Roudebush VA Medical Center (VAMC) Strategic Planning, Capital Investment, Outreach and Program Evaluation (SCOPE) Service, Office of Strategic Communication and Outreach is to provide benefits and services to Veterans of the United States. In meeting these goals, SCOPE strives to provide high quality television programming to Veterans at the point-of-care and to employees throughout the facility(s).? The VAMC depends on the television system within the Roudebush facility to meet its patient services mission goals.The contractor shall acquire, setup, install, configure and maintain a High Definition Television Head End system (HDTV), and provide subscription TV/Music programming for the Richard L. Roudebush VA Medical Center located at 1481 West 10th Street, Indianapolis, IN 46202 as described in table 3. Attachment (A) is a diagram of the system location; room locations, distances and a picture of the current roof configuration. Table 1 defines the minimally required TV/Music programming. (The facilities current television system is comprised of outdated analog technology. Replacement parts are not available for many components. This effort consists solely of replacing/moving the current analog system head end and not the replacement of the facility cable distribution system, nor the replacement/set up of individual digital televisions (though these may be used for testing). The contractor shall install the HDTV equipment, provide one (1) or more racks and all inter-connecting cables/power supply/interfaces, etc. The contractor shall move, setup and demonstrate successful operation of existing VA local programming (as described in table 2) equipment as described in Attachment (B) in a VAMC provided rack. The contractor shall configure the installed systems, customizing the configuration to meet operational as well facility specific system requirements as defined by and in coordination with the Contracting Officers Representative. The contractor shall also provide HDTV television subscription services. This local programming includes two (2) analog channels (C.A.R.E. and Chapel), three (3) computer generated channels (HDMI) and two (2) VA satellite channels (HDMI) brought in by two receivers (VA Knowledge Network). These signals will be modulated and broadcast on the HDTV system on the specific channels as described in Table 2. Channels 14 and up are representative and based on the minimal channel set described in table one. Actual channel numbers of the provided service must be coordinated with the COR. All equipment for providing channels 3-13 for the offeror to input into the acquired system is provided by the VAMC. This equipment list is included as Attachment C. Additional information concerning tools and resources can be found at : Final Section 508 Compliance Test ResultsINFORMATION TECHNOLOGY USING ENERGY-EFFICIENT PRODUCTS The Contractor shall comply with Sections 524 and Sections 525 of the Energy Independence and Security Act of 2007; Section 104 of the Energy Policy Act of 2005; Executive Order 13514, “Federal Leadership in Environmental, Energy, and Economic Performance,” dated October 5, 2009; Executive Order 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” dated January 24, 2007; Executive Order 13221, “Energy-Efficient Standby Power Devices,” dated August 2, 2001; and the Federal Acquisition Regulation (FAR) to provide ENERGY STAR?, FEMP designated, low standby power, and Electronic Product Environmental Assessment Tool (EPEAT) registered products in providing information technology products and/or services. The Contractor shall ensure that information technology products are procured and/or services are performed with products that meet and/or exceed ENERGY STAR, FEMP designated, low standby power, and EPEAT guidelines. The Contractor shall provide/use products that earn the ENERGY STAR label and meet the ENERGY STAR specifications for energy efficiency. Specifically, the Contractor shall:Provide/use ENERGY STAR products, as specified at products (contains complete product specifications and updated lists of qualifying products). The Contractor shall ensure that applicable products are on both the EPEAT Registry and ENERGY STAR Qualified Product Lists. The Contractor shall use these products to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.
