General Entry Rules for 4-H and Open Class

1. Articles which are the product of the soil must be entered by the actual owner or their authorized agent and shall have been owned by the exhibitor at least twenty days prior to the fair.

2. Articles which are the product of artistic or mechanical skill must be entered by the maker, manufacturer, or their authorized agent.

3. Exhibits that have received premiums in past Nobles County Fairs are not eligible for exhibition at this year’s fair.

4. All Open Class Exhibitors must register with the Superintendent of the proper department. Entry tags must remain attached to the article, animal, or stall for the duration of the Fair.

5. NOTICE – All entries and exhibits must remain in place until 5 p.m. Sunday, August 11th. All livestock exhibits must be entered by the person showing the animal. Early removal means loss of premium. All general exhibits must be made, canned, or grown in the 2018/2019 season.

6. Exhibitors must at all times give the necessary attention to what they have on exhibition and take charge of the same exhibits at the close of the Fair. The Fair Association will not be responsible for any loss, theft, or damage that may occur.

7. Open Class entries will be accepted in order of receipt until available stall and pens are filled.

8. Rules and Regulations of the Minnesota State Livestock Sanitary Board, governing public exhibition of livestock and poultry in Minnesota will apply:

a) EXHIBITION - All public exhibitions or shows of livestock and poultry, including state and county fairs (except exhibitions located in public stockyards under federal supervision) are supervised by the Minnesota State Livestock Sanitary Board. The board, through its agents, inspects and quarantines animals and poultry and checks sanitation of premises.

b) Quarantines -No livestock or poultry under quarantine or originating from a herd or flock that is quarantined for any infectious or communicable disease shall be exhibited or allowed entry to the exhibition premises.

c) TESTS, HEALTH CERTIFICATES, APPROVED HEALTH CERTIFICATES- Tests are to be conducted and certificates issued within 90 days of the opening date of exhibition. Veterinarians issue health certificates. Approved health certificates must be endorsed by the livestock sanitary official in the state of origin.

d) All health certificates and other official forms required for animals and poultry originating from other states must be approved by the livestock and poultry disease control agency of the state of origin.

4-H EXHIBITION GUIDELINES

1. Members may exhibit, demonstrate, or take part only in projects in which they are enrolled. All work on projects entered should be done by the 4-H member and completed during the current 4-H year unless otherwise noted.

2. ABSOLUTE REGISTRATION DEADLINE: June 30th. All County Fair Registration needs to be entered into FairEntry and hard copy registration Sheets must be in the Nobles County Extension Office on or before June 30th. Please review Nobles County 4-H consequences for late registration.

3. No entry fee is charged in any 4-H class.

4. 4-H Members are encouraged to enter in Open Class as well. Open class entries are subject to Open Class rules and must make entry in that exhibit area.

5. All General Project Exhibits (non-livestock) will be entered on Entry Day - Tuesday, August 6, 2019, from 9:30 a.m. – 2:00 p.m. come when it is convenient. All Livestock must be entered from by 11 a.m. on Wednesday, August 7th. All dogs, pets, and Cloverbud pets are present for the show only.

6. All 4-H exhibits will be released on Sunday at 5 p.m. Please remove all exhibits between 5-6 p.m. on Sunday. If you are unable to pick up your exhibits at this time, please arrange for someone to pick up and remove your exhibits. Unauthorized early removal of exhibits will result in loss of premiums. When taking projects out – if you do not want your project (for example flowers) DO NOT dump them anywhere on the fairgrounds – except in a dumpster!

7. 4-H livestock families that wish to leave County Fair early to attend another livestock show MUST provide documentation/confirmation of entry forms for the show they will be attending to Extension Staff before Monday, July 29, 2019, requesting permission for the early release of their livestock exhibits.

8. Copyrighted materials cannot be used in projects or presentations without copyright permission. Examples of copyrighted materials include characters (Peanuts, Mickey Mouse, etc.), brand names and symbols (Nike, Pepsi, Coke, etc). Please use your own creativity and develop an “original”!

9. Members are encouraged to bring clear plastic coverings to protect their projects from dust, fly spots, etc.

10. Floor Space for any exhibit should not exceed 20 square feet. If your exhibit exceeds this space limitation, contact the Extension Office.

11. Booklets for all project areas may be handwritten, typed or computer generated. Any type of binder or notebook may be used.

12. Posters and displays for all project areas may use 3-dimensional items, magazine pictures, photos, etc.

13. Poster sizes for all project areas may not exceed 22” wide x 28” high. Poster sizes must be full size or half size. Full size is 22” wide x 28” high. Half size is 14” wide x 22” high.

14. Education/Science Tri-Fold Exhibits for all project areas may not exceed 12” deep x 24” wide x 36” high. This means that center back should be no larger than 24” wide x 36” high with wings of 12” wide x 36” high. Displays must be freestanding with enough weight to keep them standing on a breezy day at the fair!

15. All exhibits will be evaluated by a conference with the judge. Project judging criteria:

Exhibit quality - 25% Educational value – 25% Knowledge and ability to explain – 50%

Decision of the judge is final and may not be appealed.

16. Age divisions for General Project Areas will be based on enrollment after the May 15th Enrollment Deadline. For project areas with 15 members or less, there will be two divisions – Junior (completed grades 3-5) and Senior (completed grade 6 and above). For project areas with 16 members or more, there will be three age divisions – Beginner (completed grades 3-5), Intermediate (completed grades 6-8), and Advanced (completed grade 9 or above).

