WHEREAS: Patricia was a graduate of Thayer Academy and Boston University; and

WHEREAS: Patricia served as a Flight Attendant for American Airlines and later worked in administrative positions in both the medical and legal professions; and

WHEREAS: Patricia was a member of the Wayland Republican Town Committee and was active in numerous civic and community activities; and

WHEREAS: Patricia was the daughter of Estelle N. Crane and the late Lester M. Crane; and

WHEREAS: Patricia’s passing will leave a void in the lives of all her surviving family, her husband David H. Locke, former State Senate Minority Leader; her mother Estelle N. Crane; her son Mark Voss-Hubbard and his wife Anke; her daughter Kristin Hubbard; her grandson Maximillian; her step children District Court Judge David B. Locke and his wife Nancy, D.S.S. Commissioner Jeffrey A. Locke and his wife Joanne, Jennifer Locke, Amy B. Hiam and her husband Gerald, State Representative John A. Locke and his wife Christina; and her ten step grandchildren; and

WHEREAS: Patricia will be sorely missed by all she touched and loved; now therefore be it

WHEREAS: Up Stairs at the Pudding has fed the rich and famous, the glittering who’s who of Boston and Cambridge, and earned national acclaim as a fine dining destination; and

WHEREAS: Deborah Hughes and Mary Catherine Deibel have consistently helped Community Servings provide hot, nutritious meals to men, women and children ill with AIDS and since its founding ten years ago, Community Servings knew it could count on the Pudding for hosting committee meetings, and donating pies, sponsoring LifeSavor dinners and contributing fundraising parties; now therefore be it

WHEREAS: The Cambridge City Council was deeply saddened at learning of the death of United States Representative John Joseph "Joe" Moakley on May 28, 2001; and

WHEREAS: Representative Moakley was born on April 27, 1927 and he grew up in South Boston's Old Harbor Housing Project; at age 15, he convinced the authorities he was of legal age to enlist in the Navy; after the war he earned a law degree at Suffolk University, became a state insurance auditor and decided to enter politics; and

WHEREAS: His first political contest was for the Massachusetts House of Representatives in 1950. He lost by 199 votes. Two years later he won and went on to serve four terms in the House; and

WHEREAS: In 1957, Representative Moakley married the love of his life, Evelyn Duffy of Cambridge; and

WHEREAS: After losing a state senate race to then-Senate President John E. Powers in 1960, he succeeded Senator Powers to the seat when he stepped down in 1964; six years later, he lost a primary election for the Ninth Congressional District to Louise Day Hicks, then ran for Boston City Council and topped the ticket; and

WHEREAS: Knowing the difficulty he would have running against Louise Day Hicks in the Democratic primary, in 1972 Joe Moakley ran for Congress as an independent and won by 3,448 votes; and

WHEREAS: Representative Moakley was the dean of the New England House delegation; in the words of Boston Globe reporter Mark Feeney, he "was among the last of a breed: the down-to-earth pol from Massachusetts who walked the corridors of congressional power with the easy familiarity - and bluff authority - of a cop on the beat;" and

WHEREAS: Although there was some talk in the 1980's of Joe Moakley possibly succeeding Tip O'Neil as Speaker of the House, he was content to remain on the powerful Rules Committee, of which he spent 4 ½ years as Chairman and at the time of his death was ranking minority member; and

WHEREAS: Representative Moakley used his political power for his constituents; he never forgot where he came from and was heard to say "I grew up in South Boston politics, where the politician was the guy who put turkey on the table at Christmas if the husband wasn't working;" and

WHEREAS: Among the programs for which he was instrumental in procuring funds were the Central Artery/Tunnel project; the Boston Harbor cleanup; the Fort Point Channel bridge; establishment of Boston's African-American National Historic Site; grants to Massachusetts colleges, universities, and hospitals; home-heating allowances; and the federal courthouse on Fan Pier. On March 13, at his first Rose Garden signing ceremony, President Bush signed legislation naming the building for Representative Moakley; and

WHEREAS: Representative Moakley was also a leading authority on U.S.- Latin American relations in the 1980's and the 1990's; he gathered the evidence of the Salvadorean military's involvement in the murder of six Jesuit priests in El Salvador in 1989 that led to Congress cutting its aid to El Salvador in 1990 and turned the tide of U.S. relations with the brutal dictatorship of that country; and

WHEREAS: Representative Moakley is survived by his two brothers, Robert of Quincy and Thomas of Braintree; and

