Local, National, and International Transfer Partnerships



GENERAL OVERVIEW: LOCAL, NATIONAL, AND INTERNATIONAL TRANSFER PARTNERSHIPS

The Maricopa Community Colleges have been involved in transfer and articulation at the national and international levels in three ways: 1) Maricopa continues to initiate contact to secure articulation agreements with minority serving institutions. In addition to formalizing individual agreements with minority serving institutions, Maricopa has been involved with the National Articulation Transfer Network. This effort eventually will provide for a national agreement between community colleges and Historically Black Colleges and Universities, Hispanic Serving Institutions, and Tribal Colleges. 2) Maricopa has signed more than fifty agreements with baccalaureate degree granting institutions. These institutions are located throughout the country and represent private, for-profit and not-for-profit, and on-line programs. The initial list of partners was pursued based on the recommendations of the individual colleges within the District. 3) Maricopa has established two international agreements with institutions in Mexico and Switzerland.

Transfer Curriculum

Maricopa develops articulation agreements using the standard curriculum for its Associate’s degrees. Transfer agreements have been forged with institutions in and out of state to allow students to maximize the credits earned as part of the Associate’s degree and to ensure all credits apply toward programs at the partner institutions. In essence, Maricopa's partner institutions agree to support the statewide transfer policies that the Arizona community college districts have established with the three public universities. Participating institutions agree to accept Maricopa's Arizona General Education Curriculum (AGEC) and transfer degrees (AA, ABUS, AS, AAEE, AAFA) as a block. Maricopa graduates with a minimum cumulative GPA of 2.0, courses numbered 100 and above, entering under the terms of these agreements are guaranteed admission into the university.

These agreements are district-wide, so courses and Associate’s degrees completed at any Maricopa college/center apply. Typically, a Memorandum of Understanding (MOU) is established, which serves as an umbrella agreement with the District. Once the MOU is in place, Maricopa and the partner use a number of strategies to implement the agreement.

VARIOUS TYPES OF TRANSFER ARRANGEMENTS

Statewide Transfer Agreements with Arizona Public Universities

The public universities and community colleges in Arizona have worked collaboratively to provide policies and procedures that will allow the student to transfer credits earned at the community colleges to the universities. These policies and procedures are the basic components of what is generally referred to as "transfer articulation agreements." In Arizona, these agreements are statewide. This means these agreements apply regardless of which community college a student is currently attending, or which of the public universities they may choose upon transferring.

The statewide agreements are maintained and supported by the discipline-specific Articulation Task Forces (ATFs). The ATFs have faculty representatives from the community colleges and the public universities. These groups meet at least once each year. The roles and responsibilities of the ATFs are generally related to the articulation of curriculum and its implementation. At the District level, IC members are automatically ATF members unless otherwise noted, or if there is no ATF established for the discipline. ATF Information may influence direction and decisions of an IC regarding curriculum planning and alignment for transfer programs. Attending and participating in an ATF meeting allows faculty to influence, plan, and implement changes while ensuring adherence to statewide transfer policy. The Center for Curriculum and Transfer Articulation serves as the coordination point for Maricopa ATF members, and facilitates any agreements that are made on behalf of Maricopa faculty.

Arizona State University (ASU) and Maricopa Community Colleges Alliance

The Arizona State University/Maricopa Community Colleges Alliance is a partnership designed to promote a seamless transfer experience for students who want to earn an Associate Degree and a Baccalaureate Degree. The Alliance embeds higher education through the community by increasing access to higher education, improving the experience of students who attend both institutions, and resulting in greater numbers of students who will complete associate and baccalaureate degrees. The Alliance includes joint programs and processes that share resources, facilities, and services. Building upon the historical success of the ASU/Maricopa partnership, the Alliance has expanded to develop formal agreements within key degree programs that help students graduate on time and help meet the demand in Arizona. These programs include: Bachelor of Applied Science, Bachelor of Interdisciplinary Studies (BIS) in Organizational Studies, Honors, Nursing, and Teacher Education. Maricopa has worked closely with Arizona State University personnel to further the goals of the ASU/Maricopa Alliance. These activities included operational support for Alliance teams, website maintenance and enhancements, and maintenance of the student intent database. The Alliance teams each expanded their programmatic elements to increase successful student transfer between Maricopa and ASU. Key activities included transfer orientations and workshops, student scholarships, and one-on-one transfer advisement.

