Job Title: Deputy Director of Engineering and Construction

Job Summary:

Supervise and direct the Information Technology, Residual and Air Emissions, Watershed Management, and Planning functions of the Engineering Department. Ensure consistency, efficiency, and integration of the functions. Assist in developing an asset management program for the District. Create proactive partnerships throughout the District between Engineering and other departments. Coordinate the department’s external communications efforts.

Essential Functions:

Lead and manage four specific Engineering functions: IT, Planning, Watershed, and Residual and Air Emissions, in order to ensure coordination, information flow, consistency and cooperation. Create a well functioning team that efficiently meets District goals.

Plan long-term strategic objectives for the Engineering Department in conjunction with the Director of Engineering. Assist in defining and reviewing subordinate manager work objectives and goals. Oversee the creation of financial budgets. Set priorities for utilizing resources and prepare for changing situations.

Direct, implement and supervise efficient coordination of activities within the different functions. Ensure that budgets are met and that consultants work within the terms of agreements and contracts.

Assist in developing and managing an asset management program that ensures the efficient utilization of District resources.

Influence and advise subordinate managers, Senior Staff, and Board of Trustees as appropriate. Offer professional advice. Develop and maintain partnerships with other District departments, external organizations and regulatory agencies. Communicate and educate stakeholder communities, orally and in writing, regarding District actions, programs, and policies.

Write proposals and policies for consideration and action on direction from the Director of Engineering for Senior Staff and the Board of Trustees.

Will act as Director of Engineering and Construction in his/her absence.

Non-Essential Functions:

Perform other duties as required.

Minimum Job Requirements:

Education: Bachelor’s degree in Engineering. Masters degree desired.

Experience: Over ten (10) years of progressively responsible engineering experience.

Specific Skills: Ability to read and interpret plans and specifications; establish effective working relationships; and communicate orally and in writing, maintain records and manage people.

Specialized Knowledge, Licenses, etc:

Possession of a current State of Ohio Professional Engineer’s License.

Valid Ohio Driver License and a driving record in accordance with the District’s insurance carrier.

Comprehensive knowledge of engineering applications, methods and practices.

Knowledge of technology and planning for large scale public works facilities.

Knowledge of engineering administration and supervision.

Supervisory Responsibilities:

Direct: Engineering IT Manager, Planning Manager, Watershed Program

Manager, Residuals and Air Emissions Manager

Working Conditions:

General office environment.

Physical Demands:

A majority of time spent sitting and standing with occasional (less than 10%) time in

dirty, contaminated, restricted spaces using breathing, hearing, and/or eye protection.

Interfaces:

Internal: Interfaces with District personnel throughout the organization.

External: Interfaces with general public, agencies, and other corporations.
