NHTSA SFST VALIDATIONS AND DRIVING IMPAIRMENT STUDIESRobert Reckers, Forensic Scientist III, Orange County Crime Laboratory (CA)February 20, 2019 - 1:00pm to 5:00pmMaricopa County Sheriff’s Office Training Center Auditorium2627 S. 35th Avenue, Phoenix, AZ 85009Check-in opens at 12:30 pm. Cost is $30.00Driving is one of the best indicators of actual driving impairment. A chemical test is useful information but, in most situations, is not done at or near the time of driving. In many states, it is important to know if the driver was impaired at the time of driving. Officers often rely upon SFSTs to support a finding of driving impairment, but SFSTs do not directly measure driving impairment. So, what do they measure? NHTSA has validated the SFST battery numerous times over the years and even at different BACs. How they performed these validations and what results were obtained from the studies will be discussed. Driving indicators have also been studied over the years and at different levels to help train officers what to look for, especially at night, when searching for a driver who is possibly impaired due to alcohol.Bob is a Forensic Scientist III with the Orange County Crime Lab. Bob has been a Forensic Scientist for 24 years and has worked in controlled substances analysis, forensic alcohol, and firearms identification. He has a B.S. degree in Biological Sciences and a minor in law from the University of California at Irvine, which he obtained in 1993. He has a combined total of 15 years experience in forensic alcohol with an emphasis on breath testing. Bob has testified approximately 500 times in criminal cases and DMV hearings, with a vast majority of those in criminal DUI cases. Bob has attended the Borkenstein Course on Alcohol and Highway Safety and the California course formerly known as the Forensic Alcohol Supervisor’s (FAS) course, which is now called the Forensic Alcohol Interpretation (FAI) course. Bob has taught at both the FAS and FAI course. Bob has presented numerous times at both IACT and CAC (the California Association of Criminalists). His first presentation was at the 2001 IACT conference in Williamsburg, Virginia. Bob is fortunate enough to have been to several courses offered by Dr. Marcelline Burns and Dr. Dary Fiorentino when the Southern California Research Institute (SCRI) offered courses for local crime labs.125730066675000-57150000Forensic Science Lecture Series Spring 2019Registration Form[Please email registration form to ForSci@] February 20, 2019: NHTSA SFST VALIDATIONSFee: $30.00 AND DRIVING IMPAIRMENT STUDIESAttendee Name: FORMTEXT ?????Agency: FORMTEXT ?????Mailing Address: FORMTEXT ?????Contact Phone Number: FORMTEXT ?????E-mail Address: FORMTEXT ?????Payments are due one week in advance of the lecture date.