17. All exhibits must be labeled with name, club and county. Other appropriate information for the project (i.e., vegetable varieties) should be included. If the exhibit has multiple pieces, each part needs to be labeled and should indicate 1 of 4, 2 of 4, etc.

18. The University of Minnesota, the University of Minnesota Extension, Nobles County, Nobles County 4-H Clubs and the Nobles County Fair Association will not be responsible for any loss, theft or damage that may occur to the exhibits.

19. The Nobles County Fair is a family oriented fair. The Fair Board and/or Extension Staff reserve the right to approve or disapprove certain displays. They may request that questionable exhibits be removed from the fairgrounds.

20. These rules may be changed after this book is printed. If so, 4-H members will be notified by email or in the Clover Update. 4-H members are responsible for following any rule changes.

4-H LIVESTOCK EXHIBITION GUIDELINES

1. All beef, dairy, dog, goat, horse, lama, rabbit, sheep and swine shown in 4-H livestock shows must have the required State 4-H ID system, ear tag and/or tattoo. Animal ID data and appropriate lease forms must have been submitted to the Extension office no later than May 15th (with the exception of Market Beef and Dairy Steer, due Feb. 15th).

2. All livestock exhibits, including showmanship & ribbon sale, must be pre-registered, no later than JUNE 30th. Members in animal projects may exhibit one animal per class, unless stated otherwise.

3. All Livestock must be entered by 11 a.m. on Wednesday, August 7th. All dogs, pets, and Cloverbud pets are present for the show only.

4. 4-H livestock families that wish to leave County Fair early to attend another livestock show MUST provide documentation/confirmation of entry forms for the show they will be attending to Extension Staff before Monday, July 29, 2019, requesting permission for the early release of their livestock exhibits.

5. All animals exhibited must be owned solely by the member, member’s family, or leased by agreement. The family includes the 4-H’er’s parents or guardians and siblings living together as a family unit. The definition of family includes an extended family where the animals may be owned by grandparents with the 4-H’er’s parents actively involved with and working on the farm. Animals owned in partnership with non-family members (as defined above) must be leased and follow guidelines within the lease agreement. Registered animals that are not leased must be registered in the exhibitor’s name and/or the exhibitor’s family name.

6. All required health certificates (where required) must be presented at the time of entry and identification process.

7. To show in the registered breed classes, animals must meet the registration requirements for that breed and registration papers must be presented during entry of animal. Animals without proper registration papers (crossbreeds and grades) must be shown as commercial.

8. All 4-H livestock exhibits will be released on Sunday at 5:00 p.m. unless otherwise stated. Unauthorized early removal of exhibits will result in loss of premiums.

9. All animal health regulations will be in effect as stipulated by the Minnesota Board of Animal Health and the County Agricultural Society.

10. No “For Sale” signs are allowed in any of the 4-H Exhibit Buildings, Barns, or Olson Arena.

11. 4-H’ers exhibiting livestock are responsible for the care and feeding of animals they exhibit. Pens and animals must be kept clean during the entire fair.

12. If a member has more than one entry (where permitted) in a regular or champion class, his/her additional animal must be shown by another Nobles County 4-H member. Exception: Beef Cow/Calf Pairs can be shown by an immediate family member or another Nobles County 4-H member.

13. All livestock exhibits, including showmanship, must be pre-registered. 4-H’ers must show their own animals.

14. Grooming and Fitting Rule: All grooming of livestock, including clipping, trimming and blocking (all species) must be clearly done by the exhibitor, members of the immediate family or any other registered Minnesota 4-H member. Immediate family members are defined as being parents, step parents, legal guardians, grandparents, brothers or sisters or any other enrolled Minnesota 4-H member. The 4-H’er exhibiting the animal must be present and involved in the fitting process at the fair.

15. Animals shown in any livestock or small animal show may only be shown in ONE SHOW. Example: Dog shown in the pet show cannot be shown in the dog show; feeder calf shown in the beef show cannot be shown in the pet show, etc.

16. Members exhibiting at the Minnesota State Fair, the Minnesota State Horse Show, or State Dog Shows, must abide by the rules of the particular show. Most shows require that the 4-H member has completed at least 6th grade.

17. If a 4-H’er is in college and cannot show their own animal, it needs to be brought before the Advisory Board before the July meeting (July 15th, Benton Hall, 6:00p.m.).

2019 RULES FOR EXHIBITION OF LIVESTOCK AND POULTRY IN MINNESOTA

GENERAL REQUIREMENTS

The exhibition management may adopt more but not less restrictive health requirements than required by state rule. Livestock or poultry known by the exhibitor to have an infectious, communicable disease including ringworm and warts, may not be exhibited. A statement from a veterinarian that an animal is being treated for these diseases is not acceptable.

All livestock will be inspected by the Official Veterinarian on the opening day of the exhibition and at least once daily during the exhibition. The Official Veterinarian will order the immediate removal to a quarantine facility or removal from the exhibition premises of any livestock with symptoms of infectious or communicable diseases. Animals placed in a quarantine facility must remain there until removed from the exhibition premises. They may not enter a show ring. This includes livestock with warts or ringworm.

