In 2009, INDOT commenced a self-evaluation of its public rights-of-way and completed an initial phase of inventory collection in 2012. In 2012, INDOT also published its first ADA Transition Plan that included a preliminary review of its public rights-of-way, a five-phase plan for completing the remaining inventory of its public rights of way and implementing its plan. ................
