|Scope: |ACTIVATION: Upon Governor’s Declaration of Emergency this contract provides emergency standby services. |
| |While not completely accurate, this contract is essentially “anything we need in our time of need” albeit|
| |for a price. This contract should be used as a last resort when other resources or alternatives are not |
| |available (use other existing contracts first). Example: This contract would not be used for the pile-up|
| |on I-5; it would be used for a statewide pandemic, large scale earthquake, or other major disaster. |
| | |
| |FEMA REIMBURSEMENT: This contract does not guarantee FEMA grant reimbursement. Any customer must assume |
| |that the services requested will be paid from their own funds; there are no guarantees. |
| | |
| |CONTACTING HIERACHY: This contract has three categories: Debris Management, Base Camp, and Emergency |
| |Response. The contract requires the requesting customer to contact the contractor that was awarded the |
| |“first position.” If the contractor is unable to meet the reasonable needs of the customer, then the |
| |customer can contact the second contractor, provided the customer has sufficient |
| |documentation/justification detailing why the first position contractor is unable to meet the reasonable |
| |needs of the customer. RCW 43.19.200 DOES NTO AUTHORIZE BYPASSING THE CONTRACT TERMS. |