All testing must be conducted prior to the exhibition, and a record of the test results on a test chart or Intrastate Health Certificate of Veterinary Inspection must accompany the tested animals. Livestock and poultry entered in a petting exhibit are not exempt from the exhibition rules if the animals are from more than one farm or there are other animals at the exhibit.

POULTRY – Poultry, except waterfowl and pigeons, must be individually identified with a leg or wing band accompanied by a form approved by the board to show compliance with one of the following: (1) Negative test for pullorum-typhoid disease conducted within 90 days prior to the opening date of the exhibition or originate directly from parent stock tested and found negative for pullorum-typhoid disease within the last 12 months or (2) originate directly from parent stock tested and found negative for pullorum-typhoid disease within the last 12 months. In addition, turkeys must be tested negative to originate directly from parent stock that is tested negative for Salmonella typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae.

SHEEP – Scrapies concerns in the sheep industry have caused the creation of a National Scrapie Eradication Program. Breeding Ewes (any age) AND Market Ewe Lambs and Wether Lambs need to be tagged with an official premise tag with unique serial number. These official tags can be ordered from the Minnesota Board of Animal Health at 651-296-2942 (ext 30) or toll free at 866-873-2824 (ext. 30). There is no cost for the tags. These official tags are in addition to the Minnesota 4-H ID tags also for the State Fair 4-H Sheep Show. Premise IDs are required at the time of livestock identification.

GOATS – Scrapies concerns also exist in goats. The eradication process/system is not as advanced in goats as it is for sheep. All goats need to be tagged or tattooed with approved and registered identification with the Minnesota Board of Animal Health. 4-H goat exhibitors should be advised to request official premise tags with unique serial numbers for all sexually intact goats they purchase. There are no state regulations affecting housing of sheep and goats at fairs. Official tags can be ordered from (and official tattoos registered with) the Minnesota Board of Animal Health at 651-296-2942 (ext. 30) or toll free at 866-873-2824 (ext. 30).

NO SHEEP OR GOAT THAT IS WITHIN 30 DAYS OF GIVING BIRTH (EITHER BEFORE OR AFTER) MAY BE EXHIBITED WITHOUT PRIOR APPROVAL FROM THE BOARD.

SWINE – Swine must be individually identified and must; (1) have had a negative official pseudorabies test conducted within 30 days prior to the opening date of the exhibition; or (2) originate directly from a qualified pseudorabies-negative herd; or (3) originate directly from a Stage IV or V county area. Since all 50 states are currently Pseudorabies State V (Pseudorabies Free Status), so no specific tests are required for swine. Premise IDs are required at the time of livestock identification.

DOGS – Dogs over 6 months of age must be accompanied by a current Certificate of Rabies Vaccination issued by a Licensed Veterinarian

HORSES – All horses must have a negative Equine Infectious Anemia (EIA or Coggins) test within 12 months prior to the opening date of the exhibition. A test is not required for suckling foals accompanying a negative dam.

CATTLE, GOATS, SHEEP, SWINE AND POULTRY (not originating in Minnesota)

Animals must meet the Minnesota Importation requirements in addition to the requirements outlined in the summary. The Certificate of Veterinary Inspection must list the name of the exhibition as consignee. Certificates will be accepted if the examination and tests are conducted within 90 days prior to the exhibition, except swine pseudorabies tests, which must be made within 30 days. The Gp1ELISA test is approved for importation of swine.

*Ruminants originating in Michigan are prohibited from exhibition in Minnesota.

1. CLUB HERDSMANSHIP

Award: Overall Club Herdsmanship Traveling Trophy - housed in the Extension Office. In addition, a certificate for the top placing club in each species will be handed out at the Achievement Banquet in November.

The 4-H Herdsmanship Contest is to help members learn skills in making a presentable exhibit for the public and ensure the health and safety of visitors as well as learning skills in courtesy, cooperation, neatness and proper care of animals. Clubs will be awarded a Purple, Blue, Red, or White sticker each day in each species area based on their score. The top club in each species will receive a Certificate of Recognition and the top club overall will be awarded the Nobles County 4-H Herdsmanship Traveling Trophy.

2. Animals shall be cared for using proper and ethical means.

3. Keep animals and their pen and bedding clean & dry at all times.

4. Keep animal appropriately groomed at all times.

5. Be sure animal has been properly fed and watered at all times.

6. Keep aisles and walkways clean, cement swept.

7. Animals should be correctly and securely tied/pen latch secured.

8. Bedding volume should be adequate, but not excessive.

9. Equipment, show boxes, feed bags, etc., should be safely and neatly arranged.

10. Keep all storage areas neatly arranged and clean.

11. All manure, trash and other debris should be properly disposed of at all times.

12. Stall cards must be kept in place at all times, with ribbon stickers attached after judging is completed.

13. Exhibitors should show courtesy to fair visitors and fellow exhibitors at all times.

14. Courtesy and conduct of exhibitors is taken into account on scoring. Blaring radios, excessive horseplay, water fights, etc. are distractions. Discourteous behavior results in points being taken away.

15. Exhibitors must cooperate with neighboring exhibitors to keep the area neat.

16. Barns must be clean and ready for public display 9 a.m. to 9 p.m. every day except Sunday which will be until 3 p.m. The Herdsmanship committee would appreciate your cooperation on all days of the fair - especially Sunday! Clubs should be on their honor!

