BRIEF SUMMARY OF THE WINTER 2019-2020

FLORIDA STANDARDS ASSESSMENTS (FSA) ENGLISH LANGUAGE ARTS (ELA)

WRITING FIELD TEST (FT) FOR SELECTED SCHOOLS

NOTE: THIS MATERIAL DOES NOT COVER EVERY ASPECT OF THE WINTER

2019-2020 FSA ELA WRITING FIELD TEST. IT HIGHLIGHTS PROCEDURES THAT

ARE SPECIFIC TO THE TEST ADMINISTRATION IN MIAMI-DADE COUNTY PUBLIC

SCHOOLS. SCHOOL ASSESSMENT COORDINATORS (TEST CHAIRPERSONS)

ARE RESPONSIBLE FOR FOLLOWING THE ADMINISTRATION PROCEDURES

SPECIFIED IN THE WINTER 2019-2020 FSA ELA WRITING FIELD TEST

Your school has been selected by the Florida Department of Education (FLDOE) to

participate in the Winter 2019-2020 Florida Standards Assessments (FSA)

English/Language Arts (ELA) Writing Field Test (FT). The FSA ELA Writing FT is a

supplemental administration designed to gather data on writing prompts that may be used

in future census assessments. Note that you are required to conduct the field test with

students in all eligible grades (4-10) enrolled at your school. Sample letters to notify

parents/guardians in English, Spanish, and Haitian-Creole can be accessed at

.

Because this administration is a field test, no results will be provided. However, it

provides a good opportunity for students to practice for the Spring 2020 FSA ELA Writing

census assessment, since students will become familiar with the assessment in a

simulated testing environment. Students in Grades 7-10 will gain experience responding

to the writing prompt on the computer using the Test Delivery System (TDS) platform; and

for students in Grades 4-6 responding on the writing documents used with the paper-based

format.

Administration Date

Students in Grades 4-6 will take a paper-based test (PBT), while students in Grades 7-10

will take a computer-based test (CBT). The Winter 2019-2020 FSA ELA Writing FT should

be administered to students in Grades 4-10 during November 18 - December 13, 2019.

Schools will select one day within the window to administer the PBT field test. However,

schools administering the CBT field test may schedule the field test during multiple days,

if computer availability is a concern. Please note that no make-up sessions are required.

The FSA ELA Writing FT is administered in one 120-minute test session, and

students will take a short stretch break after 60 minutes of testing. Students who

have completed testing may be dismissed after 90 minutes. Test administrators must

allow the full amount of time allotted for the test session. While some students may finish

before the time allotted for testing ends, this policy is in place to provide a fair environment

for students who require all or most of the allotted time and to avoid pressuring any student

to finish early.

Students To Be Tested

The Winter 2019-2020 FSA ELA Writing FT should be administered to all students in

Grades 4-10, at selected schools, including Standard Curriculum, Exceptional Student

Education (ESE), and English Language Learners (ELL). Please be advised that ESE and

ELL students may be entitled to test accommodations. However, no regular print (for

students in Grades 7-10), large print, One-Item-Per-Page (OIPP), or Braille documents will

be available for the field test; therefore, students who need these accommodations are not

to participate in this administration. Available accommodations for ESE, Section 504 plan,

and ELL students are listed in Appendix A of the Winter 2019-2020 ELA Writing Field Test

Administration Manual (TAM).

Materials Delivery and Return

The FSA ELA Writing FT PBT materials for Grades 4-6 and planning sheets for Grades 410 will be delivered to selected schools via Comet Delivery Services during the week of

November 4-8, 2019.

Upon completion of test administration in Grades 4-6, the To Be Scored and Not To Be

Scored boxes must be hand delivered to the Test Distribution Center (TDC) no later than

2:00 p.m. on December 17, 2019. In addition, the District Coordinator (DAC) Only

Administrative Records (DAC-AR) and Student Work Records (DAC-SWR) Boxes must

be hand delivered to TDC by 2:00 p.m. no later than December 17, 2019. Please note that

Attachment A provides detailed information on materials handling and security

procedures.

The FSA ELA Writing FT planning sheets will be delivered to all selected schools

on November 4-8, 2019.

The FSA ELA Writing FT test documents for Grades 4-6 will also be delivered to

.selected schools during the week of November 4-8, 2019.

It may be possible that you do not receive a sufficient quantity of Writing planning

sheets or test and answer books for every student in the targeted grade levels.

o Only the number of students that can be provided with one planning sheet

for Grades 4-10 and test and answer books for Grades 4-6 should be tested.

You are NOT required to order additional test documents.

Student PreID labels and rosters will be provided for students in Grades 4-6 for the

Winter 2019-2020 FSA ELA Writing FT. Student data was collected as of

September 6, 2019. Therefore, new students enrolled at your school after the

abovementioned date in Grades 4-6 for PBT will not have a student PreID label

and Grades 7-10 students for CBT will not be included in Test Information

Distribution Engine (TIDE).

Pre-ID labels are sorted alphabetically by homeroom and student last name.

Schools are only required to test students that were included in the PreID

file.

o However, school assessment coordinators may enter new Grades 4-10

students manually in TIDE if they want to include these students in the FSA

ELA Writing FT.

o If school assessment coordinators opt to enter new students manually into

TIDE for Grades 4-6, then student PreID labels must be printed on the blank

On-Demand PreID labels and applied to the test documents before the

students take the paper-based test.

Students must use No. 2 pencils to take the FSA ELA Writing FT paper-based test.

Students in Grades 4-6 must print their First and Last Names, Date of Birth, School

Name, District Name, and Today¡¯s Date on the upper left corner of the test and

answer book.

Refer to the Assessments at Glance for instructions to return ¡°To Be Scored¡± and

¡°Not To Be Scored¡± test materials for Grades 4-6 and for Grades 4-10 the DACAR and DAC-SWR boxes.