Maricopa Community Colleges and Northern Arizona University Connection

The memorandum of understanding, signed by Maricopa Chancellor Rufus Glasper and NAU President John Haeger in April of 2006, opened the door for NAU to have a presence on each of the Maricopa campuses, and to expand transfer programs for Maricopa students. Since the signing, NAU has opened an office at every Maricopa campus with one or more full time staff members.  The university has expanded programs to include a Bachelor of Business Administration at the Paradise Valley campus, a Bachelor of Science in Speech Communication program at Glendale, and a Bachelor of Interdisciplinary Studies, Fire Science Administration at the Mesa Downtown campus, to name a few.  Recently, an interdisciplinary bachelor’s degree with an emphasis in Public Management was added at the Chandler-Gilbert campus.  The new program allows for the transfer of up to 90 credits from the community college, making it the most affordable baccalaureate program in Arizona.

The partnership, called the “Maricopa-NAU Connection,” provides 22 on-site bachelor completion programs on Maricopa campuses, along with a wide variety of baccalaureate programs available online through the university.   NAU has also made available ten transfer scholarships for Maricopa students enrolling in NAU programs. New Local Opportunities on the Horizon

University of the Incarnate Word and Franklin Pierce College are participating in the Goodyear Consortium, a proposition conceived and publicized by Goodyear Mayor, James Cavanaugh to meet the education needs of the West valley.   Plans include securing office space and small campuses with potential plans to develop larger, traditional, liberal arts campuses in the future.  Separate articulation agreements were created for each institution to support the transferability of credits into the degree programs. The articulation agreements support the acceptance and application of 75 - 80 Maricopa credits toward the university degree programs.  Programs will be available on ground and online.

90/30 Agreements

In an effort to create flexibility for students, Maricopa has developed agreements that expand the transfer beyond the traditional 60-64 credits necessary for the Associate Degree. These transfer arrangements are generally referred to as 3+1 or “90/30” agreements. In a 90/30 transfer arrangement, the receiving institution grants three years of credits toward completion of a four-year degree. Students complete specialization courses in addition to the Associate Degree while at the community college. This articulation model enhances seamless student transfer and provides a gateway to enhanced opportunities for students as they move through the many facets of higher education. Maricopa has established 90/30 arrangements with the following universities: Ashford University, Capella University, Charter Oak State College, Excelsior College, Northcentral University, Northern Arizona University, Regis University, and Universidad Autonoma de Guadalajara (UAG) School of Medicine.

These 90/30 agreements, however, may not be for every student. Incoming students may want to consider a traditional major and career path and, if along the way, find that a very general baccalaureate degree will meet their needs; it is easy to move to this pathway.  However, if they take general coursework and later determine they need a specific major or degree, or want to attend a more traditional program, it will be harder for them to meet those requirements unless they have followed the appropriate Arizona General Education Curriculum (AGEC) and transfer degrees. The flexibility from a 90/30 transfer arrangement is great for returning students in particular who may have accumulated credits before deciding on a specific academic goal or major. It also supports our traditional students who may need time to explore. Additionally, it supports occupational students who are in programs of study that may go up to 75-80 credits.

Minority Serving Institutions

In an effort to provide expanded opportunities for educational excellence, the Maricopa Community Colleges are spearheading an aggressive initiative to develop block transfer articulation agreements with Historically Black Colleges and Universities (HBCUs) and Hispanic Serving Institutions (HSIs). In February 2002, Maricopa signed its first articulation agreement with Mississippi Valley State University (MVSU), and celebrated this historic event with a signing event at Phoenix College that included representatives from MVSU and Maricopa students, faculty and administrators. Since then, Maricopa has established agreements with Clark Atlanta (HBCU), Florida Memorial College (HBCU), Langston University (HBCU), Prairie View A&M (HBCU), Mercy College (HSI), New Mexico State University (HSI), North Carolina A&T (HBCU), and University of New Mexico (HSI).

International Agreements

Internationally, Maricopa has established articulation agreement with two institutions. Students who complete a two-year program of study in Hospitality and Tourism Management will be eligible to transfer to Les Roches School of Hotel Management to continue their studies and earn either the Swiss Hotel Association Higher Diploma in Hospitality Management, or the Baccalaureate Degree in a specialty area. Both levels of study offer international internship opportunities. Located in both Switzerland and Spain, Les Roches serves as a model for the highest quality in industry training.

Maricopa has an articulation and transfer agreement with the Universidad Autonoma de Guadalajara (UAG) School of Medicine in which UAG will accept students in their medical school who complete a minimum of 90 credits. Completion of these credits along with a minimum GPA of 3.0 and above average scores on the MCAT will qualify the student to apply to the University's medical school. The UAG Admissions Committee will reserve a minimum of two (2) and up to six (6) seats per term (two terms per year) for Maricopa transfer students. Should a Maricopa student, for whatever reason, choose not to complete the Associate degree, the courses identified in the program are such that the student could apply them toward most, if not all, majors.
