MINUTES OF THE GADSDEN CITY BOARD OF EDUCATION

REGULAR MEETING DATED JANUARY 17, 2019

The Gadsden City Board of Education met in regular session on Thursday, January 17, 2019, at 5:00 P.M. at Litchfield Middle School. Board members present: President Deborah Howard, Carol Brackett, Frank Cylar, Z. Andre Huff and Nancy Stewart. Mr. Tony Reddick, Superintendent. Absent: Dr. Wayne Watts, Mr. Mike Haney and Board Attorney, Mr. Cleo Thomas.

President Howard called the meeting to order with prayer and pledge of allegiance. Ms. Howard introduced Mr. Charlie Parker, Principal of Litchfield Middle School. Mr. Parker welcomed everyone to the meeting and thanked the Board members for all they do for Gadsden City Schools. Mr. Parker introduced the staff of Litchfield Middle School and introduced the LMS Drumline, who entertained the meeting with several drum cadences.

BOARD MEMBER APPRECIATION MONTH

Mrs. Rhonda Perry announced that January is Board Member appreciation month. Gift baskets were presented in appreciation to each board member.

REPORTS

Mrs. Rhonda Perry, Director of School Improvement reported on the State Report Cards for Gadsden City Schools. Gadsden City School System increased as a whole from a 73 C to a 75 C. Mrs. Perry reported the significant progress made by our individual schools. Below is the Two Year Comparison of the State Department of Education Report Card from 2016/17 compared to 2017/2018 broken down by local schools.

Mr. Keith Blackwell, Director of School Improvement, gave an update on the progress of updating the schools security and procedures. Mr. Blackwell also reported on the rerouting of the area traffic issues at some of the local schools. Gadsden City and Gadsden City Police are combining efforts to create traffic plans at each school that will better serve our students both in safety and convenience.

MINUTES APPROVED

President Howard ask that the board approve the minutes of the December 4, 2018 regular board meeting. Mrs. Nancy Stewart motioned for approval. A second was made by Rev. Z. Andre' Huff. The minutes were unanimously approved.

REROOFING BID

Maintenance Supervisor, Joe Billingsley recommended the board approve the combined low bid of $560,000.00 from GKL Companies, for re-roofing Eura Brown Elementary, Mitchell Elementary and Striplin Elementary. On motion by Mrs. Nancy Stewart , and second by Ms. Carol Brackett, the Board unanimously approved the bid recommendation.

SURPLUS

Upon recommendation of the Superintendent, on motion by Mr. Frank Cylar and second by Rev. Z. Andre' Huff, the Board unanimously approved designating inventory at Adams, Gadsden Middle and Litchfield Middle as surplus property.

SUMMER CAMP

Upon recommendation from the Superintendent the board voted to approve the Summer Camps sponsored by 21st Century Community Learning Center's from Gadsden City Schools. The

Superkids SuperSummer Camp will begin May 28, 2019 and end July 3, 2019 at Striplin

Elementary Schoo. 8:00 a.m. to 5:30 p.m. Monday thru Friday. SuperSummer Camp is designed for children grades 1 thru 5. Summer Camp with an Impact hosted also by 21st Centruy Community

Learning Centers will be held at Gadsden Middle School beginning June 3, 2019 thru June 27,

2019. Monday thru Thursday 8:00 a.m. to 4:00 p.m. Camp with Impact is designed from students grade 6th , 7th and 8th. Mrs. Nancy Stewart motioned to approve followed by a second from Mr.

Frank Cylar. The vote was unanimous.

SCHOOL CALENDAR

Superintendent Reddick presented a 2019-2020 school calendar to the board for approval. Mr. Reddick requested approval of the calendar with the possibility of a few inservice dates in August being modified in the near future. A motion to approve was made by Rev. Z. Andre' Huff, seconded by Mrs. Nancy Stewart. The 2019-2020 Gadsden City School Calendar was unanimously approved.

PERSONNEL RECOMMENDATIONS

The Superintendent recommended that the following personnel actions be approved:

Under Alabama law all new employees are subject to a criminal background check, and all employment recommendations are contingent upon a satisfactory criminal background report.

MONTHLY FINANCIAL REPORT AND BANK RECONCILIAON

Mrs. Cory Skelton, GCS CSFO, provided copies of the monthly financial report and bank reconciliation for examination by the Board. The financial data and cash balances presented to the Board are based on the reconciled bank statements to the general ledger as of November 30, 2018.

On motion by Mr. Frank Cylar seconded by Ms. Carol Brackett the Superintendent's recommendation concerning the November, 2018 financial report and bank reconciliation was unanimously approved.

INFORMATION ITEMS

Superintendent Reddick announced the early dismissal of school on January 25, 2019 @ 12:00 for the Annual Unity In the Community/Martin Luther King Day Parade.

No School on Monday, January 21, 2019 in observance of M.L. King, Jr. Holiday.

Reminder of the Black History activities and programs taking place at the area schools. The board members attendance is requested at all the events.

Superintendent Reddick announced the Gadsden City Schools Teacher of the Year Systemwide winners. Tiffany Sayles the elementary winner and Jimmie (Jay) Tinker the secondary winner. Winners from all the schools will be recognized at a future board meeting.

The next Board meeting will be held on Tuesday, February 5, 2019 at 5:00 P.M. at Eura Brown Elementary School.

Rev. Huff announced MLK Celebration scheduled for Monday, January 21, 2019 at the Senior Activity Building and also at 6:00 p.m. at The Venue. Rev. Huff also congratulated the GCHS Varsity Basketball for hosting and winning the first Etowah County/Gadsden City Christmas Holiday Tournament.