WHEREAS: Representative Moakley will be sorely missed by all he touched and loved; now therefore be it

WHEREAS: Cambridge is participating in the Commonwealth's Executive Office of Environmental Affairs, Biodiversity Days June 8-10, the second annual event with nearly 500 towns participating. In 2000, the Commonwealth held a world record for the most species counted in one state cooperative event; and

WHEREAS: Friends of Alewife Reservation (FAR) and co-sponsor, the Mystic Watershed Association, have initiated during this period 6 environmental activities with 6 known naturalists in the area to look for "all life forms" larger than 1 millimeter to record and send to the state's inventory pool for the state record; and

WHEREAS: The Alewife Reservation tours are also conducted for the purpose of bringing awareness of shrinking Massachusetts wetlands by noticing wetland plants and animals, birds, insects, mosses, lichens, ferns and other species; and

WHEREAS: The City Council has endorsed the governor's plan to regain 200,000 acres of wetland by the year 2010, (City Council Resolution April 10,2000); and

WHEREAS: Alewife Reservation is designated for major water and sewer improvements by completing the restoration of 64 thousand square feet of wetland planned by the Department of Public Works and the Massachusetts Water Resources Authority, including the state's top engineering firms of Metcalf and Eddy, Montgomery and Watson, SEA Construction with permitting in all phases of the project by the Cambridge Conservation Commission; and

WHEREAS: The Cambridge DPW and the MWRA and consultants provided many public forums (10) from November till May in Cambridge, Belmont, Arlington and Somerville, explaining problems and benefits to a wetland storm water management plan on the Reservation (2001-2008) and the importance of sewer separation in northwest Cambridge; and

WHEREAS: A Metropolitan District Commission's Master Plan of the area was passed by the Massachusetts Legislature in November and the MDC is presently in process of contracting major design firms to master plan the area in order to restore wetland and make the area more publicly accessible; and

WHEREAS: Prospects are favorable for the wetland restoration of over 3 acres of impervious pavement of the Arthur D. Little Parking lot wetland; now therefore be it

RESOLVED: That the Cambridge City Council go on record in support of Biodiversity Days (June 8-10) for attention to wetland plants and animals, region-wide education on the Cambridge sewer separation, stormwater and wetland plan, the importance of a wetland, urban wild on a major regional transportation artery - the Alewife T stop, and all citizen and Alewife groups who have called attention to Cambridge wetlands at Alewife and the importance of keeping them healthy.

WHEREAS: This Charter secured to Cambridge most of the franchises which the chief towns of England enjoyed at the beginning of the thirteenth century; AND

WHEREAS: The City of Cambridge, Massachusetts is a namesake of the City of Cambridge, England; and

WHEREAS: The Cities of Cambridge, England and Cambridge, Massachusetts share a number of things in common including being major international centers of higher Learning and scholarship as well as being significant centers for high technology; and

WHEREAS: During 2001 Cambridge England will host a number of civic celebrations as part of the celebration of Cambridge’s Octocentenary including church services, the Reach Fayre, a river pageant and other events to highlight the history of Cambridge and celebrate this historic anniversary; now therefore be it

RESOLVED: That this City Council extend its well wishes and congratulations to the people of Cambridge England during this Octocentenary year; and be it further

WHEREAS: Lesbian, Gay, Bisexual and Transgender Pride Day commemorates the Stonewall Rebellion that is considered the beginning of the Lesbian and Gay Liberation Movement, an evening in June 1969 when a routine police raid on the Stonewall Inn, a popular gay bar on Christopher Street in New York’s Greenwich Village, was vigorously and famously resisted by drag queens and bull dykes; and

WHEREAS: June 2001 marks the 32nd Anniversary of the Stonewall Rebellion; and

WHEREAS: In the City of Cambridge, our pride in our lesbian, gay, bisexual and transgender citizens is exemplified by the city’s steadfast determination to keep its commitment to provide equal health care benefits to the family members of all city workers, regardless of marital status and to protect and defend all our residents regardless of their gender identity or gender expression; and

WHEREAS: The Cambridge Lavender Alliance will hold its Eleventh Annual Lesbian, Gay, Bisexual and Transgender Pride Day Celebration by hosting a community breakfast and awards ceremony at Cambridge City Hall on Saturday, June 9, 2001; and

WHEREAS: The City of Cambridge has been home to Cathy Hoffman for her entire life. For the past fourteen years, Cathy has served as the Director of the Cambridge Peace Commission, where she has promoted social justice through global peacemaking efforts; and