Beef, Co-op Calves and Dairy

1. Pails inside boxes or neatly stacked near them.

2. Do not leave empty pans in front of animals.

3. Keep tack, utensils, bales, boxes & feed neatly in stalls.

4. Center alley raked/scraped clean and watered down if dusty. This included the walk ways beside your animals. Cement swept.

5. Straw blocked up (no bales of straw allowed for pen divisions).

6. Keep manure and wet straw hauled away.

Cow/Calf Pairs

1. Pails of water and feed can be in pens.

2. Cows do not have to be groomed (but must be clean).

3. Calves should be clean.

Swine, Sheep and Goat

1. Keep utensils stacked neatly beside pen or above pen

2. Keep stalls clean and animals bedded.

3. Keep center walk clean.

Poultry and Rabbits

1. Animals should be fed and watered – not excessively – and water and feed dishes should be kept clean

2. Crates should be properly stored out of aisles and space under the cages should be kept neat/clean

3. For Poultry Barn: Center walk should be kept swept and clean. For Rabbit Barn: Center alley should be raked or scraped clean and watered down if dusty.

4. Pens should be kept clean.

5. Each exhibitor is responsible for his/her own pen and floor area around pen. Exhibitors must cooperate with neighboring exhibitors to keep area neat.

LIVESTOCK BEDDING POLICY

For the 2019 Nobles County Fair, the following bedding practices will be followed:

1. 4-H members exhibiting Dairy, Goats, Poultry, Rabbits, Sheep & Swine must provide their own bedding for the duration of the fair.

a. ALL 4-H’ers exhibiting Goats, Poultry, Rabbits, Sheep, & Swine MUST use wood shavings ONLY. NO other types of bedding will be acceptable.

b. ALL 4-H members exhibiting Dairy must use either wood shavings OR straw. NO other types of bedding will be acceptable.

2. 4-H members exhibiting BEEF and Co-op Calves must pay $10 per animal exhibited to the Nobles County Fair Association. The Nobles County Fair Association will be providing wood chips to all beef exhibitors for this cost. Fees will be collected on Entry Day at Beef Weigh-In. CHECKS must be made payable to the Nobles County Fair Association at that time.

SHOWMANSHIP CONTESTS

Showmanship contests are conducted for each of the following species with the following age divisions:

1. For Beef, Dairy, Goat, Poultry, Rabbit, Sheep, and Swine, there will be three age divisions – Junior Division (completed grades 3-5), Intermediate Division (completed grades 6-8), and Senior Division (completed grade 9 or above). Showmanship Contest will be judged on show condition of the animal, fitting, handling of the animal and member’s ability to show.

Showmanship classes are usually done after all other classes are completed. Older divisions will begin the showmanship contests so that younger members can watch and learn before they compete.

A 4-H member may only show his/her own animal in a showmanship class. Animals listed on a “family” affidavit need to be identified for each family member upon entry at county fair, so individual ownership is established.

As no premiums are awarded, members do not have to compete in showmanship contests, but are strongly encouraged to do so. ALL members are encouraged to participate in the showmanship contests where they have exhibited animals.

PREMIER SHOWMANSHIP

Premier Showmanship will be held on Sunday, August 11th at 2 p.m. in Olson Arena. The top two senior showmen from beef, dairy, sheep, and swine will be invited to participate in the “Premier Showmanship” program. In this program, all 8 participants will be judged on their showmanship ability in all 4 species. At the end, the combined scoring will be used to name a premier and reserve showman. The following guidelines will be used in conducting this program:

1. In the case when a participant has earned grand or reserve showman in more than one species, they will name which specie they will represent during the Showmanship contest. The next person in line from the other specie(s) will be brought into the competition.

2. Participants are responsible for securing the use of one animal of each specie for the competition. (Participants are encouraged to use their own animal when possible.)

3. Grooming/preparation of animals may be done by the participant and a support group.

4. To facilitate the program, an attendant may hold/supervise the animals while waiting for the appropriate class.

5. A maximum of 3 minutes will be allowed between classes. The event will be conducted as 4 short individual species showmanship classes no longer than 12 minutes each. A minimum of one question will be asked for each species class.

6. Judge(s) will rank each class 1st-8th. Points will be awarded in reverse order: 1st-8, 2nd-7, 3rd-6, 4th-5, 5th-4, 6th-3rd, 7th-2, and 8th-1. Total points will determine the premier and reserve showman. Individual class standings will not be announced when each class concludes.

7. One specie shall be drawn out of a hat prior to the start of the program. In the event of a tie, the individual score in that specie will be used to break the tie. The tie-breaking species will be announced only when and if necessary to be used.

8. A 4-H’er may earn Premier Showman only once in their 4-H career. They may win their specie showmanship class each year, but may not participate in the Premier Showmanship class again (When this occurs, the next showman in line from that specie showmanship class will be invited.)

9. For ease of grooming and state health guidelines, the order of the classes for the Premier Showmanship program will be: 1st-Swine, 2nd-Dairy, 3rd-Sheep, 4th-Beef.

LIVESTOCK INTERVIEW CONTESTS

Nobles County is going to enhance opportunities for young people exhibiting livestock by offering Animal Livestock Interviews at the 2019 Nobles County Fair! The interviews will emphasize many life skills such as communication, responsibility, decision making, and problem-solving.

