seating shall meet or exceed the Federal Motor Vehicle Safety Standard No. 302.All seats, including flip seats, shall have seat belts, longest length available (minimum 90”), retractable type and color coded to the seats. Seat belts (except for driver’s seat) shall be Freeman USR (Under Seat Retractor) or approved equal.Each van to be equipped with 2 seat belt extenders/extensions, longest available.For each wheelchair position location, retractable seat belt and shoulder harness shall be provided, complying with all applicable Federal Safety Standards and ADA.LIGHTINGInterior shall be illuminated in order to provide a minimum of 10 foot-candles of illumination measured at 36" above the floor out 36" from sidewall. Lighting fixtures shall be located no more than 8" below top of ceiling. Lights shall operate with or without engine running.Stepwell and lift area shall have lights that exhibit at least 2 foot-candles of illumination measured on the step tread or unfolded lift platform. HEATING AND COOLINGFront Heater and Rear Heater – a front heater and rear heater to be factory installed with maximum BTU rating available.Defroster to be factory installed.Air Conditioning - Front and Rear maximum duty available - Chassis manufacturer installed integral high capacity system.The rear AC vents shall have a customized grill or vent box to direct airflow. The grill or vent box must be covered to match interior.STANCHIONSPadded vertical stanchions, a minimum of 1-1/4" in diameter, shall be provided for both sides of the front passenger entrance (behind the driver’s seat and to the left of the ambulatory passenger entry door). The stanchions shall be mounted in both the floor and structural members of the raised roof. Padded horizontal stanchions shall be installed from the vertical stanchion to the sidewall of the vehicle. A padded vinyl-covered modesty panel shall also be provided at each location. Modesty panels will match the seat color. The padding on the stanchion bars shall be the full length of the bar and shall not turn or twist when handled.PRIORITY SEATING SIGNSEach vehicle shall contain signs that indicate that seats in the front of the vehicle are priority seats for persons with disabilities. For each vehicle equipped with a wheelchair lift, each wheelchair location requires a securement location decal. Size, location and appearance of the signs must meet ADA requirements.EXTERIOR LIGHTINGTwo each exterior lights, 6" diameter, red in color, alternating flashing when vehicle stops shall be provided. Lights to be mounted above original roofline. All exterior lighting shall meet all relative Federal and State regulations as well as ADA requirements.RAISED ROOFThe standard roof shall be removed and replaced with a white fiberglass (Transit Top with steel cage); Braun Corp., model number 15218K, Collins top, model Civitran or GDOT approved equivalent. The raised roof shall be completely joined and be an integral part of the basic chassis. The new top must be completely sealed with an anti-fungus sealant. The raised fiberglass roof shall have at 74" minimum center aisle height.The roof shall contain a collapse-resistant steel rollover cage. The rollover cage will consist of 1" x 1" tubular steel frame, or GDOT approved equivalent. The steel frame must consist of no less than five (5) horizontal stringers and three (3) longitudinal members. The raised roof shall be insulated to prevent heat loss in cold weather, and cool air in hot weather with a 1-1/2” fiberglass blanket. The interior of the roof shall be a smooth-finished one-piece seamless fiberglass liner, not less than 1/16" in thickness.A Transpec 1,000 escape hatch will be installed for ventilation and to provide an additional emergency exit.Bidder shall provide written FMVSS 220 Certification of Compliance with the bid documents.WATER TESTA water test shall be conducted on each vehicle to insure that there are no leaks. If water leaks become evident during the water test, the leaks will be repaired in a professional manner. Excessive caulking will not be acceptable. The van will undergo additional tests as necessary to ensure that there are no further leaks. The vehicle shall be warranted against leaks for the period covered by the manufacturer's warranty. Copies of all testing procedures to be submitted with bid documents. REAR DOORSAll vehicles shall have the OEM rear doors with windows.DOOR OPERATORThe passenger/ambulatory entry door shall be operated by the driver through the use of a manually operated over-center door operator. The operation of the door shall be such that the driver can complete this operation from the driver’s seat, while not interfering in the path of the boarding or departing ambulatory passengers. The door opener stand shall be constructed of 1-1/2” tubing with