The planning process involved both qualitative and quantitative analyses. The latter included demographic profiles and forecasts of health program use and capacity, professional requirements, and space. The final plan converted specialized space to uses that are generic and adaptable to future program changes, improve patient care coordination, and maintain safe facilities. The team worked with leadership at the Louis A. Johnson VA Medical Center to prepare a strategic space plan and facilities development plan for the purpose of improving site circulation, parking, and health care delivery in the 360,000 SF campus. The plan began with an evaluation of the current capacity of infrastructure and staffing for current workload, and the current and expected gaps in both. These were used in a strategic planning process with hospital leadership and departmental staff to develop a space plan, staffing resource requirements and capital budget that would be phased in over approximately 15 years. The task was to accommodate the needs of the Medical Center and its service population by maximizing use of existing facilities.We utilized a wide range of software and communication tools to work as a team and keep the project costs low. For example, the team met on-site three times, but routinely participated in telephone conferences or web meetings.
