Francois I, called the General Membership Meeting to order. President Francois asked Brother Antonio Jordan to provide the invocation.A motion to add the Trustees Report to the agenda was made by Sister Lilly Taylor District 13 and seconded by Linda Wilson, District 17. The motion was passed.Brother Elijah Winston, District 27 made the motion to waive the reading of the minutes. It was seconded by Kean Lee Precinct 113. The Membership voted and the motion was passed.Brother Anthony Gordon, Parent Coordinator from Dist. # 18 approached the microphone with a paper stating that he had a statement to make regarding how he felt the meeting should be conducted. President Francois stated to Brother Gordon that he follows Roberts Rules of Order when conducting Local 372’s meetings and he was out of order. President Francois mentioned that the DC 37 Economic Agreement and he called on Sister Mora Dolan to come up and speak to the membership. Sister Dolan stated that the retroactive pay is on the payroll portal to view and the 2% retroactive pay will be given to the membership on their next paycheck. Family Workers will receive their increase on December 27, 2018 because their contract is different from the other Locals 372 titles. November 2nd, 2018 will be the next increase.Shop Stewards will have the pay charts that will have the updated pay rates. On District Council 37’s website () there is a calculator that will show you how to check your rate.The Paid Family Leave Benefit will begin in January 1, 2019. This benefit will cover a newborn, close relative with a serious health condition or assist loved ones when a family member is deployed. The Welfare Fund Contributions will be increase to $100.00 per member. Member Juanita Benson District 30 stated that she is a new member and she has been working for 1 year. She would like to know if she is entitled to the retro. Ms. Dolan replied “Yes”.Brother Anthony Gordon, District 18 approached the microphone and stated that UFT members get their full salary; DC 37 members would get 5.5% and 10 weeks of their salary. Brother Gordon stated that we pay into this. Sister Dolan explained to Brother Gordon that the amount of benefit depends on several factors and it will vary according to title. Sister Donna Santana, District 29 Parent Coordinator, stated that we need to move forward and speak about information regarding Local 372 and DC 37 Business that the members came out to receive. Furthermore, Sister Santana also stated that the various questions posed by Brother Gordon should be asked after we cover the other business of the Local. No more questions were asked to Sister Dolan.Treasurer’s ReportSecretary-Treasurer Brother David Keye, read the Unaudited Financial Report for the months of March 2018, June 2018 and January 2018. Brother Paul Brathwaite, District 19 approached the microphone and asked why there was a deficit.President Shaun D. Francois I explained that the reason for this deficit is when he first took office, there was a big deficit handed over to him from the prior administration. He further explained that there is an austerity measure in place to reduce the expenses. He provided examples such as food, conferences and staffing. He stated that this would decrease the expenditures and increase our bottom line.Brother Anthony Gordon, District 18 approached the microphone and wanted an explanation from another line item out of the budget. President Francois once again explained how the union got into the red. Eleven previous staff employees who left were given severances packages. An attorney had to be hired to defend the Local against more than 22 frivolous charges filed against the Local. All but 1 of the charges was dismissed.General Counsel Roger Archibald spoke to the membership and explained that he is the attorney that represents the Local and the members. All records are located and stored on the 6th floor in the business office. Any Local 372 member who would like to view them may make an appointment. “We should all respect each other” stated Attorney Archibald.Sister Stacy Williams, District 27 Parent Coordinator approached the microphone and made a motion that we need to close the floor for questions until after the meeting. Brother Anthony Gordon, District 17 approached the microphone and stated that Sister Williams’s motion is unlawful. President Francois stated that Sister Williams explained the motion and made it very clear.Brother Antonio Jordon approached the microphone and called the question. Brother Antonio Jordon made a friendly amendment to Sister Williams’ motion and Sister Williams had no objection to Brother Jordan’s friendly amendment. Brother Elijah Winston, District 27, seconded the motion and it was accepted for questions to be held until the end of the meeting for all meetings moving forward. The motion was passed.Executive Vice President Donald Nesbit stated to the membership that we purchased the audio system in order to create a saving at the parades. The audio system would allow for us to play music without having to pay for DJ and sound system every time we have an event. This was approved by the Executive Board.A motion to accept the Secretary -Treasurer Report, a vote of Yes or No was called, the membership voted yes. The Secretary- Treasurer’s report was adopted. Trustees ReportBrother Antonio Jordan trustee approached the microphone and stated that they met with the independent accountant John Davis, LLC and he stated that Local 372’s financial status is; there are no improprieties. Local 372 is on the right track, it will be a slow process.A motion to accept was made by Sister Louise Coleman to accept the trustees report and seconded by Sister Angela Robinson District 10. The motion passed unanimously.President’s ReportPresident Francois introduced Sister Tracey Hamilton to make a presentation regarding the improved “Education Fund”. Sister Hamilton addressed the membership by explaining all the remedial courses, Computer Courses, Spanish, Writing Improvement, Reading Improvement, Math and GED classes. There is EKG and Labor Education conflict mediation, Public Speaking and Shop Steward Classes. For the Kitchen, there is a degree in food service management at LaGuardia College. Members can register on the DC 37 website and visit her table for additional information. Sister Tracey