Certificate in Special Education

The Special Education Program offers a Certificate in Foundations of Special Education for students who are interested in a career in public education, human services and social work, or a related field. This certificate is designed to provide foundational knowledge about the field of special education and would benefit students interested in a career in supporting students with disabilities in public school, agency, or community settings. The certificate has an emphasis on developing skills and knowledge in three areas: a) foundations of disability; b) instructional methods for students with disabilities; c) behavioral and social emotional supports for students with disabilities.

Certificate Requirements

• Students must complete a minimum of 36 credits of required courses.

1. All upper division credits must be completed in residence at the University of Oregon.

2. A minimum grade of “B-” or “P*” must be earned in each required course.

3. All courses must be taken for a letter grade unless only offered pass/no pass (i.e., field studies, practicum)

4. Students wishing to waive required coursework need to obtain coordinator approval.

Procedure for Applying for the Special Education Certificate Program

• Complete at least 1 credit of SPED 406*, and SPED 407, and 411 (5/7 required credits) with a minimum grade of “B-” or P.

*Or have a Petition to Waiver on file w/ the SPED Certificate coordinator.

• Go to and complete the SPED Certificate Program Application.

• Along with your application, you will submit a professional goal statement and two letters of recommendation.

• Complete the Character Questionnaire – download, complete and submit to the Program Coordinator in a sealed envelope. It will be opened and reviewed following admissions decision.

• An initial interview and advising meeting with the program coordinator is also required.

• Admitted students must have a signed program plan and verification of TSPC Background check.

Procedure for Applying for the Special Education Licensure Program (K-12)

• Complete the Graduate School application.

• Submit test scores for one of the following: ACT, SAT, GRE, Praxis Core

• Department Application (waived), but must be in good standing and have recommendation of program and practicum coordinators to continue with licensure.

*Master’s degree requires 45-51 credits, depending on terminal activity. Reserve graduate credit from SPED 541, 542, or 522 (complete Reserve Graduate Credits form when registering for course term prior). Information about Reserving Graduate Credits can be found here: . Refer to **Option Two reserves a graduate level course for consideration by a department after admission as a graduate student. Under this option, you may take up to 3 graduate courses. The 3 courses may not exceed a total of 12 credits. Eligibility: Classified as a senior. Have at least a 3.0 GPA in each of the three terms prior to enrolling in the graduate course. Note: An undergraduate student who receives less than a B in a graduate-level course will not be allowed to use the course toward a master's degree, and will be ineligible for further reservation of graduate credit.
