Indiana Correctional Industries' Governing Statute

Acts 1917, Chapter 83, Sec. 1, Page 237, authorizes prisons in the State of Indiana to manufacture "articles and products as may be found practical" for use by the state, its institutions and political divisions and to sell the surplus upon the market. Indiana Department of Correction was established in Acts 1961, Chapter 343, Sec. 3, Page 1051. Under this Act, the Division of Industries and Farms was created to administer the operation of offenders who produce goods and services for sale to state agencies and residents of Indiana.

Indiana Code 1991, 11-10-6-2 Sec. 2. (a) The Department shall establish, maintain, and operate industry and farm programs for offenders assigned to equip the participant with a marketable skill which will provide to participant a means of earning a livelihood upon the participant's return to the community...

The Division of Industries and Farms changed its name to PEN Products in November of 1993.

Indiana Code 1998, 5-22-11, mandates that all state agencies and political subdivisions of the state shall purchase from the Department goods produced or manufactured by the Department as listed in the department's printed catalogue, providing those goods meet the specifications and needs of the purchasing governmental body and can be purchased at a fair market price.

ABOUT INDUSTRIES

Indiana Correctional Industries operates the correctional industries division of the Indiana Department of Correction and provides work opportunities in adult correctional facilities, teaching offenders a strong work ethic and job skills, and positively impacting offender re-entry.

Indiana Correctional Industries prepares adult offenders for successful re-entry by providing work assignments in manufacturing environments. Indiana Correctional Industries' offender workers learn valuable skills while on the job: production, quality control, teamwork, respect for authority and the value of work. Indiana Correctional Industries' offender workers, when released, are less likely to recidivate than offenders that did not experience a work assignment.

In addition to learning the value of work, Indiana Correctional Industries offender workers are also provided opportunities to learn and build upon various soft skills including communication, critical thinking, leadership, team work and work ethic.

TERMS & CONDITIONS

CANCELLATIONS Cancellations of orders / items must be delivered in writing to the attention of Indiana Correctional Industries Customer Service.

CHANGES All changes must be communicated in writing to the attention of Indiana Correctional Industries Customer Service.

CUSTOMER ITEMS Once a signed order has been received and processed, changes or cancellations of custom items will not be accepted.

SHIPPING INFORMATION All orders may be subject to delay due to causes beyond the control of Indiana Correctional Industries. Shipping charges are calculated on your location and the total purchase amount. (Shipping fee is waived to all governmental agencies.)

DOCK DELIVERY State agency orders and all other orders over $500.00 are F.O.B. destination within the State of Indiana. Prepaid delivery includes tailgate and/or dock delivery.

RETURN POLICY Returns will be handled on a case-by-case basis. Any product returns after 90 days will be subject to a 15% restocking fee. Incorrect items shipped or items damaged in shipping will be replaced at no charge.

Inside Delivery & Installation of Office & Metal Furniture Request for these services must accompany the original sales order. Inside delivery and installation services include the following:

Delivery, unloading and installation of items as specified on the original sales order.

Removal of all wrapping, crates and debris from the premises.

Inside delivery and installation does not include Indiana Correctional Industries personnel moving existing furniture, rearranging furniture or performing any work not related to the delivery of items as specified on the original sales order.

DAMAGED MERCHANDISE Damages should be reported to Indiana Correctional Industries Customer Service as soon as possible.

SHORTAGES All customers are advised to inspect quantities and items before signing shipping documents.
