Gym time must be submitted by each town by 10/31/14Weekday games will be scheduled by geography to limit travel on school nightsTowns will submit a scheduling request for days/time to exclude form scheduleSeparate Boys and Girls league SchedulersRegular Season Game Schedule to start Thurs Dec 4, 2014 and ends Fri Feb 27, 2015All teams qualify for playoffs. Format to vary based on # of teams.Playoffs to start on Sat Feb 28 at the higher seeded team’s gym. If the higher seeded team does not have gym availability, then we will use the lower seeded team’s gym.Championship Final 4 (Semis and Championship game) – To be played at 1 Facility or Town (TBD) March 13-15, 2015Team awards will be given to 1st place teams.LEAGUE FEETeam entry fee will be $100 if paid by 9/1/14 and $125 thereafter. Deadline is 11/1/14.RULESJBA rules will be NJSIAA high school rules for both BOYS & GIRLS with the following changes:4th Grade (All Divisions)*4th Grade ALL Divisions Boys & Girls will play four 8 minute quarters with normal stop clock, per NJSIAA rules3 point shots in 4th grade division are allowed. FOUL SHOTS4th ALL Divisions Boys & Girls – there is No violation if they step over the line on free throws*It is a violation if the free throw shooter steps over the line and gets a rebound on a the missed free throw, unless the ball is first touched by another player5th, 6th, 7th & 8th ALL Divisions Boys & Girls – It is a Violation if they step over the line on a free throwPRESSING4th Grade - ALL Divisions Boys & Girls can only press in the last 2 minutes of the 4th Quarter5th Grade - Red Division Boys & Girls are allowed to press the entire game. White & Blue Divisions Boys & Girls can only press in the 4th Quarter 6th-8th Grade - All Divisions Boys & Girls are allowed to press the entire game*No pressing or trapping by a team if they are leading by 20 or more points*No fast breaking by a team if they are leading by 20 or more points – It will be a violation & that team will lose possession at the spot where they started the fast break.SUBSTITUTIONS4th & 5th Grade - ALL Divisions Boys & Girls: Mandatory substitution in both the 1st & 2nd quarters. See Mandatory substitution Rules6th-8th Grade - All Divisions Boys & Girls: Free substitution entire gameMANDATORY SUBSTITUTIONS - To assure all players are being used during the game, the rules will be as follows:5 players play the first four minutes of the quarter. The officials will stop the game at the 4 minute mark of that quarter (as game flow dictates)Teams are then required to substitute 5 new players The substitutes must be ready to enter when summoned by the officials. This is not a time out.If the players are not ready to enter, the officials will assess a delay of game warning and at any subsequent delay of games will be assessed a technical foul Player’s that play the first 4 minutes of the 1st quarter, can NOT play in the second 4 minutes of the 1st quarter, but they can play in the first or second four minutes of the 2nd quarter. Similarly, player’s that play in the second four minutes of the 1st quarter can play in the first or second four minutes of the 2nd quarter.If a team has more than 10 players –The additional players can be substituted during the first 4 minute interval or second 4 minute interval of each quarter, but the substitutes can only play during one 4 minute interval per quarterIf a player is injured or picks up a 3rd foul in the 1st or 2nd quarter, the coach shall be allowed to substitute with a player who has not played in the quarter or only played 2 minutes or less in that quarter.If a team has less than 10 players – you cannot substitute in the first half of the quarter, unless a player is injured or picks up a 3rd foul in the 1st or 2nd quarter.The Coach with less than 10 players will choose which player(s) that will not be allowed to play in the second 4 minute interval of the quarter. This is done to avoid the conflicts that arise from the opposing coach singling out a single player. This choice may remain constant or it can be changed from quarter to quarter. No player can play more than 2 consecutive 4 min intervals in the 1st half. The player(s) chosen must be inserted during the next 4 minute interval of the quarter.If a team has less than 8 players – Game will be played under Free Substitution Rules*Common courtesy and sportsmanship dictate that everyone plays evenly in the 1st half and a team does not leave its top players in during the 2nd 4 minute interval when