Purpose Springtown ISD recognizes that, in some cases, video screening and/or streaming can be beneficial to instruction. SISD further recognizes that US Copyright law and fair use guidelines must be followed when utilizing motion video for educational purposes. Therefore any video and other audiovisual media shall comply with US Copyright laws and regulations. It is the responsibility of educators and other staff members using video and other audiovisual media to comply with SISD Board Policy CY Local, CY Legal, and EFA Legal, other district policies and procedures, and state and federal laws regarding their use.

Educator Responsibility Under Title 17, Section 110(1) of the US Copyright Code, educators may show all or part of a motion video if it is part of a systematic instruction activity. It is SISD policy that an educator may show all or part of a motion video as long as it directly relates to the curriculum being taught. Any copy that is viewed must also have been obtained legally pursuant to section 110(1) of the US Copyright Code. As a result, illegal movie streaming services such as (and similar ones) cannot be used to stream movies in a classroom. By agreeing to Netflix, Hulu, Disney+, Prime, Youtube, and all other personal streaming license agreements, educators also give up their right to claim Section 110(1) exemption. Therefore, video from subscriptions to personal streaming services are prohibited in SISD.

Approval Process Educators must fill out a formal request to obtain the principal's approval before showing part or all of a motion video. Furthermore, SISD requires educators to relate the motion picture to the curriculum in their lesson plans and justify how the screening will assist students in demonstrating mastery of TEKS. Once approved through formal request, movies and clips may only be viewed from legally obtained copies, the SISD SWANK Movie Streaming Portal, or Discovery Education.

Approved Services SISD has partnered with SWANK Movie Licensing and SWANK Motion Pictures Inc to keep our district copyright compliant when showing video materials for educational purposes. With our licensing agreement movies may be streamed for school events such as movie nights. Admission charges are not allowed, but donations and concessions may be collected. Reminder fundraising events require board approval. When publicly promoting the movie title or studio name may not be used instead use nondescriptive promotions like "ABC Elementary is hosting a movie night!"