Interviews will be conducted in beef, dairy, dog, goat, horse, poultry, rabbit, sheep, and swine. You may register for one project area or all your livestock project areas. There will be three age divisions for each species: Junior (completed grades 3-5), Intermediate (completed grades 6-8), and Senior (completed grades 9+). Find registration codes in the 4-H Livestock Premium Book Section, under your respective species.

The Animal Science Interviews will be held during County Fair Exhibit Entry Day, Tuesday, August 6, 2019, from 9:00 a.m. until 11:00 a.m. in Olson Arena. Interviews will last 5-7 minutes per youth, per species.

Some possible questions are:

• Tell me more about the animal you are bringing to the fair.

• How do you prepare your animal for the show?

• What are some characteristics of your animal?

• Have you been involved in any other livestock opportunities?

All participants will receive a prize. Prizes will be based on the number of youth registered on the County Fair Registration Sheets by the June 30th deadline. The more youth registered = the bigger the prizes! Winners will be announced at their respective livestock show.

2019 RIBBON SALE INFORMATION

1. The 4-H Ribbon Sale will be held on Friday, August 9, 2019 beginning at 6:00 p.m. in Olson Arena. This event is under the sponsorship of the 4-H Ribbon Sale Committee. Following are the guidelines for the Ribbon Sale:

2. In order to participate in the Ribbon Sale, 4-H members (grades 3+) must sign-up in FairEntry no later than June 30th. The 4-H members must be present at the time of the sale. Special exceptions will be made subject to approval by the Ribbon Sale Committee.

3. All 4-H members participating in the Ribbon Auction are expected to attend the Ribbon Sale meeting on June 9th, at 6:30 PM at the Nobles County Fairgrounds. Hands on learning opportunities will be provided for youth to reach out to businesses within the community.

4. Per State Ribbon Auction Policy, all 4-H members participating in the Ribbon Auction will receive 80% of the total dollar amount raised from the Auction, and the remaining 20% must go towards County 4-H programming. If a 4-H’er is to receive a check over $599 from the ribbon sale a W-9 form will need to be filled out before receiving their ribbon sale check and they will receive a 1099 at the end of the year.

5. A member may sell only one ribbon. Please indicate in FairEntry which project ribbon you intend to sell. 4-H members who will be exhibiting more than one project at the County Fair should pick the project ribbon they think they will most likely sell. After his/her final judging, a 4-H member may switch project areas. All 4-H members, must verify ribbon sale project area in the 4-H Office immediately the judging is completer for their project area.

6. 4-H’ers MUST wear show attire during Ribbon Sale – this includes proper show pants, appropriate shoes, and their 4-H t-shirts sponsored by the Nobles County Corn & Soybean Growers. Please appear courteous and interested at all times during the auction. No gum chewing or wearing of hats. 4-H’ers will not be allowed to go through the Auction if they are dressed inappropriately (i.e short shorts, baggy pants, open toed shoes, flip flops, sunglasses, etc.)

7. Starting bids for each project in the 4-H Ribbon Sale this year. Starting bids will be as follows:

8. All 4-H’ers who received Overall Grand or Reserve, or bringing a General Project in the auction will bring their projects through the Olson Arena show ring while their ribbon is being auctioned. No other livestock will be taken through the Ribbon Sale.

9. At the Ribbon Sale, the overall grand & reserve champion banners will be presented to winners in a parade of champions segment of the ribbon sale. A ribbon will be furnished to each participating 4-H’er to present to their ribbon buyer(s).

4-Her REQUIREMENTS at Ribbon Sale:

• Every 4-Her must have their picture taken by a 4-H volunteer in front of the Nobles County fair back drop/before/after the Ribbon Sale, or during a designated picture time.

• Every 4-Her must complete the designated amount of “Thank You” notes to their Ribbon Sale Buyers.

o Thank you’s will be available at the 4-H office, please have these completed by the end of the County Fair.

o 4-Her’s will receive their checks from the Nobles County Extension Office no sooner than two weeks after County Fair & after their thank you’s are turned in.

PERPETUAL PLAQUE POLICY

The Nobles County 4-H Federation will continue to award perpetual plaques instead of trophies for 4-H members who earn the Grand Champion award in ANY project area. Trophies will no longer be utilized. For more details, contact the 4-H Office.

STATE FAIR TRIP SELECTION, ELIGIBILITY AND ACCEPTANCE

1. Trips for State Fair, State Horse Show, and State Dog Show will be selected from blue ribbon exhibits only (see State Dog Show Rules for exceptions). Exhibit classes eligible for State Fair are marked with an asterisk *.

2. Members selected to represent the county at State Fair and State Horse Show must have completed sixth grade.

3. To be eligible for a livestock trip to the State Fair, 4-H’ers must have completed Livestock Quality Assurance/Ethics Training. State Policy: All youth participating at the Minnesota State Fair as 4-H livestock exhibitors in beef, dairy, goats, lama, poultry, rabbits, sheep, or swine AND all regular (non-Cloverbud) 4-H swine county fair exhibitors must have completed a Livestock Quality Assurance and Ethics workshop. Certification is good for three fair seasons. The level of training required is determined by the grade of the youth at the time the training takes place.

4. Along with their qualifying state fair exhibit trip(s), 4-H members may participate in activities such as Share-the-Fun, demonstrations, Arts-In, or judging teams.