machine turned corners. The stand shall be mounted around the engine cover and must not interfere with driver leg space. This stand should not be braced over the engine cover, where it might interfere with the removal of the cover. The door operator is not to depend on force of tension to keep it in an opened or closed position; the door opener shall lock itself in opened and closed positions. Each part must be interchangeable and be replaceable without replacing the entire unit. The door and operator mechanism shall be equipped with an emergency release feature. This release shall disengage the manual door operator connection so that the door can be opened from the outside in emergency situations. The bus door operator shall be a Braun #13279A or GDOT approved equivalent.OEM SIDE CARGO DOORS All vehicles shall be equipped with OEM side cargo doors made to open from outside of the vehicle only. Passengers will not be able to open the doors from the inside of the vehicle. LIFT ACCESS DOORS (Floor Plan Option II) The lift access doors shall provide a minimum of 56" head clearance and shall be at least 40" wide. The doors shall be securely attached to the vehicle and shall not leak water. When in the full open position, the doors shall be equipped with a device to prevent doors from closing when the lift is in motion (design layout and description of the devise shall be supplied with bid documents). The extended portion of the door shall be constructed of 11-gauge steel - the extended doorframe shall have vertical members constructed of 16-gauge steel and the horizontal member constructed of 11-gauge steel. All components are to be of welded construction. The vehicle shall be equipped with a wheelchair emblem on the rear lift door (REQUIRED TO MEET ADA).LOWERED STEPWELLThe front passenger entrance door shall have a lowered stepwell constructed of corrosion resistant 11-gauge steel. The ground to bottom edge of first step shall be a minimum of 8" and maximum of 10-1/2". There shall be a maximum 9" rise in the steps. Step tread depth shall be a minimum of 9” and each step shall offer a clear walk-in width of 22”. All components are to be of welded construction. These steps shall be fully recessed, enclosed, and protected from wind, rain and other adverse conditions. Each step shall be covered with a non-slip step covering (black) with yellow step edging. All step edges, thresholds and the boarding edge of ramp or lift platform, shall have a band of yellow color running the full width of the step or edge which contrasts from step tread or lift or ramp surface.LIFT AND LIFT PLATFORMLIFTThe interior side lift shall be a Braun or GDOT approved equivalent and shall have a 57-3/8” head clearance. The wheelchair lift shall be of modular steel construction. The bolt-together frame design shall provide rigidity for proper lift alignment and lift operation. The lift shall have been tested to a minimum static load of 2400 pounds. The lift shall have an 800 pounds rated lifting capacity. The base plate shall be of welded box design to provide flexural rigidity to minimize lift deflection when placed under load. The power supply shall be a 12-volt electric hydraulic system operating two single-acting cylinders. The hydraulic power pack system shall be of modular design allowing for easy removal and field replacement, if needed. There shall be no power-down operation. The operation of the unit shall provide a smooth, jerk-free ride in both up and down directions. The power operation of the hydraulic cylinders shall be of a pull-type design for smooth lifting operation and improved synchronous arm movement. A manual back-up system shall be provided to ensure operation of the lift in case of electrical failure. The back-up system shall provide a reliable means of manually raising and lowering the lift while occupied. The back-up system shall fold and unfold the platform. The back-up pump shall be integrated with the hydraulic power pack system such that no hydraulic lines or fittings are required for fluidic transfer.LIFT PLATFORMThe platform shall be of steel construction and the surface shall be of see-through grating allowing for improved visibility and safer use in inclement weather. The platform shall have a wheelchair passageway of 33” and a length of 51”. The side of the platform shall be a minimum of 4-1/4” high, measured at platform surface to assure lateral security of the wheelchair. The platform shall be automatically folded and unfolded and fully automatic in operation. The platform shall permit both inboard and outboard facing of wheelchair and mobility aid users. No part of the entrance ramp to the platform shall exceed a slope of 1:8 as specified by ADA. The outer approach edge of the ramp commonly referred to by ADA as the threshold shall not exceed 