WHEREAS: Cathy Hoffman’s work to seek peace through justice has taken her far and wide; her travel includes justice-seeking and peace-making missions to Nicaragua, Cuba, the Near East, El Salvador, Burma and Nigeria; and

WHEREAS: Here in Cambridge, Cathy Hoffman runs the summer Youth Peace Initiative; she launched the Youth Peace and Justice Corps to recruit and train youth organizers and she works with the Peaceable Schools Collaborative to transform our schools into places of teaching and learning for all; and

WHEREAS: Through her work with the Youth Peace Initiative, Cathy Hoffman has nurtured youth from Cambridge and other cities and taught them the political and cultural history of our world, as well as the practice of non-violent intervention techniques. Throughout the 1970’s and the 1980’s, Cathy played major roles within the Women’s School and the Boston Women’s Union, a socialist/feminist group; and

WHEREAS: Cathy Hoffman was a member of the filmmaking collective that made the groundbreaking “Pink Triangles,” and she was a leader of the Boston Gay and Lesbian Speakers Bureau. In particular, she is known and loved for her dedicated work and leadership in the Pledge of Resistance, an organization that worked diligently throughout the 1980’s to prevent U.S. intervention in Central American democracy movements and the Gay and Lesbian Defense Committee, an organization dedicated to the overturning of the Dukakis administration’s anti-gay foster care policy. For all this work on behalf of justice, peace and equality for all, we honor and appreciate Cathy Hoffman; now therefore it be

RESOLVED: That the City of Cambridge hereby acknowledges the good works and valuable life of Cathy Hoffman whose inspired leadership vastly improves our city and life for all within it; now be it further

WHEREAS: The City of Cambridge supports and celebrates bold steps taken to confront bigotry and prejudice and thus congratulates City Councillor Kathleen Born for her years of service on the Cambridge Council, and in particular, her leadership and vision to improve the quality of life for gay, lesbian, bisexual and transgender people; and

WHEREAS: With good humor and a generosity of spirit matched by few public officials in this or any other city, Kathy Born has spoken out for the rights of gay, lesbian, bisexual and transgender people in Cambridge, supporting domestic partner benefits for city workers, families and supporting the rights of transgender people to equal employment and housing; and

WHEREAS: While serving as the Vice-Mayor under then Mayor Sheila Russell, Kathy Born organized a meeting between members of the Cambridge Lavender Alliance and Mayor Russell in order to nurture good working relations between the gay, lesbian, bisexual and transgender community and the Mayor; and

WHEREAS: When the U.S. Congress passed and President Clinton signed the Federal Defense of Marriage Act, Kathy Born responded quickly by authoring a Council order condemning the newly enacted law; and

WHEREAS: When our city’s Domestic Partner Ordinance was threatened and finally eviscerated by the relentless attacks of anti-gay groups, Kathy Born immediately began strategizing to protect the families made vulnerable under a court order to suspend health insurance benefits; and

WHEREAS: Kathy Born has served as co-chair of the Kids' Council and helped to guide the process of setting goals for after-school programs and literacy programs for children in Cambridge; and

WHEREAS: As an architect and urban planner her expertise has been crucial in difficult decisions regarding zoning and open space utilization, Kathy Born was a key catalyst to the development of Cambridge Open Space strategy, ensuring that residents of our city will have access to fresh air, green spaces and parklands; and

WHEREAS: Kathy Born’s retirement from public office will leave the Council and the City poorer for the loss of her special brand of common sense politics that calls for the best in Cambridge and the best in all of us; now therefore be it

RESOLVED: That the City of Cambridge hereby acknowledges the good work and valuable life of Kathy Born whose inspiring leadership vastly improved our city and life for all within it; and be it further

WHEREAS: Kathy and John Roberts have resided in our city for more than three decades, Kathy and John Roberts, both singularly and as a powerful team, have contributed much to our collective understanding of community, harmony and justice; and

WHEREAS: John Roberts has served as the Executive Director of the American Civil Liberties Union of Massachusetts since 1970; and

WHEREAS: A minister by training, John brings to bear a divinely inspired energy on all his work to protect and defend civil liberties and equality under the law; and

WHEREAS: John Roberts is a fierce opponent of governmental inequity and vigorously opposed the federal Defense of Marriage Act, as well as its offspring at the state level in Massachusetts. Our state’s chapter of the ACLU has stood beside the Gay, Lesbian, Bisexual and Transgender community on virtually every legal, public policy and electoral struggle we have faced; and