5. Competitive events, deadlines, consequences, and exemption options: Every Minnesota 4-H member is eligible for a "one-time" member exemption. This exemption provides the ability (one-time in a 4-H member's career) for the 4-H member to acknowledge they missed a 4-H deadline related to enrollment or competitive event participation and waive the consequences for the named deadline.

6. Distribution of Unused Livestock Trips: Minnesota 4-H wants to provide as many 4-H members as possible the opportunity to experience the Minnesota State Fair judging process. To ensure that as many youth as possible have the opportunity to participate in a livestock experience at the Minnesota State Fair, staff and volunteers are asked to follow the outlined process for the distribution of unused livestock quota trips.

7. Transportation of small and easily transportable State Fair Exhibits will be handled by the County Extension Staff. Exhibitors with large, oversized, breakable or dangerous exhibits will be responsible for transporting their OWN exhibit to and from the Minnesota State Fair.

8. The judge in each project area will determine a State Fair line-up list. A list of the 4-H member’s name and exhibit will be recorded and the list will be posted outside the 4-H Fair Office as soon as possible after the judging is complete. 4-H members who have completed 6th grade and above can accept one livestock State Fair trip and one general 4-H project State Fair trip. Along with their qualifying state fair exhibit trip(s), 4-H members may participate in activities such as demonstrations, Arts-In, or judging teams.

9. If a member is listed in more than one project area, they will need to decide which one trip they will accept. Example: If Jane Clover has won a trip with her Fine Arts Drawing and a trip with her Computer display, she will need to write a “yes” by one and a “no” by the other on the State Fair Line-up List. 4-H members should check the list frequently so that if the member(s) above them on the list decline the trip, they will then have the opportunity to accept their trip.

10. If a 4-H member is listed twice in a project area, the line-up must be followed. Example: Two of Suzy Clover’s photography exhibits are on the list. Her exhibit of four photos is first on the list and her enlargement is 5th on the list. Suzy would prefer to take her enlargement, but she must wait until the other 4-H members in 2nd, 3rd, and 4th place turn down their trips and then she can take her enlargement in 5th place. Just because she is first on the list does not mean she can take whatever photography exhibit she wants—that is why the judge lists the name and the exhibit on the State Fair Line-Up list. Animals on State Fair Line-Ups are listed by ear tag or tattoo. The State Fair Trip follows the animal!

11. Once County Fair is over, if for any reason a State Fair exhibit is not able to go on to the State Fair (Example: Non-livestock project becomes damaged or a livestock project becomes lame, ill or dies or the exhibitor cannot attend) the Extension Staff will contact the State Fair 4-H Office to see if a substitution can be made. If possible, the next exhibitor on the list will be contacted.

12. There will be a MANDATORY State Fair exhibitors meeting in Olson Arena for ALL General & Livestock trip winners on Sunday, August 11, at 11:00 a.m. You must attend this meeting if you are planning to exhibit at the State Fair!

2019 Fairground Clean-up Schedule

Major Fairground Clean-up will be on Saturday, July 27, 2019! Please keep in mind that all the shifts scheduled are critical to the success of the fair! Everyone in your club should be helping with these assigned shifts.

The schedule for this year follows. The more people (adults & youth) that are there - the less time it will take your club to complete your “To Do List”! Clubs should designate an adult supervisor who will get instructions from Extension staff and will then delegate responsibilities to the members/adults. The cleaning locations are tentative and clubs may be moved around as needed.

What should you bring with you to Cleanup?? Cleaning shifts should bring brooms, rags, ladders, buckets and some basic tools with you, as our tool supply is very limited. Bringing a ladder for all shifts may also come in handy as there are many “overhead” jobs that need to be done as well!

**Keep in mind we need 2 people from each club for the “Display Team” on the Tuesday of County Fair (August 6, 2019). This might be a way to rearrange schedules if you have a conflict with your club’s cleanup schedule! Please let the office know who will be on the “Display Team” from your club. Since we have judging on Tuesday this year, the Display Team will work on exhibits Tuesday late afternoon/early evening. Some of you have committed already – please call the office if you are interested.

4-H FOOD STAND PUNCH CARDS

Families will be able to purchase $25, $50, $75, or $100 Punch Cards to be used in the 4-H Food Stand throughout the fair. Punch cards will be available for purchase in the 4-H Extension Office beginning July 15th, and will continue to be available for purchase throughout the Nobles County Fair from the 4-H Fair Office during Fair. There will be a 10% pre-fair discount for anyone who purchases Punch Cards July 15-August 5! For your convenience, any Punch Cards you purchase will be kept in the 4-H Food Stand during the fair. If you have questions regarding this, please contact the 4-H Office at 507-295-5315

IMPORTANT: There is no cash refund on 4-H Food Stand Punch Cards after the fair is over – you may however use that remaining money to purchase leftover food items on Sunday after the Food Stand closes.

2019 4-H FOOD STAND

Each 4-H member and parent will need to work a minimum of 1 long shift or 2 short shifts in the 4-H Food Stand. There are shifts that are long and shifts that are short to provide additional help over the busy meal times.

Benefits of the 4-H Food Stand Schedule:

• Allows families and 4-H members to pick the Food Stand shift(s) that work best for their schedule.

• Prevents over staffing during the slower time.

