Telegram Destination Indicators
ITU-T Recommendation F.32 (previously F.96)
1. By TSB Circular 179 of 16 October 1995, the TSB announced the approval of ITU-T Recommendation F.32 (previously F.96), in accordance with Section 8 of the WTSC Resolution 1 (Helsinki, 1993), and by TSB Circular 104 of 23 March 1998 it announced the approval of ITU-T Recommendation F.1 “Operational provisions for the international public telegram service”, the text of which was revised by ITU-T Study Group 2.
2. TSB accordingly prepared a List of Telegram Destination Indicators allocated to countries/geographical areas or networks (first two letters) and assigned to telegraph offices of destination (third and fourth letters), in accordance with ITU-T Recommendation F.32 (10/95). This List also contains special origin indicators and indicators to be used in the preamble line of Government telegrams to designate international organizations pursuant to paragraph A218 of ITU-T Recommendation F.1 (03/98).
3. The new List, published as an Annex to Operational Bulletin No. 692 of 15 May 1999, replaces that published in Annex to Operational Bulletin No. 644 of 15 May 1997. It incorporates the 20 Amendments published in ITU Operational Bulletins from No. 645 of 1.VI.1997 to No. 692 of 15.V.1999.
4. In the interests of keeping the List up to date, administrations/ROAs are requested to check the accuracy of the information it contains – in particular the names of administrations and recognized operating agencies (ROAs) in charge of the telegram network – and to inform TSB as soon as possible of any changes which should be made for its updating (TSB fax No. +41 22 730 5853, or telegraphic address ITU Genève, or telex number 421000 uit ch). Changes will be published in the following ITU Operational Bulletin as Amendments to the List.

Saint Vincent and the Grenadines
Communication of 4.V.1999:
Change of telex number of telegram and telex exchange
Cable & Wireless, St. Vincent & the Grenadines, announces that as from 3 April 1999 the telex number/answer-back code “711 CWPTNG VQ” of the C&W St. Vincent & the Grenadines telegram and telex exchange has been changed to “7011 CWPTNG VQ”. All telegram and telex traffic as of that date will be routed via the CWC London network which requires the use of telex numbers with four (4) digits.

Communication of 5.V.1999:
Itassalat Al Maghrib, Rabat, announces that as from 17 May 1999 it will be opening a service for the reception of national and international telephone calls on its public payphones.
However, reverse charge calls (collect calls), either via the operator or using a "Maroc Direct" code, are not authorized on public payphones.
For recognition purposes, these public payphones emit a signal consisting of a series of four to five second “ping-pong” tones.
Swaziland

On 4 May 1999, the Telecommunication Standardization Bureau of ITU received by fax from the Federal Minister of Telecommunications of the Federal Republic of Yugoslavia a letter containing the following information on the subject of Beogradska Banka A.D., the new accounting authority of the Federal Ministry of Telecommunications for international telecommunication affairs” (see ITU Operational Bulletin No. 689 of 1.IV.1999, page 11):

“Taking into account the state of war being in force in the FR of Yugoslavia, we are not in possibility, from technical reasons, to operationally implement the decision on transferring the newly nominated authority the obligations of accounting PTT services in the international PTT traffic.
I would therefore like to inform you that our decision, elaborated in our message of 15th March, 1999, for the time being is to be frozen, until further notice.
Relevant information on the future measures, as well as on the restoration of the decision of this Ministry on the accounting of PTT services in the international PTT traffic, will be submitted to you in due time.”

LIST OF TELEGRAM DESTINATION INDICATORS

Note from the TSB
1. By TSB Circular 179 of 16 October 1995, the TSB announced the approval of ITU-T Recommendation F.32 (previously F.96), in accordance with Section 8 of the WTSC Resolution 1 (Helsinki, 1993), and by TSB Circular 104 of 23 March 1998 it announced the approval of ITU-T Recommendation F.1 “Operational provisions for the international public telegram service”, the text of which was revised by ITU-T Study Group 2.
TSB accordingly prepared a List of Telegram Destination Indicators allocated to countries/geographical areas or networks (first two letters) and assigned to telegraph offices of destination (third and fourth letters), in accordance with ITU-T Recommendation F.32 (10/95). This List also contains special origin indicators and indicators to be used in the preamble line of Government telegrams to designate international organizations pursuant to paragraph A218 of ITU-T Recommendation F.1 (03/98).
2. The new List, published as an Annex to Operational Bulletin No. 692 of 15 May 1999, replaces that published in Annex to Operational Bulletin No. 644 of 15 May 1997. It incorporates the 20 Amendments published in ITU Operational Bulletins from No. 645 of 1.VI.1997 to No. 692 of 15.V.1999.
In addition, Administrations/ROAs are reminded that the new List of Telex Network Identification Codes (TNIC) referred to in paragraph 7.3 of ITU-T Recommendation F.32 (10/95) is published separately as annex to the ITU Operational Bulletin and is regularly updated by amendments.
One of the main objectives of ITU-T Recommendation F.32 (10/95) is to encourage administrations/ROAs to reduce the number of destination indicators allocated to their telegram networks. In recent years, many telegram retransmission centres have been installed and administrations have adopted a single destination indicator (--XX) for all destinations, or have assigned only a very limited number of indicators to their networks. TSB wishes to draw the particular attention of the administrations to Section 6 of ITU-T Recommendation F.32 (10/95), which states that “the office codes (i.e. the third and fourth letters in a destination indicator) allocated for each network code should be kept to a minimum number in each network”, and that “Where the destination network is capable of carrying out the national routing without an office code (e.g. by analysing the address part of the telegram as well as the pilot line), a single office code (--XX) is preferred”.
3.
