Background and IntroductionIndia's cooling needs are expected to grow significantly over the next decades, driven by space cooling, cold chain, refrigeration and transport air-conditioning. Meeting the country's increasing cooling needs will require more energy, with corresponding impact on power generation capacity, system peak load and greenhouse gas (GHG) emissions. In September 2018, a draft Cooling Action Plan for India, developed through a multi-stakeholder collaborative process, was issued for public comment by the Ministry of Environment, Forestry and Climate Change. The draft Cooling Action Plan estimates that India's aggregate cooling requirement may grow as much as eightfold over the next 20 years, compared to the 2018 baseline, with the majority of the growth coming from the building sector/ space cooling, followed by the cold chain and refrigeration. The development of an integrated cold chain is key for the sustainability of the agricultural value chain from production to the consumer, reducing post-harvest losses, ensuring uninterrupted supply of food, and minimizing losses. As such, cold chain development is an important element of the Government's Mission for Integrated Development of Horticulture, as well as the higher-level goals of the Government's "Doubling Farmers Income" policy and the Sustainable Development Goals. According to a 2015 cold chain infrastructure capacity assessment undertaken by the National Centre for Cold Chain Development (NCCD) of the Ministry of Agriculture and Farmers Welfare, there are significant gaps in India's agricultural cold chain infrastructure. Even though there has been significant cold storage warehouse capacity addition in the recent years, development has been relatively limited in the other segments, especially transportation and pack houses, which would typically provide sorting, grading, washing, packaging, precooling, and staging services. In fact, the infrastructure requirement study estimates there is a need for over 70,000 pack-houses in India, compared to the 249 that were in place as of 2015. This means that 99% of the requisite pack-house infrastructure is yet to be created. The Bureau of Energy Efficiency (BEE) under the Ministry of Power, created through the Energy Conservation Act, 2001, is a quasi-regulatory body mandated to support the development of policies for energy efficiency. BEE develops standards and labelling for appliances, facilitates pilot projects that demonstrate energy efficient processes, equipment, devices, and systems, and carries out capacity building programs for government institutions. In view of the strategic significance of the cold chain sector, and the anticipated capacity additions in the coming years, which is expected to lead to substantial additional energy needs, BEE is considering approaches to promoting energy efficiency in the cold chain. In this context, BEE and the World Bank Energy and Extractives Global Practice in India are collaborating on an assessment of options for enhancing energy efficiency in the cold chain. The specific focus of the current assignments is pack houses, as the segment where significant capacity addition is anticipated over the next two decades in order to create an integrated agricultural cold chain, with corresponding increase in energy demand. To this end, the World Bank, with funding from the Energy Sector Management Assistance Program (ESMAP), is seeking to engage a team of consultants to support the BEE in the assessment of energy efficiency potential and development of regulatory tools for promoting energy efficiency in pack houses.B. Objective of the AssignmentThe objective of this assignment is to support the Bureau of Energy Efficiency in developing options for enhancing the energy efficiency of pack-houses in India. C. General Scope of ServicesThe assignment objective will be achieved through an analysis of current energy consumption trends in different types of pack-houses, assessments of the implications of capacity addition projections, identification of energy efficiency improvement opportunities in pack houses, and drawing lessons from relevant experience in India and internationally. The assignment is expected to result in a set of recommendations for BEE action to promote energy efficiency in the cold chain, pack-houses in particular. Actions that BEE may consider in this area can include specific guidance related to equipment and appliance, insulation, building design, and ancillary equipment that can minimize energy consumption.The assignment will comprise: (i) stocktaking of existing work, government regulations, ongoing and planned initiatives on cold chain energy efficiency and pack-houses; (ii) review of different types of pack-houses, by produce category, climatic zones, ownership, utilization (seasonal vs year-round), and documenting of their status (infrastructure, building and equipment), and energy demand drivers and patterns; (iii) estimation of energy saving potentials in different categories of pack-houses; (iv) extraction of lessons from good practices in India, along with select international cases; (v) presentation of a prioritized set of options with highest potential for energy saving, along with cost-benefit analysis. Throughout the activity, the consultant will be engaged in consultations with a broad range of stakeholders in the industry. In undertaking this assignment, the consultants shall be guided by existing policies, regulations, initiatives, schemes, as well as applicable guidelines. These include, but are not limited to the National Mission for Enhanced Energy Efficiency, Mission for Integrated Development of Horticulture, Ministry of Food Processing Industries Scheme on cold chain, value addition and preservation infrastructure; National Horticulture Board's Guidelines and Minimum System Standards for Implementation in Cold Chain Components, along with the BEE issued standards for energy using appliances and equipment, and the Energy Conservation Building Code (ECBC) by the BEE, among others. Detailed tasks are available in the Terms of Reference for the Assignment, which will be made available to shortlisted firms. The consultant is expected to start the assignment around March 2019 and continue through September 2019.D. Expression of Interest and InformationConsultants are invited to submit Expressions of Interest (EOI) for this selection, outlining their team's qualifications, relevant experience, and proposed overall approach to carrying out the assignment. The EOIs must not exceed 25 pages.E. Firm Profile and QualificationsConsultants responding to the EOI will be a firm, or a consortium of firms with a lead vendor. Consultants may associate to enhance their qualifications.
