|Meeting Notes |
Present: Cllr S Baines; Cllr P Caffrey; Cllr R Taylor; Cliff Organ (Chair); Tony King Ward Coordinator (OMI); PC Heppenstall. 26 Residents.
Apologies:
1. Welcome and introductions
1. Cliff Organ began by thanking everyone for attending the meeting and introducing the officers and councillors present.
2. Last Minutes and actions arising.
1. Update on Horley Green re proposed housing for site, information from Lisa Barlow from CMBC states there has been no movement on this and that she has received several complaints from residents, which will be presented at the next LDP cabinet meeting.
2. Traffic issues on streets around Shibden park, due to the success of gentleman Jack there has been a definite increase in traffic in the Shibden Park area. Many local Claremount residents report being stopped and asked for directions to Shibden Hall, need for better signage re-entries to Shibden Park. Also parking on Shibden Hall Road around park car park is a problem need for no parking signs to go up and improved road lineage. These concerns were reported to the highways dept.
3. Police Updates
1. A PC Matt Heppenstall was in attendance he stated that throughout July there had been 4 burglaries in Shelf and 4 in Northowram, there had been 8 theft from Motor Vehicles from Northowram and 11 theft from motor vehicles from Shelf.
2. Also in July the police carried out a speed gun project where 10 tickets for speeding had been issued and a Taxi driver will be taken to court.
3. PC Heppenstall also explained about Operation Close Pass where an officer will be riding a pedal cycle wearing a body camera, when vehicles pass to close to a cyclist the vehicle will be stopped and driver educated on passing cyclists. This operation will be taking place in the N&S ward.
4. He also explained about Community Alert system where residents can be entered on a police database and receive regular update on work being done by the police, forms were distributed to those present and approx. 15 were returned.
5. Priorities for the N&S ward are; 1. For services and community to work together to reduce vehicle crime. 2. For services and the community to work together to reduce burglaries. 3. For services and the community to work together to reduce speeding on the roads.
4. Residents Feedback on Neighbourhood Issues.
1. There was a complaint of speeding vehicles on Halifax Road from Shelf roundabout to Shelf hall Park. Action a road speed check is to be organised.
2. Complaint of person’s unknown smashing glass on the pavement/road on Witchfield Hill over weekend evenings Action police will try and patrol the area as and when they can.
3. Complaint of youth ASB at Endeavour house on Hall Lane Northowram, possible involvement of drink and drugs, owners of the property have been informed and said they would deal with the young people. Action Police to visit the property.
4. Complaint of traffic issues around Cooper Lane/Carr house Road roundabout, TK read out an email from Highways that recognised the complaints made from residents that included drivers failing to give way, the speed of approaching vehicles to the roundabout and very poor facilities for pedestrians to cross the road. The highways projects team are carrying out a comprehensive review of the junction to identify potential improvements for the area that might include; Traffic calming on all approaches, potential banning of vehicle movement, creation of formal pedestrian crossing points. The review should be completed by the end of March 2020. Action Cooper Lane Roundabout to remain on WF agenda.
5. Neighbourhood Watch Update.
1. There was no one present from the Shelf neighbourhood watch group and nothing to feedback from the group.
6. Friends of Shelf Hall Park Update;
1. Mr Wager the secretary of The friends of Shelf Hall park said the group are looking at progressing 4 projects which are;- Working with the bowls group to repair and improve the bowls pavilion. Look at the possibility of running a community café from the pavilion. Upgrade the children’s play area. Improve the tennis courts and re-introduce tennis or look to develop a multi - use games area (MUGA) at the site. TK said that if they want to carry out some community consultation on developing the park they might want to use the village hall on a Saturday morning and leaflet the streets in the Shelf area. Action. Updates from the friends of Shelf Hall Park to be a regular agenda item.
2. Mr Wager said that there were some voluntary clean up sessions in the park planned for this Friday and Saturday morning at 10am meeting at Bridle Stile should anyone wish to spare a few hours.
7. Staying Well Update.
7.1 TK informed those present that the N&S SW committee have received a SW grant to organise seated/standing pilates class in Shelf Village Hall starting in October 2019. The aim of the grant is to help get the classes established over a 12 week period after which it is hoped the classes will have attracted enough residents for them to continue on their own. The start date will be well publicised and TK asked those present to promote the classes where they can.
8. Ward Forum Review.
8.1 TK asked residents if they wanted to continue with evening meetings for the Ward Forum or would they want a Saturday morning meeting with dark colder nights approaching. Residents were happy for ward forum meetings to continue taking place in an evening.
9. Ward Forum Grant.
9.1 TK informed the meeting that the first N&S ward forum grants panel meeting had taken place and the following groups were approved a £500 grant;- Northowram Scarecrow festival group. Friends of Shibden Park Group. Hedge Top Cricket Group. Northowram Tennis Club. Crafty Ladies Group. (Approved at an earlier date)
9.2 TK said that if anyone has an idea for a project that will benefit the communities in the ward then they should think about applying for a ward forum grant.
10. AOB.
10.1 Mr Brian Crossley gave an update on the Local Development Plan and how it might affect the N&S ward. He explained that a meeting had taken place in June involving the community and CMBC where more houses may need to be built and more sights identified for the new build. He said that more land may be used to create employment opportunities and that a substantial increase in workforce will mean a need for more housing. This might mean that those possible housing sites for N&S that were omitted from the plan, may be reinstated to accommodate an expanding workforce? Cllr Baines said that ward councillors will fight hard to keep any increase of new build to a minimum. It was asked that the LDP remain a regular Agenda item for N&S ward forums.

10.2 Residents asked about the Coop development it was explained that this is still in planning as there are still issues around unloading goods from vehicles and the problems this might cause? Action; Cllrs to give updates on this development at future ward forum meetings.
10.3 Resident reported flytipping on Bridge lane, Shelf. Action; TK to arrange for site to be visited.
10.4 Query raised why Northowram FC had moved away from playing on the ‘rec’ it was explained that this was due to the amount of dog faeces that was on the field and that players had to spend 20 minutes before a game removing it.
10.5 A resident asked why motor bikes in Halifax can park for free and take up a full parking space which is unfair on car drivers, it was said that this is something the council implemented some time ago.
10.6 Some concern around the availability of Wade House Community Centre. Action Tk to contact centre and get details of when its open and what goes on there.
11. Next Meeting; Monday 2nd December 2019 5.30pm for a 6.00pm start, at the Northowram Methodist Church, Northowram Green. Northowram.
