MINUTES OF THE GADSDEN CITY BOARD OF EDUCATION

REGULAR MEETING DATED JUNE 4, 2019

The Gadsden City Board of Education met in regular session on Tuesday, June 4, 2019, at 5:00 P.M. at the Central Office Board Room. Board members present: President Z. Andre' Huff Vice President Nancy Stewart, Nathan Carter, Mark Dayton, Mike Haney, Allen Millican, and Adrienne Reed. Mr. Tony Reddick, Superintendent and Secretary of the Board, and Attorney Cleo Thomas were also in attendance.

President Z. Andre' Huff called the meeting to order, and Mr. Mark Dayton opened the meeting with prayer followed by the Pledge of Allegiance to the Flag.

REPORTS

Auditors Report

Mr. Scott Lee of Richard, Harris, Ingram and Bozeman, P.C., Certified Public Accounts, gave the auditor's report for the year ended September 30, 2018. The auditors issued an unqualified opinion, which means that the school system received a "clean" or favorable report. However, the following significant deficiencies were identified and recorded in the report.

Financial Statement Findings

"An improper segregation of duties exists in the accounting functions at the local schools. This condition is caused by inadequate staffing available to permit proper segregation of all accounting functions at the school level. We recommend duties be separated wherever possible.

BOARD ACTION

Minutes Approved

The minutes of the regular meeting held on May 7, 2019, were presented to the Board. Motion was made by Mr. Mike Haney to approve the minutes and second was made by Mrs. Nancy Stewart. Motion was unanimously approved.

Textbook Adoption

Upon the Superintendent's recommendation, Mr. Johnnie Parker, Gadsden City Schools Textbook Standing Committee Chairperson, presented the adoption of the state approved textbook Digital Literacy and Computer Science for board approval. In addition, the following textbook were selected to be adopted as supplemental material for Gadsden City School System.

? Adobe Animate by Adobe System ? DeNealian Handwriting for K-5th grade ? Amplify Reading for Elementary which will be used for summer school

remedial Mr. Mark Dayton made a motion to approve the recommendation, Mrs. Nancy Stewart seconded. The recommendation passed unanimously.

CNP Bids

Upon the Superintendent's recommendation, Mr. Johnnie Parker, Gadsden City Schools CNP Director, bids were submitted for approval for the 2019-2020 school year as rollover option for Flowers Baking Company (breads) and Barber Dairies (milk) and Mayfield Dairies (ice cream) and have notified them of our desire to do so. The previous schools years (2017-18, 2018-19) were years without any issues and ran smoothly and we feel sure this year will be the same.

Mr. Nathan Carter made a motion to approve the recommendation, Mr. Mark Dayton seconded. The recommendation passed unanimously.

Floor Scrubber Bid

Upon the recommendation of Superintendent Reddick, GCHS is requesting the purchase of a new Riding Floor Scrubber. Bids were received from two vendors. Tennant quoted a T7 for the amount $16, 995.00. and Advance quoted a Advenger for the amount of $12, 940.19. The machine selected is a Tenant T7 EC H20 NanoClean w/ Electrically Converted Water . The Tenant was chosen to reduce the environmental impact compared to daily floor cleaning chemicals in the school building as well long term chemical costs. Although the upfront cost is higher, the overall cost will be less over time.

Mrs. Nancy Stewart made a motion to approve the recommendation, Mr. Allen Millican seconded. The recommendation passed unanimously.

Suspend Agenda

President Huff ask to suspend the agenda to take action on the CNP bid for the combination oven for GCHS. Mr. Mark Dayton made a motion to approve. Mrs. Nancy Stewart seconded. The motion carried with a unanimous vote.

CNP Bid

Mr. Johnnie Parker, Direction of CNP, presented to the board, bids for a Combination Oven for GCHS. Bids were opened on May 7, 2019 and submitted by the following vendors: BRESCO, Inc. in the amount of $24, 627.00 Mobile Fixture and Equipment Company $ 26, 7967.00.

It was recommended that BRESCO, Inc. be awarded the bid based on the above information.

Mr. Nathan Carter made a motion to approve the recommendation. Mr. Mark Dayton seconded. The motion carried with a unanimous vote.

Surplus

Upon recommendation of the Superintendent, on motion by Mr. Mike Haney and second by Mrs. Nancy Stewart, the Board unanimously approved designating certain items from Adams, Floyd, Donehoo, Mitchell, Litchfield, Gadsden Middle, and Thompson as surplus property. Mr. Mike Haney motioned to approve. Mrs. Nancy Stewart seconded. The board voted unanimously to approve.

Out of State Field Trip

Superintendent Reddick recommended the approval of the Out-of-state field trip for GCHS Orchestra to attend Smoky Mountain Music Festival in Gatlinburg Tennessee, April 23, 2020 thru April 26, 2020. Mrs. Nancy Stewart motioned to approve and Mr. Mark Dayton seconded. The board voted unanimously to approve the out-of-state field trip.

Monthly Financial Report and Bank Reconciliation

Mrs. Cory Skelton, GCS CSFO, provided copies of the monthly financial report and bank reconciliation for examination by the Board. The financial data and cash balances presented to the Board are based on the reconciled bank statements to the general ledger as of May 31, 2019.

On motion by Ms. Adrienne Reed and seconded by Mrs. Nancy Stewart, the Superintendent's recommendation concerning the May, 2019 Financial Report and Bank Reconciliation was unanimously approved.

Auditors Report

Superintendent Reddick ask the board approve the auditor's report which was presented earlier in the meeting by Mr. Scott Lee. Mr. Mike Haney made the motion to approve the auditor's report and it was seconded by Mr. Nathan Carter. Motion passed unanimously.

On a motion by Mr. Mark Dayton and second Mrs. Nancy Stewart, the personnel recommendation passed.

INTRODUCTION ITEMS

The 2019-2020 Schedule of Board Meetings was discussed. It was discussed about moving all the board meetings back to the central office. The board has invested in a new sound system for the central office and updated the technology. Mr. Reddick is polling the principals to determine which principals would like to continue to host the board meetings at their schools. Once the principals weigh in at their administrators meeting, Mr. Reddick will report back.

INFORMATION ITEMS

The board was reminded of the June 14-16, 2019, AASB Summer Conference at the Perdido Beach Resort.

New Teacher Orientation is scheduled for July 30th .

Quiz Bowl won the JV National Chamionship.