WHEREAS: When the political movement for Gay, Lesbian, Bisexual and Transgender equality was an infant, the ACLU was the only non-Gay, Lesbian, Bisexual and Transgender organizational ally that could be counted on to offer substantive support; and

WHEREAS: Kathy Roberts in 1971 co-founded the Dandelion Pre-School, cited as one of the best centers for early childhood care and education in the United States; and

WHEREAS: Kathy Roberts counts as her political training grounds the Civil Rights Movement, the women’s movement, and worldwide struggles for self determination and justice; and

WHEREAS: Kathy Roberts brings a keen appreciation for families and independence to her work with young children, helping them to shape their learning environment in a way that reflects their priorities and interests; and

WHEREAS: Kathy Roberts respects and values all the families that participate in the Dandelion community, welcoming all, nurturing all, and loving all; and

WHEREAS: Kathy Roberts and the Dandelion Pre-School have become an institution in the City of Cambridge, famous for eschewing traditional holidays for non-traditional, enjoying Kwanzaa instead of Christmas, Rosa Parks Day instead of Columbus Day, Chinese New Year instead of 4th of July, Gay Pride instead of Memorial Day; and

WHEREAS: Dandelion’s students learn an early and crucial lesson about respect for each other by making Gay Pride necklaces, sharing information about their families, and joining Kathy Roberts and other members of the Dandelion community at Cambridge’s annual Pride Brunch at City Hall; and

WHEREAS: Kathy Roberts has been a leader in the area’s childcare provider community, advocating tirelessly for increased public funding of childcare so that parents can go to work knowing that their children are well cared for throughout their work day; and

WHEREAS: Kathy and John Roberts have lived together in loving harmony and struggle for 41 years, they are the parents of three children, each of whom lives what has been learned from their very wonderful parents; now therefore be it

WHEREAS: The City Council was deeply saddened to learn of the death of Paul Dietrich, Cambridge resident, architect and civic leader, on June 2, 2001; and

WHEREAS: Paul was a principal of the Cambridge architectural firm of Cambridge Seven Associates; and

WHEREAS: Paul was appointed to the Planning Board in 1972 and served on the board as chairman for 29 years until his retirement in 1999; and

WHEREAS: Paul brought to the Planning Board a great deal of urban design experience from his professional background; he applied these skills with great diligence, fairness and thoughtfulness; the issues Paul cared about on the Planning Board centered upon the urban design of proposal rather than individual architectural designs- he supported an active and lovely urban street life, and disliked such things and bridges between buildings, which would keep people inside; and

WHEREAS: Paul worked on many urban design plans and guidelines, among them the East Cambridge Riverfront Plan which led to the transformation of the East Cambridge industrial area into the mixed use community it is today, complete with its 10 acre public open space system. He also worked on the creation of the Harvard Square Overlay District, which combines historic preservation with development controls; and

WHEREAS: Paul also served the City of Cambridge as a volunteer member of the Cambridge Arts Council from 1979 to 1983; he was first Vice Chairman in 1978 and second Chairman in 1979; and

WHEREAS: During his tenure on the Arts Council, Paul's strong support for a Percent for Art Ordinance was instrumental in Cambridge's adoption of this program which has added so much to public art in Cambridge; and

WHEREAS: Paul brought to his civic activities his skill and knowledge as an architect, his love of the arts, his vision of Cambridge, his thoughtful and open-minded intelligence and his unfailing kindness and courtesy; and

WHEREAS: Paul will be sorely missed by his surviving family, his wife Eleanor; his children Andrea, Kristen, Eric, Lars and Britt; his grandchildren Juliet, Alistair, Tyler and Ihno; and his sister Eleanor Foltz; now therefore be it

WHEREAS: Bread & Circus, Whole Foods Market, Fresh Pond, a leading whole foods supermarket in Cambridge, has over 100 employees in Cambridge; and

WHEREAS: Bread & Circus diverts 75% of the trash generated from their store to recycling and composting and promotes re-use by store customers; and

WHEREAS: Microbia, Inc., a biotechnology company located in Kendall Square, Cambridge, has approximately 57 employees; and

WHEREAS: Microbia has implemented a wide variety of recycling, reuse and waste reduction programs; now therefore be it

RESOLVED: That the City awards Bread & Circus, Whole Foods Market, Fresh Pond, the GoGreen Business Recycling Award in the large business category, and be it further

RESOLVED: That the City awards MICROBIA Inc. the GoGreen Business Recycling Award in the small business category, and be it further
