SPECIFICATIONS FOR Firearms Purchase

1. SCOPE: The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) to procure sixty (60) Glock GT17 firearms. The firearm specifications and quantities are set forth in these Specifications as are those for all related products. This is a no substitute bid for the firearms and listed accessories. The only firearms that will be accepted for this bid are the Glock G17T. The unit price for each new firearm shall include the firearm as specified herein along with 3 magazines each and 1 standard sight each. In addition, the supplier is to provide a unit price for the additional magazines and shipping/handling/insurance.

2. METHOD OF AWARD: As a result of this IFB, the Commonwealth will award a Purchase Order to the lowest responsive and responsible bidder.

3. DELIVERY: The firearms and accessories must be delivered by February 15, 2013. The awarded bidder shall contact the PSP contact person no less than seven calendar days prior to delivery in order to coordinate the delivery of the items.

4. SPECIFICATIONS OF FIREARMS AND ACCESSORIES: The firearms shall be delivered fully assembled and duty-ready as from the manufacturer.

5. FEDERAL LICENSE REQUIRED: All Bidders must be a Glock dealer/distributor authorized to sell to Pennsylvania law enforcement and must have a Federal Firearms License and a Pennsylvania Firearms License. A copy of their authorization to sell in Pennsylvania and copies of both the Federal and Pennsylvania Firearms Licenses shall be attached to the bid. If these documents are not included with the bid, the Department shall request the documents and, upon request, the bidder shall provide such within 3 business days.

6. PAYMENT: Payment shall be made upon satisfactory delivery of all merchandise.
