The implementation of Republic Act 9485 or the "Anti-Red Tape Act of 2007" is another milestone in promoting transparency and accountability in public service. The Municipality of Floridablanca enjoins the Civil Service Commission on its objective of improving the frontline services through the Citizens' Charter to deliver efficient service for the general public.

The Citizen's Charter of the Municipality of Floridablanca is crafted to bring its frontline services to higher level of standard involving the transacting public to improve the process by having a feedback system to address their complaints or concerns and suggestions.

With the implementation of the updated Citizen's Charter of the Municipality of Floridablanca comes greater challenge for public servants of our Local Government Unit in achieving our objective to bring the best service for our Cabalen. Thus, this will provide an avenue for the Municipal Government and the people of Floridablanca to work together towards a more progressive Floridablanca.

Introduction

Article II, Section 27 of the Constitution provides that the State shall maintain honesty and integrity in the public service and shall take positive and effective measures against graft and corruption and that there is an urgent need to establish an effective system that will eliminate bureaucratic red tape, avert graft and corruption practices and improve the efficiency of delivery of government frontline services. In response to this urgent need, the Thirteenth Congress enacted on June 2, 2007, Republic Act No. 9485 otherwise known as the "Anti-Red Tape Act of 2007 or ARTA"

Under ARTA, each office or agency is tasked to perform a number of procedures essentially the setting up service standards known as Citizens' Charter which is an official document, a pledge, that communicates, in simple terms, information, step by step procedure for availing the service provided by the agency and it guarantees performance level that clients may expect for that service.

The revision of the Citizen's Charter of Floridablanca is a document of the services that is being delivered and rendered to Floridablancans. May we be able to serve our constituents with utmost efficiency and transparency for the continuous promotion of good governance.

To provide quality services and create a conducive environment for sustainable development through cooperation and partnership of the government and the community.

Vision

The Municipality of Floridablanca envisions to be the premiere center for agriculture , industry and commerce, with healthy and empowered citizenry living in a safe environment , peaceful and progressive community under a dynamic and God-fearing leadership.

Mandate

Deriving its mandate from the Local Government Code of 1991, also known as RA 7160, the mission to follow the people's welfare under Section 16 of the Code, to wit:

General Welfare: Every LGU shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers, necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare within their respective territorial jurisdictions. LGU shall ensure and support among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balance ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants.