you have less than 10 players.Minimum Players RulesGames may be played in which one or both teams have less than 10 players4th - 6th grade teams must have a minimum of 7 players. If a team has 5 players at the gym the game must be played, but it is recorded as a forfeit. This will prevent some teams leaving their weaker players home.7th and 8th grade – 5 players are needed to start a game (there is no 7 player minimum to start and play games)GRADE & AGE REQUIREMENTSPlayers on the 8th grade team must be in the 8th grade or below.Players on the 7th grade team must be in the 7th grade or below.Players on the 6th grade team must be in the 6th grade or below.Players on the 5th grade team must be in the 5th grade or below.Players on the 4th grade team must be in the 4th grade or below.*It is recommended that 4th graders turning 11 prior to 4/1/2014, 5th graders turning 12 prior to 4/1/14, 6th graders turning 13 prior to 4/1/14 and 7th graders turning 14 prior to 4/1/14, play one division above their present grade.? *If a player is questioned as to his/her grade. The team must provide proof of grade (i.e. report cardBASKETBALL SIZINGGirls All Divisions and Boys 4th Grade – 6th Grade (28.5) Boys ALL 7th & 8th Grade Divisions use standard NJSIAA regulation ball. All game balls must be leather or synthetic leather.TEAM ELIGIBILITYTeams must be comprised of players from only one town and players must be town residents. Exceptions must be pre-approved.For religious teams, the players must be members of that church / synagogue and are not eligible to play for their own town team if applicable in the same grade.Teams that are feeding into the same regional high school would be able to enter a combined team where players were needed to complete a team and only if one of the towns is not entering a team at that grade level.Both towns’ recreation directors would have to approve this arrangement via email on township stationary to the JBAPlacement of the team will be at the discretion of the JBA.ROSTERSRosters with players name, address, grade, school and date of birth must be submitted to the league by December 1 2014.Rosters are limited to 15 players.Exceptions for adding a player who moved in to your town during the season when the roster is full or to replace an injured player will be considered on an individual basis by the JBA Board.Players can only be on 1 Roster per gradePlayers cannot play for more than 1 town, organization, or religious organization in the same grade.TEAM UNSPORTSMANLIKE INCIDENCES (All instances to be review by the game officials and JBL Board)If there are unsportsmanlike incidences by players, coaches, timekeepers, scorers, or fans, the league will place that team on probation for the remainder of the season or following season if the incident occurred during the playoffs.2nd occurrence - will result in that team not being invited into the league next year3rd occurrence - will result in suspension of the remainder of their games for this season in addition to not being invited into the league next yearEJECTIONS FROM GAME1st Offense – If any individual player, coach, timekeeper, scorer, or spectator is ejected from a game, that person will not be allowed to attend or participate in the next game.2nd Offense – That person(s) will be suspended for the next 5 games.3rd Offense – Results in that person(s) suspension from the League for the remainder of the season including playoffs.Game Officials will report all ejections to the JBA BoardPOSTPONEMENTSALL TEAMS SHOULD CONTACT THE JBA SSCHEDULING DIRECTOR WITH ANY GYM ISSUESTeams should refrain from postponing games within the schedule for other than weather related reasons. Postponed games for inclement weather should be made up as soon as possible after the postponement. If the home team cannot secure gym time, the game should be played at the opposite site. Games not played are subject to forfeiture with at the discretion of the league and reviewed by the JBA Board. REPORTING OF GAME RESULTSCoach from the winning team is responsible for posting the exact score on the league website within 24 hours of the game’s conclusion.OFFICIALS2 NJSIAA Certified Officials will be assigned to each game – All DivisionsEach team is responsible for payment of the officials prior to the start of the game$45 from each team for 4th, 5th & 6th grade $50 from each team for 7th & 8th grade Please contact the JBA Director of Officials to report any issues concerning officials ................