Hamilton gave credit to the Education Fund and she also stated that she will be returning back to school for her Master’s Degree.President Francois talked about The Latino Institute and he stated that several students have graduated from the Institute. He also added that he was one of the first students to attend classes 6 years ago. Members who are interested may sign up to attend. The first class will be on Saturday October 13th , 2018.On October 11, 2018 there will be a free Play given. Family members can attend. Brother David Keye has the tickets and members can request the information.President Francois introduced two guests, Roslyn and Alexis, to present from the “Rent Accelerator Program”. The Presenters told Local 372 that this is a program that will increase credit scores by reporting rent payments. President Francois stated that paying your rent monthly will help increase your credit score and that he has also signed up. Roslyn and Alexis have a table and stated if members are interested that they may visit their table for information.President Francois introduced Winston Financials. Brother Keith Walden, from VIP program and his assistant Ebony Jones, will be available to assist any members. President Francois introduced Brother Nando, from the “AFLAC” program to explain the benefits of joining his program. There will be a AFLAC raffle to be drawn at the end of tonight’s meeting.President Francois introduced Mr. Eddie Hearns. Their website is called “Benefit Hub”. Brother Eddie stated that members can get discounted consumer goods and services through the website.President Francois introduced Ms. Kathleen Smith-McElhiney to the membership to explain the new changes pertaining to “Emblem Health”. Ms. Smith-McElhiney explained that gift cards will be given at doctors’ offices and hospitals for Colonoscopy.School Division Director’s ReportPresident Francois called School’s Division Director Michele Meduina to the microphone to give her report to members of 372. Sister Meduina stated that CBO’s are doing the jobs of our Family Workers. Members are to inform their District Representatives if this is happening. School Aides should not be in the classroom teaching children alone. There are now 92 Level 2 SCG positions. There are reports of conflicts and challenging issues that have come up between some of the Level 2 SCG’s and the Level 1’s. This will be soon worked out.Regarding SAPIS Counselors, the 2 million dollar Grant money has run out. Mayor De Blasio stated that the renewal money has run out. We are pushing yearly for a SAPIS Counselor in every school. Summer feeding program went well and it has been great. The staff has been doing a great job. There will be an upcoming meeting with Managers and Cooks. There was a Sexual Abuse case between a Superintendent vs a Parent Coordinator. The PC won her case and the superintendent cannot get a job with the DOE or with any City Agency. Michele is requesting help to sign non-union members up. There are 900 Members who have not signed. Shop Steward training will be held on Saturday October 13th it will be half day training.Attorney Roger Archibald approached the microphone to speak with the membership concerning the School Crossing Guards appeal decision. Judge Pauly will hear the appeal on Thursday, December 27th, 2018. All SCG’s are invited to attend and could come in their uniforms. Attorney Archibald stated that he will be around to answer any questions and this information will be available to view in the business office.Unfinished Business N/ANew Business: Brother Anthony Gordon, District 17 approached the microphone and stated that he would like a copy of the constitution. Sister Deborah Griffith, District 5, asked is it possible if the union could help with members’ raises. She stated that her rent will go up if she makes more money, what could she do. Executive Vice President Donald Nesbit, stated that she should increase her TDA, and that she could call and talk with her local Politician. If you need their phone numbers, you could come and speak with Staff person Omar Boucher and Jacques Leandre for information. Sister Lilly Taylor stated that some people want to destroy the union. Brother Derrick Daniels SAPIS Counselor spoke about his education and stated that his education cost $75,000, members need to stop complaining and take advantage of the education Fund. Sister Rosie Griffin District 15 would like to know if the dues paying members are being represented the same way as non-dues paying employees. Brother Donald Nesbit stated yes they are. However, Governor Cuomo’s bill gave certain advantages to members versus non-members. Sister Griffith stated that she had a School Lunch helper who is forced to do a cook’s job. Brother Donald Nesbit stated that after 90 days a person could be paid out-of-title pay. The member stated that the person hasn’t been trained. Executive Vice President stated that she should be referred to Schools Division Assistant Director Brother David Boyd. Good & WelfarePresident Shaun D. Francois I stated that a moment of silence is due for the loss of loved ones. Trustee, Brother Willie Mitchell, just lost his father 2 days ago. Please keep our members in prayer. President Francois stated that the Disability Advisory Committee has increased its attendance. We now have 80 to 90 people who are attending monthly meetings. The next meeting will be held on October 9th, 2018 at 5:30 pm. Dinner will be served. Sunday October 14, 2018 will be the Breast Cancer Walk. Special gifts will be given out. On October, 19, 2018 at 6:00pm to 12:00am will be the first fundraiser for the Scholarship Fund, also the next fundraiser will be on December 1, 2018 a trip to Foxwoods Casino. The tickets are $40.00 with a $20.00 rebate, and buffet is included. Brother Alfonso Giordano District 10 has become a Notary Public. He will be running 19th NYC Marathon and his 2nd Marathon in Chicago Columbus Day weekend.Sister Joanne Brown, District 17 stated that we need to show respect to the President and that he is doing a very good job as President of this local. Sister Patricia Goodridge, District 29 School Aide and Shop Steward stated that she has always showed respect for President Shaun D. Francois I. Sister Goodridge spoke about attending the Labor Day Parade, and how wonderful it was to attend and represent.
