Command Sergeant Major Frank Gutierrez assumed duties as the 17th Command Sergeant Major of U.S Army Communications-Electronics Command and Senior Enlisted Advisor to the Aberdeen Proving Ground Senior Commander on August 9, 2018.

As the command sergeant major for a 16,000-person, two-star global command and a 28,000-person military base, Command Sergeant Major Gutierrez advises the commanding general on the U.S. Army's command, control, communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) materiel integration. He is responsible for enabling the U.S. Army's warfighting readiness by providing sustainable global C4ISR support.

A native of San Antonio, Texas, Command Sergeant Major Frank Gutierrez enlisted in the Army in 1990. After Basic Training at Fort Jackson, South Carolina, and Advanced Individual Training at Fort Gordon, Georgia, he held Military Occupational Specialty 31C, Single Channel Radio Telephone Operator.

Command Sergeant Major Gutierrez began with the 82nd Airborne Division where he served as Team and Section Chief with the 82nd Assault Command Post Platoon, the commanding general's Radio Telephone Operator, and was selected for Jumpmaster Instructor training at the Fort Bragg Advanced Airborne School.

He served in the U.S. Army Special Operations Command and held numerous positions, including Communications Sergeant, Plans and Operations Noncommissioned Officer in Charge and Operations SGM. CSM Gutierrez was directly involved in project/product development for elements under USASOC and deployed multiple times to Afghanistan and Iraq with Special Operations Forces elements.

Command Sergeant Major Gutierrez was assigned to TRADOC at Fort Gordon, as Battle Command Systems Directorate SGM, serving as Senior Instructor/Writer, and supervised Advanced Individual Training for more than 15,000 AIT Soldiers.

Command Sergeant Major Gutierrez then served as the 114th Signal Battalion CSM as both the Battalion and Garrison CSM for day-to-day operations. He was selected and reassigned back to Special Operations as the CSM of 112th Signal Battalion and Senior Signal Sergeant Major for USASOC. He went to Southwest Asia and completed a two-year, dual-hatted tour as the 160th Signal Brigade and Task Force SignalAfghanistan CSM. He then served as the CSM for 5th Signal Command in Wiesbaden, Germany, and subsequently served as Command Sergeant Major for the U.S. Army Research, Development and Engineering Command.

Among his awards, Command Sergeant Major Gutierrez was awarded two Legions of Merit, seven Meritorious Service Medals, and several awards for combat service. He was also selected for duty with U.S. Army Recruiting Command where he earned USAREC's Gold Badge with 3-star sapphires, was named the New Recruiter of the Year (1996), and made the U.S. Army's Top 100 Recruiters List in 1997.