• Helps livestock families by not scheduling them during their livestock shows.

• Shift starting times are altered to allow for smoother transitions during the day.

How will booking time slots work?

Families will again sign up for shifts online in SignUpGenius. The club rotation will determine the order which families receive access to SignUpGenius. Linda will send you an email with a link to the website when it is your club’s turn to begin booking shifts. You can create a log-in if you would like, but it is not required to be able to book shifts on the schedule. Anyone that does not have internet access can have someone in their club book their shifts or call Linda to book their shifts for them by calling her at 507-295-5315.

Details about Food Stand Schedule:

* The Ribbon Sale falls during one of the busiest times in the food stand. Please, please, please consider working a Friday shift starting between 5 & 7pm if you are not participating in the ribbon sale.

* There are long and short shifts – you will need to work 2 of the short shifts to equal the long shift.

* Everyone needs to work an equivalent of 1 long shift. An “on call” shift does NOT count as a shift worked. If you are “on call” it means that you might need to step in and help for a little while or run errands for the manager. We would appreciate adults signing up for an on-call shift in addition to their working shift.

* You will need to check your Fair Schedule before you start booking your shifts so that you are aware of the times that you will not be able to work in the Food Stand! If you are involved in these meetings/events then you need to be aware of their times:

- General Exhibit check-in and Conference Judging

- Livestock shows you are showing in

- Livestock Ribbon Sale

- General and Livestock State Fair meetings

* Youth Leaders (YL) are 4-H members that have completed 7th grade or above.

* Members are 4-H’ers that have completed 6th grade and younger.

* The Food Stand Committee has decided to again use all disposable plates & plasticware, which will drastically cut down on dishes that need to be washed!

* Again this year will be the job of Shift Supervisor. The Shift Supervisor will be responsible for making sure each person on the shift has shown up to work and knows what they need to do. The shift supervisor can help answer questions or help to find answers to questions. They will also help with dishes, oversee the dining area, and take care of the laundry if needed. The Shift Supervisor can contact the person on-call if additional help is needed or errands need to be run.

* All new shift Supervisors will need to meet with the next shift of kids and adults to check them in, give them their name tags, and do a quick orientation of the jobs they will be doing. Make sure ALL name tags are on the front of the shirt and on the upper left chest area!

* Food prep will consist of baking pies, making coffee, helping to cook & slice meat, washing potatoes and whatever the paid managers/cooks need done.

* You will not be allowed to leave your shift until your replacement shows up, and then you must train your replacement! This includes explaining to them the size of scoops you are using, telling them to not use their fingers to pry ice cream out of the scoop, where to wash their hands at, etc.

* Cashiers and Shift Supervisors will be required to do training before the fair. These will be video tutorials with a form to sign off at the end.

How are club booking times decided?

At the 2013 May Federation meeting the club order was drawn out of a hat, and we will continue to use this order going forward. The first club to book last year has moved to the end of the order, and the other clubs moved up one spot. The club order and booking times are as follows:

1. Clovers: 8:00 AM on Monday, June 3rd – 12:00 PM on Wednesday, June 5th

2. Grand Prairie Rockets: 1:00 PM on Wednesday, June 5th – 5:00 PM on Friday, June 7th

3. Elk Tip Toppers: 8:00 AM Monday, June 10th – 12:00 PM Wednesday, June 12th

4. Okabena Bees: 1:00 PM Wednesday, June 12th – 5:00 PM Friday, June 14th

5. Indian Lake Progressives: 8:00 AM Monday, June 17th – 12:00 PM Wednesday, June 19th

6. Rushmore Central Hustlers: 1:00 PM on Wednesday, June 19th – 5:00 PM on Friday, June 21st

7. Graham Lake Braves: 8:00 AM Monday, June 24th – 12:00 PM Wednesday, June 26th

If your club is towards the bottom of the list please understand that there will be numerous shifts to still choose from when it is your turn.

And as a courtesy to other exhibitors, if you are not showing a type of livestock or no livestock at all we ask that you please try and work the shifts during the different livestock shows. For instance, if you show swine and rabbits, please consider working during the sheep show and goat show since you will be done showing for the day. If you are not in the Livestock Ribbon Sale then please consider working that shift!

If your club is on to clean the food stand on Sunday, the perfect shift for you to schedule for is the last shift on Sunday. You can be cleaning up while working your shift and when clean-up is all done you can go – you do not have to come back on Monday and clean. Your whole club is expected to help with food stand clean up – whether or not you work the last shift.

2019 4-H FOOD STAND REQUIREMENTS

As you know, the Food Stand is one of our biggest fundraisers for Nobles County 4-H, and it takes everyone’s help and involvement to make it successful. The money raised from our 4-H Food Stand goes to pay for county-wide programing throughout the year, but also helps to cover the huge expense of sending everyone to the State Fair. Bussing, mileage, meals, dorms, etc. all cost money. Nobles County is very fortunate to be able to cover almost the entire cost of sending exhibitors to the State Fair; most counties only cover a portion of the costs, IF they cover any costs at all. This is why ALL club members and their parents/guardians are expected to work at the Food Stand. Even if you are not eligible for a State Fair trip the funds raised from the Food Stand help to build our program for the things you like to do!