1/2'” in height and shall have a slope no greater than 1:2. The roll stop shall be automatic in operation and a minimum of 8” high measured from the platform surface. The roll stop shall be power activated and not activated by complex mechanical linkage. The ARS must be activated in the full up position before there is any vertical movement of the outer end of the lift platform. The ARS must not deploy until the outer end of the platform touches the ground. Roll stops, which require vertical platform movement above the ground plane, are not acceptable. The roll stop shall meet or exceed all ADA requirements. The outer boundaries of the platform shall be clearly marked for proper placement of the wheelchair. Dual handrails shall be provided to add security and convenience. These handrails shall be 1-1/4” minimum diameter, minimum 30” in height, minimum of 8” in length, and withstand a 100-pound force in any direction including vertical. All lift components shall be finished with a baked-on powder coating, which will meet a salt spray test of 1000 hours, to provide corrosion resistance and a long service life.All vehicles manufactured after December 27, 2004 must comply with FMVSS 403 & 404.WHEELCHAIR SECUREMENT SYSTEMLockdown positions will vary depending on the floor plan. Wheelchair lockdown devices shall be recessed in floor and will consist of a four-point tie down system and a three-point retractable shoulder harness restraint belt, or Kinedyne tie down system or GDOT approved equal. A storage pouch for each tie-down shall be provided and mounted in an accessible location.INTERLOCKThe lift controls shall be interlocked with the vehicle brakes, transmission, or door, or shall provide other appropriate mechanisms or systems to ensure that the vehicle cannot be moved when the lift is not stowed; thus, the lift cannot be deployed unless the interlock(s) or systems are engaged.SAFETY EQUIPMENTFIRE EXTINGUISHER: A dry chemical (ABC) type, with a minimum 5-pound capacity shall be furnished and securely mounted in an easily accessible position to the driver, but remain out of the way of entering and exiting passengers.BIOHAZARD CLEANUP KIT (SPILL KIT): A Biohazard Cleanup Kit shall be furnished and securely mounted in the interior of each vehicle. The Kit shall contain the following:Disposable latex or vinyl gloves (minimum of two pair)One pair of puncture resistant utility glovesPaper TowelsDust Pan and BrushPair of Tongs (for picking up sharps)Disinfectant Spray or Foam that is effective on the HIV-1 and Mycobacterium Tuberculosis (TB)Plastic Trash Bags (2), fluorescent orange-red or red bags with biohazard symbol printed in red and the word BIOHAZARD printed in a contrasting colorSolidifying Powder or other substance that will turn a liquid spill into a gummy spill that can be removedFace Masks that cover the mouth and nose to prevent splashes to the mucous membranesEye Protectors with side protectors or Goggles that fit against the face around the eyesAntiseptic Hand Wipes (also known as waterless soap) to clean hands after removal of glovesA Container for Sharps that is sealable, leak proof, puncture resistant and cleanableLatex Shoe CoversFIRST AID KIT: a first aid kit (minimum 10 units) shall be furnished and securely mounted in an accessible location to the driver.REFLECTOR KIT: Three (3) portable warning reflectors shall be furnished and mounted in an accessible location inside the vehicle.BACK UP ALARM: A backup alarm shall be installed to sound when vehicle is in reverse.SEAT BELT CUTTER: A seat belt cutter shall be provided and mounted near the driver. It must be visible and easily accessible.DOOR ALARM: A door alarm shall be provided that will be activated when any of the side cargo doors, lift access doors, or rear doors are ajar.FINISHING PROCEDURESAll welds shall be grounded smooth. All bare metal components shall be painted to match the vehicle. Any modification to the OEM paneling or air vents shall be sealed with some type of paneling or grill not to leave open holes. (Tape is not acceptable)RUST PROOFINGThis item requires that a rust proofing compound or sealant be applied to all interior and exterior metal surfaces of the vehicle to retard rusting. WARRANTY/SERVICEWarranty shall be the standard manufacturer’s warranty. No extended warranty shall be purchased. The manufacturer shall state the terms and conditions of the vehicle warranty. In no case shall the warranty be less than 12 months or 12,000 miles on the mechanical components of the vehicle. The manufacturer shall provide a warranty repair center and ongoing service facility in the Atlanta area. Any and all materials, specialties, equipment or accessories that prove defective in normal operation within the above shall be replaced or repaired by the manufacturer free of