In the past it has always been a requirement to work in the Food Stand; again this year the rule will be enforced that all 4-H’ers are required to work the equivalent of one long in the Food Stand, and if they don’t they will lose their State Fair Scholarship. This means that if you didn’t book your shifts ahead of time, you left early from your shifts, or didn’t show up to work your shifts, that the County will not pay to send you to State Fair. Note: you will not lose your State Fair trip, but the Nobles County 4-H program simply will not cover the expense to send you up there. This means that your State Fair registration forms will not be sent off to the State Office until you have given us the money to pay for your fees.

NOBLES COUNTY 4-H POLICIES RELATED TO COUNTY FAIR

The following are state policies & NOBLE COUNTY BY-laws relating to THE NOBLES county fair

STATE DEADLINES

1) All state deadlines are non-negotiable by the county.

A. State deadlines include, but are not limited to:

i. February 15th market beef affidavits

ii. May 15th all other livestock affidavits – the exception being: those animals not yet born or too young to properly ID (Prospect Calves, Fryer Rabbits, and Jr. Doe Kids)

2) All county deadlines will be upheld. If a deadline falls on a Saturday or Sunday, office staff will accept only those items that are either in the office drop box on the following Monday morning or which are postmarked on or before the deadline date. Forms which are faxed or emailed on the deadline due date will be accepted. The original application/form must be submitted to the Extension Office within 72 hours. (This is required for all forms that have signatures on them.)

A. County deadlines

i. Horse Project members must submit their Coggins Test results by May 15th or before first ride/workshop.

ii. County Fair Registration and Ribbon Sale Sign-up deadline is June 30th.

iii. New members may enroll in 4-H at any time, but must enroll by May 15th to be eligible for fair privileges.

3) If state and/or county deadlines are not adhered to, please see the attached 4-H Competitive Events: Deadlines, Consequences and Exemptions

4) Further clarification: Late Fair Registration

A. Members may register late for the County Fair but will only receive a premium of Blue, Red or White, and will not be eligible for State Fair/State Horse Show/State Dog Show trip. They may participate in the Ribbon Sale with that exhibit. Members may still receive Champion and Reserve Champion honors.

B. Added registration at the County Fair – county

i. Members will be allowed to enter extra exhibits at Entry Day of the County Fair, as long as they do not exceed the stated quota. This includes livestock and general (non-livestock) exhibits. The additional exhibits would not be eligible for receiving a premium, State Fair/State Horse Show/State Dog Show, or the opportunity for Ribbon Sale participation of that exhibit.

ii. In the event that a member has more exhibits at County Fair than they were registered for, the exhibits eligible for State Fair/Show must be declared prior to general (non-livestock) judging, or livestock weigh-in/ identification at County Fair.

GRIEVANCE PROCESS – STATE POLICY

All 4-H issues may be appealed with the exception of judges’ decisions and State Fair/State Horse Show/State Dog Show line-ups.

Nobles County 4-H members or parents/guardians, on behalf of a 4-H member, have the right to file appeals. For a complete set of By-Laws and an Appeal Form, stop by the Extension Office or the 4-H Fair Office.

Project Development Committees (PDC) Operations

1) Superintendents are volunteers and should be treated with respect.

2) Superintendents of project areas, buildings, livestock species, and general (non-livestock) areas do not have the authority to make decisions that go against policy.

3) Superintendents may make changes in regards to class breakouts and show orders.

4) Superintendents are to ensure that all judges check in with the 4-H staff before leaving the fairgrounds to ensure that all books, call sheets and award placings are properly recorded and understood by a member of office staff.

5) All contact with judges prior to or proceeding judging will be made by office staff, not superintendents.

6) Any livestock bonus trip letters will be created by youth members of a given species area.

7) All general (non-livestock) bonus trips will be awarded under direction of the 4-H Program Coordinator.

Distribution of Fair Premiums and Auction Checks

1) Premiums checks & Ribbon Sale checks will be distributed at the same time in the same envelope.

2) Ribbon Sale checks will not be printed until after all buyers’ funds are received at the Extension Office AND provided the 4-H’er has turned a written “thank you” to their ribbon purchaser(s),to the office.

Zero Tolerance – STATE POLICY

Nobles County 4-H Federation will enforce a ZERO TOLERANCE policy in relationship to drugs, alcohol and tobacco use while at a 4-H sponsored event. Any member caught using any such substance will be disqualified from all further County Fair participation and all out of county 4-H sponsored events for one year from the date of violation. (This includes events such as YELLO, 4-H Camp, Judging Trips, CWF, State Fair, Ak-Sar-Ben, etc.) Parents will be contacted at the time of the incident and arrangements will be made to send the member home.

Exhibit Tampering- STATE POLICY

Tampering with livestock or general (non-livestock) exhibits will NOT be tolerated. If a 4-H member is caught tampering with a project, they will be disqualified from all further County Fair participation and all out of county 4-H sponsored events for one year from the date of violation. (This includes events such as YELLO, 4-H Camp, Judging Trips, CWF, State Fair, Ak-Sar-Ben, etc.) Parents will be contacted at the time of the incident and arrangements will be made to send the member home.

These policies (for Zero Tolerance and Exhibit Tampering) will be enforced by the 4-H Program Staff (4-H Program Coordinator or 4-H Regional Extension Educator) and are not eligible for appeal, due to the nature of the offense and the Minnesota 4-H Code of Conduct that is in effect for all members.