any and all cost to the vehicle operator, including material, labor and transportation costs. Warranty replacement and/or repairs shall be furnished promptly by the successful bidder, not to exceed thirty (30) days. The bidder shall provide written assurance with the bid package regarding warranty service and repairs.BIDDER MUST PROVIDE A WARRANTY REPAIR CENTER AND ONGOING CERTIFIED SERVICE FACILITY IN THE ATLANTA AREA AND BE ABLE TO SERVICE AND PERFORM WARRANTY WORK RELATED TO BODY EQUIPMENT OTHER THAN CHASSIS SUPPLIED (i.e. - WHEELCHAIR LIFTS AND EQUIPMENT, ADD ON AIR CONDITIONING SYSTEMS, ETC.).MANUALSOne operating manual for vehicle and one operating manual for lift to be provided for each vehicle delivered.VCR TRAINING TAPEProvide one VCR tape or DVD for each wheelchair lift equipped vehicle. The tape or disc shall provide training for the proper use of wheelchair tie-down devises and proper securement of wheelchair patrons.DRIVER’S TRAININGUpon delivery of each vehicle, the contractor will conduct training on the proper operation of the vehicle and its equipment (such as lift, tie-downs, and safety equipment, etc.).ADDITIONAL REQUIREMENTSIn addition to these specifications, raised roof shall be designed, built, attached, and operated in accordance with all applicable safety codes and design standards. Examples of some of the applicable codes and standards are:Society of Automotive Engineers (electrical components and wiring, hydraulic components, fasteners),American National Standards Institute (chain drive and wire rope components);American Welding Society (welding code and recommended practices); Federal Motor Vehicle Safety Standards; andPart 38 of the Americans with Disabilities Act (ADA).Bidder must show evidence that the vehicle and associated equipment meet the specifications. The amount of lettering will vary per vehicle. Bidders shall indicate the cost per letter and character to include installation cost for the 6” and 3” lettering. MANUFACTURED TRANSIT DOOR SYSTEM (APD):The transit door system (APD) shall be a manufactured door system consisting of aluminum door panels, reinforced by aluminum extrusions for structural strength. All door hinges should be stainless steel construction. The passenger entry/lift access door system shall be contained in 14-gauge (minimum) steel doorjams, welded to the vehicle. The door header support shall be constructed of 11-gauge steel (minimum). The main service entrance door (front, curbside) shall be equipped for mechanical operation from the driver’s seat, using a handle and bar assembly. Door assembly must have locking provisions from inside the vehicle. Reinforcement bracing shall be installed in door panel to adequately support bar assembly. The door shall be a single leaf (panel) “transit style” (i.e., non-OEM/van) door of consistent width dimension from top to bottom, 86 inches high (nominally), and 26 inches wide (nominally – exclusive of door opening mechanism). Door adjustment shall sufficiently prevent opening past perpendicular (90 degrees) to the extent that body/door damage might otherwise result. Fixed windows (FMVSS safety glass) shall be provided in the top and bottom portions of the entry door. The front service entrance shall have at least two interior steps below floor level. No outside steps will be allowed. The bottom step may protrude (flare out) a few inches from the body to meet dimensional requirements, however, all steps must be enclosed by the door and stepwell sides. The bottom step must be enclosed by rubber trim. The bottom step shall not be, or constitute a safety hazard. Each step shall be 26 inches (nominal) in width, and have at least a 9-inch tread depth. Risers shall not have more than a 9 inch rise. All step tread surfaces shall be covered by a anti-slip, fire resistant, ribbed rubber material at least three-sixteenths inch thick. The rubber covering shall be permanently bonded to the metal step surfaces and shall be properly sealed to prevent moisture penetration. Step edges shall be marked with a yellow safety nosing. This system shall also provide double, hinged (curbside) lift access doors to facilitate access to the wheelchair lift. The doors shall provide a clear vertical opening of 69 inches and an opening width of 42 inches. Each door shall further possess a single upper window (FMVSS safety glass). In addition, each door shall utilize a gas cylinder assist to simplify door opening/closing. These cylinders also act to secure the doors in the fully open position. All necessary structural modifications needed to support this door opening shall be equal or better than that used for the roof extension, and the basic vehicle’s structural integrity shall not be compromised in any way.Prices to include all modifications of these specifications and revisions.
